Bylaws Keystone

BYLAWS OF THE ZAMA YOUTH CENTER KEYSTONE CLUB

ARTICLE I: Name
The name of this organization shall be the Camp Zama Keystone Club

ARTICLE II: Affiliations


Section 1. It shall be sponsored by the Boys & Girls Clubs of America.
Section 2. It shall become affiliated with the Boys and Girls Club of America Keystone
Program.
Section 3. To continue affliation with the Boys and Girls Club of America Keystone
Program, it shall renew its chapter annually.
Section 4. The president shall be the official representative to the Boys and Girls Club of
America Keystone Program.
Section 5. The vice president shall be the alternate representative.

ARTICLE III: Purpose and Objectives


Section 1. To create and maintain high standards of service, leadership, unity, education,
free enterprise and social recreation activities, as well as to promote health, character
development and citizenship to meet responsibilities of the democratic ways of life.
Section 2. To provide Camp Zama the opportunity to have a teen governing body to
maintain teen events, services, and facilities.
Section 3. To further, give military teens a voice in all Army preteen/teen matters.
Section 4. To further and maintain making the Youth Center a better place for teens.

ARTICLE IV: Logo, Motto


Section 1. The official logo is that of the Boys and Girls Club of America Keystone
Program. It may be adapted to suit local purposes.
Section 2. The Zama Keystone Club’s motto is “Together We Aspire, Together We
Achieve.”

ARTICLE V: Membership
Section 1. Open to all youths enrolled in grades 9th through 12th and/or ages 14 through 18
as of January 1. Youths must be a member of the Camp Zama Youth Center.
Section 2. The interested applicant should show a willingness to commit to the purpose
and objective of Keystoning.
Section 3. All interested applicants shall be screened by the Executive Committee (2:4
officers) or by a Membership Committee (2:5 membership committee members and 1:4
Executive Officers). The screening shall be done in consultation with the advisor and a
designated full-time staff member (except where the advisor is a full-time staff member).
Section 4. Applicants that are approved will be invited to a regular meeting of the Club
where they will be officially a part of the Club.
Section 5. All members must be registered to the PVSA (The President’s Volunteer
Service Award) and keep track of their own hours. Accounts will be checked twice a
month.
Section 6. The Camp Zama Child Youth Program Assistant (CYSS CYPA) will act as the
Zama Keystone Club’s adult advisor.
Section 7. Adult volunteers must fill out volunteer packet to assist with the Keystone
Club.

Section 8. If any disputes occur in any sort of matter, the Club’s Adult Advisor shall have
the final say.
Section 9. Maintain a substance-free environment---includes including alcohol, tobacco,
and other forms of illegal drugs.
Section 10. Be good in standing in the military and civilian communities.
Section 11. Keystoners will not commit or nor participate in any unlawful act.

ARTICLE VI: Officers


Section 1. The officers of the Zama Keystone Club shall be president, vice president,
secretary, and treasurer (if the club makes money).
Section 2. All officers will be selected by ballot and serve a term of one year.
Section 3. No person shall hold office if he/she is not a permanent member, in good
standing.
Section 4.No member shall hold more than one office at a time, excluding special
committee chairpersons.
Section 5. Elections for the Zama Keystone Club President will be held on the last
meeting of the school year.
Section 6. Elections for the Zama Keystone Club other officers will be held on the second
meeting of the new school year.
Section 7. The Club may hold special elections to replace vacancies as required.
Section 8. The Club President will run the meetings. The president will also meet with
the advisors to discuss the agenda.
Section 9. The Club Vice President will keep the Club in order, making sure that
everyone is paying attention and there are no disruptions, which will allow the meeting to
run smoothly and efficiently.
Section 10. The Club Secretary will maintain the minutes, making sure that the officers
and members receive the minutes of the previous meeting before the next meeting.
Section 11. The Club Treasurer shall keep the record of how much the club makes.

ARTICLE VII: Meetings


Section 1. Regular meetings of the Zama Keystone Club shall be held on a weekly basis,
during high school lunch in designated classrooms, unless the Council orders otherwise.
Section 2. A special meeting may be held upon call of the adult advisor, the Executive
Committee or on the verbal request of five members of the council. The purpose of the
meeting shall be set forth, verbally.
Section 3. The Club Advisory members and permanent members must be present at all
meetings. Immediate dismissal of any members will be taken, if a member misses three
unexcused or six excused meetings during each school semester.
Section 4. The Club President will remind, via e-mail, the members of regular meetings.
Along with this email, the President will attach the upcoming agenda for the meetings;
therefore, the members should be familiar with the topics that will be held for discussion
that day.
Section 5. The Club President shall only cast their vote on motions, which result in a tie.
All other officers will be allowed to vote.

Section 6. Two-thirds of the permanent membership shall constitute a quorum.

ARTICLE VIII: Committees


Section 1. The Executive Committee shall consist of the Club officers, along with the
Teen Advisor.
Section 2. The President has the authority to appoint committees and their chairpersons as
needed.

ARTICLE IX: National Keystone Conference


Section 1. Keystoners must achieve a Silver or Gold on their volunteer hours determined
on the PVSA.
Section 2. Keystoners must be a registered member of the Youth Center
Section 3. Keystoner must be a regular attending member and have committed at least
half their hours serving the club.

ARTICLE X: Parliamentary Authority


These regulations contained in Army Regulation 215-1 thru 5, local United States
Army Garrison, Japan, Directorate of Personnel and Community Activities, Family
Support division Youth Service Branch, current Teen local council policies, directives,
guidance’s, and Robert’s Rules of Order shall govern the Camp Zama Teen Advisory
Council.

ARTICLE XI: Amendment


These bylaws may be amend at any regular or special meeting of the Zama
Keystone Club by a two-thirds vote, provided that previous notice of the amendment was
given to members at the past meeting and meets with approval by the Club Adult Advisor
and the current Teen Coordinator.
