The Public Works Department while constructing


Government buildings prepares Plans based on the
requirements of the user, design them for strength
and safety and construct the structure to withstand
natural calamities. In this respect, we keep in mind
the guiding principle stated in Thirukkural.
The Public Works Department hitherto incharge
of “Water Resources” and “Buildings” has since been
reorganised into two independent departments viz.
“Water Resources Department” and “Public Works
Department” in the interests of functional
specialisation and administrative convenience. This
has come into effect from 12.02.2008.

The Public Works Department is entrusted with


construction of buildings and their maintenance and
several related activities of various Government
Departments like School Education, Health & Family
Welfare, Home (Courts / Transport / Prisons / Fire &
Rescue), Revenue, Agriculture, Animal Husbandry,
Dairying and Fisheries, Tourism & Culture,
Employment & Training and Social Welfare &
Nutritious Meal Programme etc., This is besides the
construction and maintenance of its own department

buildings. One of the most important tasks of this

department is to understand the building


requirements of various departments and provide
them in the best possible architecture, designs,
functional convenience, etc., and also to evolve type
designs so as to have standardization in the
buildings.

1.1. ORGANISATION NETWORK


To carryout the building activities for various
departments and at different locations in the State as
well the Public Works Department has a wide network
of establishments as indicated below:

One Chief Engineer as Head of the Department in


Chennai supported by speciality units like

‘Architecture’ headed by Chief Architect and


‘Designs’ headed by Superintending Engineer.
Eleven Circles and 41 Divisions headed by
Superintending Engineers and Executive
Engineers respectively.
Three Circles at Chennai, Salem and Madurai and
7 Divisions under the control of Superintending
Engineers and Executive Engineers respectively
to execute electrical works.
One Special Division headed by Executive
Engineer in Chennai for collection and
dissemination of updated technology and
information of latest building materials.
A Building Research Station headed by Executive
Engineer in Chennai for training the Engineers in
advanced technologies and innovations and for
carrying out research activities.

2.0. MAJOR ACTIVITIES


The Public Works Department performs the following
major activities and functions:
Planning, designing, construction and
maintenance of Government Buildings which
constitute the capital assets of the State.
Construction and maintenance of Monuments and
Memorials under purview of the Government.
Execution of Local Area Development Scheme
works sanctioned under MLAs’ and MPs’ Funds
as deposit works.

Execution of any calamity reconstruction works


like Emergency Tsunami Reconstruction Project
building works.
Renovation and restoration of Heritage buildings
Construction of buildings for Central Government
undertakings, State Universities, etc., as deposit
works.
Carrying out Research and Development in
construction materials and practices.
Valuation of buildings on the request of Vigilance
and Anti-corruption Department and Judiciary.
Assessing the structural stability of public
buildings and issuance of rent reasonableness
certificate for private buildings used by
Government departments.
Arrangements relating to the visits and
Government functions of VIPs and VVIPs etc.

3.0. PROPOSED OUTLAY 2009-2010


During the year 2009-2010, it is proposed to carryout
works to the tune of Rs. 968.32 Crore under Demand
No. 39 as below:

4.0. DEPARTMENT-WISE SCHEMES

4.1. PUBLIC WORKS DEPARTMENT
4.1.1. CONSTRUCTION OF TAMIL NADU NEW
LEGISLATIVE ASSEMBLY COMPLEX
Pursuant to the announcement made by the Hon’ble
Chief Minister during the Golden Jubilee
Celebrations of “Kalaignar in Legislative
Assembly” on 12.05.2007, this Government
initiated action to construct the New Legislative
Assembly Complex in Omandurar Government
Estate, Chennai. The complex is in two components
as Block A, with a plinth area of 9,30,297 Sq.ft and
Block B with a plinth area of about 7,43,900 Sq.ft.
The Block A will house the Legislative Assembly,
Legislative Assembly Secretariat, the offices of His
Excellency the Governor, Hon’ble Chief Minister,
Hon’ble Ministers, Chief Secretary and certain core
departments. The Government has already
accorded Administrative Sanction for
Rs. 425.57 Crore for Block A and the work has also
begun. This is expected to be completed by
May 2010. The Block B will accommodate the
other 30 Secretariat departments for which
Administrative Sanction for Rs. 279.564 Crore has
been accorded. With the relocation of the entire
Secretariat along with Legislative Assembly, the new
complex is expected to provide better facilities to all
including the visiting public.

