EMTS Excel Conversion Template v4.0

IMPORTANT Renewable Fuel Standard Reminder: Regulated parties are urged to

conduct due diligence investigations and exercise caution when conducting Renewable
Identification Number (RIN) transactions. Neither EPA nor its systems, including the EPA
Moderated Transaction System (EMTS), certify or validate RINs or make any provision for
parties who, despite good faith, transfer or receive invalid RINs. As specified in the
regulations at 40 CFR 80.1431(b)(2), invalid RINs cannot be used to achieve compliance with
the Renewable Volume Obligations of an obligated party or exporter, regardless of the party's
good faith belief that the RINs were valid at the time they were acquired. Additionally, the
regulations at 40 CFR 80.1460(b)(2) prohibit the creation or transfer to any person of a RIN
that is invalid.

sulfur and benzene credit transactions. Neither EPA nor its systems, including the EPA
Moderated Transaction System (EMTS), certify or validate gasoline sulfur or benzene credits.
As specified in the regulations at 40 CFR 80.315(b)(2) and 40 CFR 80.1295(b)(2), invalid
gasoline sulfur and benzene credits cannot be used for compliance, regardless of the party's
good faith belief that the credits were valid at the time they were acquired.
Instructions
About this template

EMTS includes functionality to convert an MS Excel file into a valid XML file. This allows organizations to
submit multiple transactions using one XML file rather than entering individual transactions via the EMTS
web screens.

This template includes tabs for all transaction types, both for RFS and Fuels Averaging, Banking, and
Trading, however, transactions for both programs cannot be included in the same file.

How to complete this template

1 Do not change the tab order, tab names, or the header rows. EMTS will not accept the file if
any of these elements are changed.
On the Submittal Information tab, enter the four-digit Organization Identifier of the submitter.
2 Only one Organization Identifer is allowed per spreadsheet.
3 To enter a transaction, click the transaction type tab.

Enter the required data for each transaction. Multiple transactions can be entered on each
4 tab. Only include transaction types from one program (RFS or Fuels ABT) per spreadsheet.

How to convert this template to XML

1 Login to the EMTS program service through CDX.
2 Click "Submissions" in the top menu.
3 Select "Submit File" from the dropdown menu.
4 Browse to the Excel file on your computer.
5 Click "Convert" button.
6 Save XML file to your computer.
7 On the Submit File screen, browse to the XML file on your computer.
8 Click "Submit" button.
