2. PURPOSE
The purpose of this method statement is to define the procedure to be
adopted for protection of Transco cables(132KV),Existing 1200 Water Transmission
Pipeline with FOC, and 800mm Dia Water bump Satiation outfall line. accordance with
the requirements specified in the relevant specifications, procedures, and drawings at
project“Construction of Roads , Infrastructure and Public Realm for sector E25 in Abu
Dhabi city (Phase II)”.

3. SCOPE
This method statement is applicable for the activities related to the Horizontal Directional
Drilling works for crossing of multiple Electrical cables in different nos of 200mm dia HDPE
pipes with steel strap at project“

6.0 Definitions :

 Integrated Management System (IMS): An Integrated Management System which


covers all the clauses and requirements of EN ISO 9001:2015, EN ISO 14001:2015
& BS OHSAS 45001:2018.

 Environment: Surroundings in which the office and sites operate, including air,
water, land, natural resources, flora, fauna, human and their interrelations of all
these elements.

 Environmental Aspects: Any element of activities, project or services that can


interact with the environment. Aspects are evaluated based on the location of
activity, the frequency of the activity, and the severity of the resulting impact or
potential impact.

Environmental Impact: Any change in the environment, positive or negative,


wholly or partially resulting from activities, project or services. The severity of
an identified environmental impact is used to establish the objectives and
performance targets for the IMS Program.

 Audit: A systematic and documented verification process of objectively


obtaining and evaluating evidence to determine whether the integrated
management systems conform to the EN ISO 9001:2015, EN ISO 14001:2015
and BS OHSAS 45001:2018 Standards audit criteria, set by the Ghantoot and for
communication of the results of this process to management.

Standards: The term refers to International Standards EN ISO 9001:2015, EN ISO


14001:2015, & BS OHSAS 45001:2018.

 Occupational Health: Freedom from adverse physical and mental conditions


arising out of work related situation.

 Accident: Unexpected and Unintended injury.

Hazard: Source or situation with potential for harm in terms of human injury or ill
health, damage to property, damage to the work place environment, or a
combination of these.
 Incident: Work related event that gave rise to an accident, ill health or injury or
had the potential to lead to an accident.
 Non conformance: Any deviation from work standards, practices, procedures,
regulations, Integrated Management System performance, etc., that could
either directly or indirectly lead to unintended use or delivery, or lead to injury
or illness, property damages, damage to (establishment work place
environment or a combination of these.

 Risk: Combination of the likelihood and consequences of specified hazardous


events occurring.

Risk Assessment: Overall process of estimating the magnitude of risk and


deciding whether or not the risk is tolerable.

Details of Employees of HDD Subcontractor (among who required ones will be deputed for the HDD
works at the Project)

RESPONSIBILITIES:

 The Project Manager is responsible for overall site Management, Quality and Safety, and
has full authority and overall responsibility to manage, supervise, and control the works.

 The Construction Manager is responsible for overall execution of this work, CM will
coordinate with Site CONSULTANT to ensure that the necessary resources to implement
the approved Method Statement have been allocated to the task.

 The Site CONSULTANT is responsible for the supervision of this work activity and will
ensure that the concerned work force is familiar with the activity and the site preparation
activities are conducted according to the approved Method Statement.
To ensure that work is carried out according to the specification, technical literature of the
material and as per the approved drawings and method statement.
To explain and provide all necessary information for execution to his foreman and
subordinates.
 The QC CONSULTANT is responsible for ensuring that the Thrust Boring works is according
to the Project Specifications.
To ensure full compliance with contract documents, specifications and this method
statement duly approved by Company.
To carry out required inspections as notified for all the works.
To maintain all required quality testing and records.

 Site Foreman to ensure that the work crew is familiar with the work activity and safety
requirements of this activity.
To provide his subordinates (Assistant foreman, Charge hand and Gangers) adequate
information to carry out their duties.
To meet with safety measures and ensure that his subordinates are aware of the same.

 Surveyor for checking of level, adjustment of true top level and provide center line between
Entry/Exit pits. He could provide the details of exisitng utilities and to monitor and record the

8.0 Safety Precautions:

8.2 Objective

To ensure that all safe practices are adhered to, as per standard operating
procedures, Safety Management Plan and contractual obligations while carrying out for
method for Horizontal Directional Drilling works for crossing of multiple Electrical
cables in different nos of 200mm dia HDPE pipes with steel strap Transco (400 kv )
8.3 H.S.E Requirements:

 All work under this project contract shall be carried out in a safe and professional manner. An
experienced competent person shall ensure that the safe working practices are being adapted to the
satisfaction of Contractor. competent person shall be deployed for this work, having similar experience on
same type of work.

 Safety practices will generally follow the relevant provisions of BS 6164 (abstract attached to this
method statement) with regard to tunnelling operations in addition to the project safety regulations and
governing laws of the Emirate.

 A permit to work system shall be adopted for all operations as required by concerned authorities
and all construction activities shall be carried out in the presence and under the supervision of competent
person.
 NOC / Work Permits shall be obtained from the concerned authorities prior to start of the
activity.

 Tool box meeting shall be conducted before starting the work and all hazards and safety measures
shall be discussed every day in the morning.

 Suitable barricades shall be provided and necessary safety and warning sign boards shall be
displayed at and near the work location.
 A clearly visible warning board stating "diversion" with arrow mark indicating the direction of
the traffic diversion shall be placed at the point of diversion on both approaching sides of the
area of operation (if required).

 During night time operations the entire area of operation will be illuminated so that the
workers and the supervisory personnel are safe within the area and area is clearly visible.

