REGULATION CODES
Now days México applies nineteen (19) obligatory Official Regulation Codes (NOM’s(1)) in the field of Energy Saving.

Three of them relates to edifications and applies nationwide.

I. Energy Efficiency in edifictions, buildings envelope for non residential buildings.

And one (1) voluntary one:

I. Value “r” Thermal Insulation regulation code for the constuction industry applying for households
envelopes zoned by mexican thermal enviroment – especification and verification.

Follow up on the application of NOM’s is responsability of the parts taht were involved in their creation and
actualization.

Technical Requirements
INSTITUTIONS
Mexico holds founding resources as well as technical knowledge and human expertise in
Energy Saving projects:

The National Comission for the Efficient Use of Energy (CONUEE(2)), holds a high experience
human resources for the generation of the Regulation Codes.

The Private Fund for Electric Energy Saving Projects (FIDE(3)), that holds specialized technical
personel with wide experience in diagnostics, evaluation, develop and follow up on electrical
energy saving projects as well as the administrative experience on management of Federal
Government energy saving projects.

The Electrical Sector Energy Saving Program (PAESE(4)), dedicated to promote energy saving
projects within the Mexican Electric Generation Company, for generation and distribution as well
as within their own facilities.

 PEOPLE INVOLVED

Experts from different specialized sectors and fields such as suppliers, engineering
colleges, specialized professional organizations, chambers, regulation codes organizations,
and associations of companies in the energy saving sector are part of the board that have an
active participation in making the regulation codes.

ABOUT TEMPERATURE ZONES

Talking about voluntary regulation codes, we have one in Mexico NMX-C-460-ONNCCE-

And because of this, electricity fees for residential consumption is zoned in accordance
with the environmental temperature of the region witch lead us into six (6) temperature
regions for the country.

(5)This code complies with ISO 10456 CODE “Building materials and products-Hygrothermal properties-Tabulated design values and procedures to obtain establish and design
thermal values”, chapters 5 & 8, as well as table 3.

SUPPLIERS

Suppliers found out the regulation codes have a great impact in their sales as well as
success in saving energy to their customers.

LABORATORY TESTS AND PROCEDURES

Method and test procedures sets up by the regulation codes themselves but there is an
organism that gets credit and certification to the test laboratories, this is the Mexican
Acreditation Entity (EMA (6)) whose goal is to certify and credit evaluation and test organisms,
as probes, test, clinic and calibration laboratories, verification and inspection units and any
other certification entities.

 EDUCATION
In Mexico we have universities now days that offers a master degree in energy saving and thermal specialties as well
as professional higher level subjects that are currently taught in careers such as mechanical, engineering design and
related ones.

Also institutions as FIDE (9) and CFE (10) offers workshops on energy savings at different levels, since kids from the
elementary grades in the ones are already includes sessions on energy conservation, at university lavels with seminars
and workshops as well as diagnostics within engineerings and companies to help promote the energy saving culture.

TRAINING

We have available different related courses and seminars through colleges, which are aimed to architects, designers,
engineers and equipment and material distributors. Also FIDE and the National Chamber of Consulting Firms (CNEC(9))
both promote growth and continuous education for certified specialists and energy efficiency management for the
rational use of electricity.

And on de federal government side the Ministry of Energy through CONUEE(10) is developing a certification program
for diagnosticians and experts.

 LABELING
FIDE is the institution that grants several construction materials and high energy efficient
equipment”SELLO FIDE” that is a certification, with the aim of:

• Identify in the market all those products that performas with high efficiency energy savigs
standars
• Encourage customers to get and use products that perfors with high enery saving standars.
• Recognize companies on their technically and economically effort to produce high efficient
equipment.
• Promote competitiveness on national products faced international competition.
• Support the use of high efficient products with projects and programs that are promoted and
finianced by FIDE.

This FIDE certification is awarded by products that prove with technical documentation and test
reports issued by credited laboratories (national or foreign), that their products are outstanding in the
efficient use of electrical energy or that their properties or attributes help reduce the consumption of it.

 PROGRAMS AND INCENTIVES

For the Residential Household Sector we have "The Green Mortgage", which is a federal
government mortage that incentiates the green so peoplecan get a better quality of life,
generating savings in operating costs resulting from environmental technologies that reduce
power consumption, as water and gas, contributing this way to the efficient and rational use
of natural resources and environmental care.

In the valley of Mexicali in the northwest of the country, we have summer temperatures
that raise up to 33 ° C as a minimum heat, so there is a fund for Thermal Insulation for
Housing in the Valley of Mexicali (FIPATERM (11) ) that seeks to reduce the intensity in air
conditioning usage.

And for the very near future we have the information that the authorization of a new
voluntary certification program on equipment, process and services will be issued for new
edifications.

• For RESIDENTIAL SECTOR, won’t be able to stay in the market incandescent lamps of:

 100 watts or higher from December, 2011

• For SERVICE AND COMMERCIAL SECTORS, the Project sets up the energy efficiency brake
point for the minimum performance to be complied by linear fluorescent lamps.

• For INDUSTRIAL SECTOR AND PUBLICO LIGHTING, the Project sets up minimum efficiency
values to be observed by the lamps of high intensity discharge.

So The National Program for Sustainable Use of Energy 2009-2012 estimates that these practice will
laid by 2030, the lighting energy consumption record a drop of about 48% from its baseline, raising the
normal consecuences on free investments for new generation capacity as well as the related emissions to
the atmosphere.