4.1.2. Pursuant to the 150th year celebration of Public


Works Department, Administrative Sanction has
been accorded for Rs. 67.50 lakhs for the
construction of Museum and Library Buildings at
Public Works Department campus in Chennai -
Tenders to be called for.
4.1.3. Administrative Sanction has been accorded for
Rs. 15.00 Crores for the construction of 126 Nos. of
quarters for Government staff at Thodhunter Nagar,
Saidapet, Chennai - Tenders for this work is under
scrutiny.

Sanitation and water supply to Central Prisons at
Coimbatore, Salem, Palayamkottai, Cuddalore,
Trichy, Pudukkottai, Vellore - Rs.11.23 Crore.
Total 70 works, 66 completed, 4 in progress.
2006-2007:
Repairs, Renovation, Sanitation and water supply
to Prisons - Rs.3.553 Crore. Total 56 works,
53 completed, 3 in progress.

4.3.3. Fire & Rescue Department


2008-2009:
Fire Station buildings at 5 places such as
Sankarapuram, Thirukalukundram, Koothanallur,
Kudavasal and Ulundurpet at a cost of
Rs. 1.9663 Crore are to be commenced.

Fire Station buildings at 8 places such as


Thandarampattu, Omalur, Arani, Kuttalam,
Cumbum, Thiruthuraipoondi, Thuckalai and
Ottanchatram have been sanctioned for
Rs.2.00 Crore. Out of 8 works, 6 completed,
2 in progress.

4.3.4. Transport Department


2007-2008:
Testing Track to Regional Transport Office at
Nagapattinam & Tiruvarur for Rs.0.27 Crore.
completed. Testing track at Erode is in progress.
2008-2009:
Regional Transport office works at Cuddalore,
Nagapattinam, Krishnagiri, Sankari and Tenkasi at
a cost of Rs.7.135 Crore - Tender under scrutiny.
Unit office work at Sathyamangalam,
Chidambaram and Mayiladuthurai at a cost of
Rs. 1.865 Crore. Sathyamangalam – Work
commenced, Chidambaram – Site to be handed

4.4. REVENUE DEPARTMENT

Thottiyam, Veerakeralampudur and Kulithalai
have been completed, 3 works in Paramakudi,
Kalkulam and Pandhalur are in progress, 2 works
in Kundha and Kariapatti are in tender stage and
for 1 work in Vazhapadi to be handed over.

4.5. SCHOOL EDUCATION DEPARTMENT


4.5.1. Construction of Modern State Library at
Chennai
The Government have accorded sanction for
Rs. 165.76 Crores for the Construction of
8 storied Asia’s 2nd Biggest Modern State Library at
Kotturpuram, Chennai. The Modern Library consists
of Library, Auditorium, Food Court and Sub-Station
with total Plinth Area of 34502 M2
i.e. 371379 sq.ft fully air-conditioned. Two floor roof
slab laid out of 8 floors in Library building and
Basement works completed in Auditorium Buildings.
Ground and 1st Floors completed in Food Court
Building. It is proposed to complete all the works by
May 2010.

4.5.2. NABARD Project


Phase – III to V: Infrastructural improvements like
construction of additional classrooms, laboratory,
toilet and drinking water facilities are being done to
Government High Schools and Government Higher
Secondary Schools in Tamilnadu through NABARD
assistance at a total cost of Rs. 315.98 Crore in
799 schools have been completed.
Phase – VI : 234 Schools – Rs.161.32 Crore –
218 Schools - Work completed, 7 Schools – Work in
progress, 7 Schools – Tender under scrutiny,
2 Schools – Work dropped.

(Civil & Electrical) for Rs.2.20 Crore - Estimate
under preparation.
4.17. ARCHAEOLOGY DEPARTMENT
2007-2008:
Reclamation of 13 temples and enamel protection
notice board at 22 places for Rs.1.87 Crore. Out
of 13 temples, 5 completed, 4 in progress and
4-tenders to be called for. Reclamation of
Thirumalai Naickar Mahal at Madurai for
Rs.3.00 Crore - Work nearing completion.

Rs.1.00 Crore - Work is nearing completion.

5.2. 2008-2009
Out of 10 works, 9 works have been completed.
Additional Circuit House with five suites in Master
Plan Complex at Thoothukudi for Rs. 60.00 Lakhs
– Finishing work is in progress.

5.3. 2009-2010
The Standing Finance Committee has approved
the following 10 schemes for the year 2009 –
2010, under Part-II Schemes and orders will be
issued shortly.
1. Inspection Bungalow with 2 rooms at Elagiri
Hills in Vellore district for Rs. 40.00 Lakhs.
2. Additional circuit house with 4 suites at
Vellore in Vellore District for Rs. 55.00 Lakhs.
