NARRATIVE REPORT OF SCHOOL GOVERNING COUNCIL CONFERENCE


October 10, 2016

“Coming together is a beginning; keeping together is progress; working together is


success”

It is to note importantly that in order to achieve desired success, one must


work hand in hand and act in solidarity towards one goal. This was realized when the
institution conducted its first School Governing Council Conference. It was
participated by 43 stakeholders of whom are Local Government Unit representatives,
Non-government Organizations, Private Citizens, Parents, and Teachers (see the
attached report). The conference centered on the establishment of an organization,
which will be of great service, as partner of the school.
(The program was initiated by the school head, Mrs. Hazel Y. Manalo. The
plan started with the designation of the committees to the members of the faculty. It
was followed by the preparation of the powerpoint presentation to be used in the
conference headed by Mr. Nestor B. De Torres Jr. Then the communication
committee with Ms. Rica Gloria Lara prompted the search of the stakeholders of the
school last October 03, 2016 through letter dissemination. The last polishing was
done the day before the conference proper. See the attached program.)
The conference started at 1:20 in the afternoon with the singing of Philippine
National Anthem conducted by Ms. Crystal Gusi followed by the fervent prayer led by
the OIC, Mrs. Jocelyn P. Arquillo. The OIC, Mrs. Jocelyn P. Arquillo welcomed the
stakeholders with warm and accommodating message on behalf of the school head,
Mrs. Hazel Y. Manalo. She extended the sincerest gratitude from the school for their
presence. It was reinforced by the acknowledgment made by Mr. Jimwel Gutierrez to
all the stakeholders who attended the conference.
The presentation proper began with the introduction of the school’s humble
beginnings led by Mr. Jimwel V. Gutierrez. He enumerated the establishment of the
first two municipal buildings of the school in its first year of operation in 2014 with 70
enrolled Grade 7 students. The school was also blessed with three teachers: Mr.
Jimwel V. Gutierrez, Mrs. Narcisa Rongalerios and Mrs. Cristine Cuarto, and its first
administrator Mrs. Maria Sonia M. Hernandez. He also reported the significant
increase of the population of the school from 70 students to whooping 226 at present
and the additional 5 teachers. Furthermore, he underscored the different
achievement of the school such as the science quiz bee competition, reaching area
level and sports, reaching provincial level and participation of the school in different
civic activities such as alay-lakad.
The second part of the conference was taken over by the faculty president,
Mr. Nestor De Torres Jr. He discussed the overview of School Governing Council
emphasizing various legal mandates in the establishment of the council. Moreover,
the discussion focused on the significance of establishing the said council.
The OIC, Mrs, Jocelyn P. Arquillo, handled the last part of the presentation,
which was the most important part, the furtherance of the School Governing Council.
She opened the discussion on the definition of SGC as important and the highest
organization in the school comprising of different internal and external stakeholders
of the school. She highlighted that the school and the SGC should share
commitment, responsibility and accountability in defining the welfare of the students.
Corroboratively, she concentrated on the great participation of the SGC in
maintaining a functional and sustainable relationship for the amelioration of both
school and the students. The last part of her discussion was dedicated to the
establishment of the organization, the School Governing Council which will comprise
of the School Head as Chief Executive Officer, the Chairperson, Vice Chairperson,
Secretary, Auditor, and Councilors.
Consequently, Mr. Jimwel Gutierrez, presided the election and requested the
stakeholders full cooperation and commitment for the organization. After the long
process of deliberation and polling, the following were elected as the first officers of
the council:

The conference was overwhelmingly blessed when the former Brgy. Captain
of Pinagbayanan, donated Php 1000.00 as initial fund of the council. The donation
was received by the elected treasurer of the council.
The conference was concluded through the heartfelt expression of gratitude
from the school to all the stakeholders who had extended their time and effort for the
success of the council.
