1.1. OBJECTIVE
The purpose of this Order is to be a guide line to assess the competence level of all technical staff who
are maintaining the Air Navigation Systems. The result of the assessment will represent the ability of
the technical staff to conduct maintenance activities according to General Authority of Civil Aviation
(GACA) and Saudi Air Navigation Services (SANS) standards, and will represent the training needs
where required to improve the ability of the technical staff.
1.2. REVISIONS
Users of this Order are requested to make suggestions and recommendation to improve this order in
an annual basis.
Deviations from this Order shall be made only with written permission from SANS through the
Director General, Maintenance Engineering Directorate.
1.4. SAFETY
All personnel shall take Safety precautions always while implementing this order.
MED/Sectors must allow the President of (SS&AT) or his team to have access to all facilities and
documentation during on-site oversight activities in order to allow the President to determine
compliance with GACAR-173
1.5. MODIFICATION
Unauthorized modifications to this Order are not permitted. Proposed modifications such as
increasing reliability, minimizing safety hazards should be submitted to Director General,
Maintenance Engineering Directorate for review and approval.
1.6. RESPONSIBILITIES
It is the responsibility of the Maintenance Engineering Directorate to maintain and monitor this Order.
Sector Manager is responsible of implementing this Order and use all required resources in order to
achieve the main objective. The training specialist at each Sector shall organize and coordinate with
Sections’ Supervisor to implement this order activities.

Job Training Standard
The competency check for each certified technician who is maintaining Air Navigation Systems shall
be conducted in an annual basis (every Gregorian calendar year). Sector training’s specialist and
sections’ supervisors are the key players in the implementation process of this order.
Managerial processes provide the guiding principle of administrative tasks and activities to ensure
compliance of these activities with the applicable management standards.
Maintenance Planning Manager or designee shall be responsible for maintaining an up-to-date “Competency
Processes” order. This order shall be reviewed on yearly basis, beginning one year after the date of publication
and update it if required. If updates are needed, the following steps are to be implemented:
