 Revisiting Poverty Rate


o Has gone up because of social assistance programs
o Children under 18 are still the most vulnerable
o Recognizing the effect of depression
 Extreme poor: under 50% of the poverty guideline
 Income Maintenance includes:
o General Assistance (GA)
o Supplemental Security Income
 Characteristics of Public Assistance:
o More selective, meaning they may be looking more closely at income
o Aim for those with limited resources AND low incomes
o Time limits!
o More in-kind support instead of cash grants
o Amount of benefit goes down even as the population goes up!
 Overall, less are eligible in every aspect
 General Assistance
o Funded by the states and localities
o Even the way it’s worded shows that GA is for “employable” people
o GA has income requirements
 Contra Costa County
 Can’t have property of over $500 to be eligible
 Liquid assets(immediately usable funds)
 SSI
o Used to be a state federal program but it got rolled into 1
o Like a bridge for those who apply for social security in order to keep
you out of poverty
o Less participation in the workforce, less likely that you’re
qualified
 AFDC and transition to TANF
o TANF was a “transformed policy” from AFDC
o ADCAFDCTANF
o ADC: idea was that the funds would go to widowed mothers who were
“worthy” of assistance or support
 Agricultural and domestic workers were excluded
o Part of this idea of social control of poor people(everything is
controlled by the states)
o Majority of TANF recipients are children
o Just being married helps you stay out of poverty
o Greater percentage of children living with one parent who has never
been married are in poverty
 Graph doesn’t take race into consideration, but some ethnic
minorities are most likely to have children and still not get
married
o As you decrease the level of education, the more likely you’ll be a
single mother (inverse relationship)
o As you decrease the level of income, you decrease the level of
education
 Clinton: “End welfare as we know it.”
o Emphasis: education, training and child care
o Took 4 years (1996) for welfare reform to take place
 Current economic condition:
o Not as many jobs to go into right now, so it’s harder for those on TANF
to become employed
o TANF is no longer a safety net for those receiving TANF but in poverty
