INDUSTRIAL TRAINING ATTACHMENT REPORT

1. INTRODUCTION
Explain the purpose of industry attachment and student industry background and experience
before attachment.

2. THE ORGANISATION THAT INDUSTRY ATTACHMENT HAS TAKEN PLACE


Write brief details about the organization, its structure and function.

The Department of Works (DOW) is the Papua New Guinea Government’s implementing agency
for infrastructure in the country. It is the biggest and one of the oldest government
organizations in the country starting as the Office of Works and Supply during the pre-
independence era. Being the biggest is due to the fact that it is the only department in the
government that can boast having an office in every province in the country all linked together
through the wide area network.
DOW is responsible for maintaining approximately a total of 8,738.46km of roads throughout
the country. This figure stands as of 2007. Of this total, 5,755.20km are gravelled, 2,779.48km
are sealed and the remaining 523.35km are inaccessible due to factors such as weather
conditions etc. The current transport infrastructure priorities are found in the Medium Term
Development Strategy (MTDS) and the National Transport Development (NTDS) plan and can be
summarized as follows:
 Road maintenance – the need to ensure that the existing road and bridge networks are
maintained to a trafficable level.
 New roads will be considered once the economic climate improves.
 The DOW is responsible for ensuring implementation but the majority of actual design
and construction will be undertaken by the private sector. The Department will
concentrate on supervision and quality control.
 The Highlands Highway – shall remain the main priority under the current maintenance
and rehabilitation policy of the Government.
 Other major national highways including the Magi, Hiritano, Buluminski, New Britain
and Sepik Highways shall also be included for priority maintenance as funding becomes
available.
 To ensure ongoing maintenance of priority highways is essential that counterpart
funding for donor projects is available to reduce delays in implementing the approved
annual work plans.
 Implementation of District Services Improvement Program (DSIP).
 Implementation of the District Roads Improvement Program (DRIP).
 Ongoing implementation of existing contracted programs.

The DOW will provide and maintain a priority road network that will contribute to a holistic
quality of life that can be embraced and enjoyed by the people of PNG with access to
opportunities available in a modern global village.

DOW exists to provide and maintain an adequate and safe priority road network in an
accountable, transparent and environmentally sustainable manner in consultation with
stakeholders to facilitate national development and embrace the standard of living as
embodied in the Constitution of PNG.

Their values form the foundation upon which DOW is built. They represent our Melanasian
culture, guide our behaviours and influence our decision making and relationships with
stakeholders. DOW's values are:

of the community.

DEPARTMENT OF WORKS is strategically established by the National Government through each


province at this level of point of service delivery ensuring National Government presence
through Department of Works.
This is to ensure that the management and supervision control of all provincial management
and financial services such as Capital Works, Maintenance, Projects and Trusts Accounts and the
Finance and Administrative Personnel Programs. To realized the desired outcomes directed by
the relevant and sanctioned strategies outline in the Department of Works Policies as well as
being aligned to other effective government overarching strategies and plans towards financial
operations relating to management and accounting system that contributes well integrated,
competitive, financial management system that serves the economy and society of PNG.
Below is the organization for the department or section I have did my industrial training.

3. THE AREA STUDENT GAINED EXPERIENCE


Clearly explain the department or section you have worked in, the role of the section or
department, line management and organization culture.

Department of works in Kimbe is consist of six department or the section and are:
 Architecture and building
 Civil
 Transport (PTB)
 Donors
 HRM
 Accounts
During my Industrial Training, I was working with the Accounts department which I was specialized in my
in Education and what I have been taught and studied in school. The Accounts section has its own
section chart reflecting the process or the flow of work from one person to another as illustrated on the
chart below. In Accounts section, they all performed their duties according to the order of sequence and
process starting from the Accounts registration clerk up to the Provincial Accountant
Role and mandates
Department of Works role and mandate are determined by the Government of Papua New
Guinea. The Department is required to meet all responsibilities mandated in legislation and by
the Government, through the National Executive Council. A significant challenge for the
Department is the lack of updated legislation which ensures there is clarity in role in respect to
the responsibilities of different government agencies for managing and maintaining the road
network and other government infrastructure. During 2015 and 2016, the
Department’smanagement will work with partner agencies to improve clarity in role and
mandatethrough development, updating or revision of legislation. In respect to this Corporate
Strategic Plan
One of the first priorities in this Plan is to improve the legislation giving Department of Works
its mandate. In this regard, the Department will work to revise, update and develop legislation.
As legislation is update, this section of the Plan will be revised to reflect improved clarity in role
and mandate.

Corporate Strategic Plan

Department of Works has developed this Corporate Strategic Plan after the completion of an
Agency Capacity Diagnostic which analysed the capacity of the Department to deliver on GoPNG
goals and commitments for the national road network. This Corporate Strategic Plan takes a
new approach, providing a detailed and staged plan for improving achievements by the
Department. This Plan will be reviewed annually, at the start of each year, and will reflect
ongoing improvements in capacity, achievements in the previous year and changing levels of
GoPNG and development partner funding.

Department of Works Annual Plan

The Corporate Strategic Plan will be supported by an Annual Plan, developed each year to
reflect the planned activities and budget for the year. Annual Plans are developed for each
calendar year and will reflect the approved budget and activities in the Annual Plan are directly
taken from the Implementation Plan in Part B of this Plan. The Annual Plan will be supported by
a range of plans at Divisional and Branch level, which define how each branch and division will
contribute to Department of Works’ achievement of corporate goals and annual performance
targets.

Department of Works Annual Budget

Department of Works is funded through an annual budget appropriation from the National
Government. Included in this budget is funding from consolidated revenue and from
development partners, who provide support in implementation of the annual works program.
The annual budget is now a consolidated budget, reflecting both operating and capital budget
requirements. In recent years, maintenance for the road network has moved from the
development budget to the operating budget and is seen as a routine annual expenditure item
rather than a capital investment.