 Notwithstanding the above, any other measure, as demanded by the site conditions and the
climatic conditions at the time of operation shall be adopted to ensure safety of the
personnel, public property and the environment.
 All equipment shall be kept in good working condition and fit for the purpose.

 Hand held gas detector shall be used in working area.

 Communication with working force shall be maintained at all the time during working.

 The ladders for the work force to go down and come up, shall be secured firmly.

 All electrical connections/ fittings shall be carried out by qualified electricians.

 All welding/ flame cutting shall be done by qualified personnel.

 All personnel shall have attended HSE induction / awareness training programs conducted in-
house. This shall be documented adequately. Register shall be maintained at site.

 HSE coordinator will give the HSE induction by audio and video presentation and will be
specific about the project requirements which include the interface with other utilities
owners in that region.

 Banks men shall be deployed during the operation of heavy equipment. Banks men shall
wear fluorescent jackets and remain at all times visible to the operator.

 Tool box talk shall be conducted before starting the work and all Hazards and safety
measures shall be discussed.

 PPE shall be worn at all times by all the site people.

 All necessary precautionary/safety measures, such as warning signals for diversions,


temporary cross-over etc shall be in place.

8.4 Trafic Management Ref.No: GTGC/HSE/WKP/002-01(Approved)

 During the construction of that activity areas will largely be separated from general
traffic, construction machinery such as cranes, excavators, JCB, Boom loader, paver
machine, steel roller, piling rigs etc. will be delivered to and remain within the
construction site. Therefore, the typical daily traffic generated to and from site on public
roads is related to the delivery of materials or equipments (such as delivery of
construction materials and removal of excavated material) vehicle entering on site from
the Salam road.

 All GTGC drivers and operators are holding valid UAE driving license. Where required 3rd party
(competency certificate) will be obtained.
 All mobile plant and vehicles will be equipped with warning rotating lights and reverse alarms.
 Site vehicles and mobile plant will be controlled by trained banks men.
 GTGC maintenance team will ensure that all vehicles, plant and tools are inspected regularly for
general mechanical maintenance, safety guards, warning lights, warning alarms and
environmental hazards caused by mechanical defects such as oil leaks.
 All mobile plant and equipment will be provided with suitable fire extinguishers.

9.0 DESCRIPTION OF WORK

 NDM-1
 200mmx10 nos of HDPE pipe with steel strap will cross the TRANSCO asset 400kV line.
 Distance from protection slab to driving pit is 11.32 meters.
 Distance from protection slab to receiving pit is 13.54 meters.
 Vertical difference between pipe and protection slab is 3.11 meters.

 NDM-2
 200mmx2 nos of HDPE pipe with steel strap will cross the TRANSCO asset 400kV line.
 Distance from protection slab to driving pit is 12.96 meters.
 Distance from protection slab to receiving pit is 4.32 meters
 Vertical difference between pipe and cable is 3.06 meters.

9.1 PROCEDURE
1) NDM-1 400 kV Cable Crossing
Step-1: Entering from Driving Pit for NDM-1 (200mmx10nos of HDPE pipe)
 The distance between cable and starting point is 11.32 meters.
 Vertical clearance is 3.11 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.
 Once we completed the 11.32 meters, we will recheck the existing ground level to see for any possible
settlement.
Step-2: Crossing the Cable, Midpoint of NDM-1
 Vertical clearance is 3.11 meters.
 In order to move forward, we will check and record existing ground level. Once it’s confirmed we will
resume the driving activity.
Step-3: Driving through Receiving Pit from Midpoint of NDM-1
 Vertical clearance is 3.11 meters.
 We will confirm the existing ground level to continue the activity and will repeat it through the receiving
pit with 1 meter intervals.
 Once we completed the 13.54 meters, we will recheck the existing ground level.
TOTAL LENGTH OF NDM-1 CROSSING IS 26.83 METERS.

2) NDM-2 400 kV Cable Crossing


Step-1: Entering from Driving Pit for NDM-2 (200mmx2nos of HDPE pipe)
 The distance between cable and starting point is 12.96 meters.
 Vertical clearance is 3.06 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.

 Once we completed the 12.96 meters, we will recheck the existing ground level to see for any possible
settlement.

Step-2: Crossing the Cable, Midpoint of NDM-2


 Vertical clearance is 3.06 meters.
 In order to move forward, we will check and record existing ground level. Once it’s confirmed we will
resume the driving activity.
Step-3: Driving through Receiving Pit from Midpoint of NDM-2
 Vertical clearance is 3.06 meters.
 We will confirm the existing ground level to continue the activity and will repeat it through the receiving
pit with 1 meter intervals.
 Once we completed the 4.32 meters, we will recheck the existing ground level.
TOTAL LENGTH OF NDM-2 CROSSING IS 18.21 METERS

3) NDM-3 400 kV Cable Crossing


Step-1: Entering from Driving Pit for NDM-3 (200mmx4nos of HDPE pipe)
 The distance between cable and starting point is 12.35 meters.
 Vertical clearance is 3.06 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.
 Once we completed the 16 meters, we will recheck the existing ground level to see for any possible
settlement.

Step-2: Crossing the Cable, Midpoint of NDM-3


 Vertical clearance is 3.06 meters.
 In order to move forward, we will check and record existing ground level. Once it’s confirmed we will
resume the driving activity.
Step-3: Driving through Receiving Pit from Midpoint of NDM-3
 Vertical clearance is 3.06 meters.
 We will confirm the existing ground level to continue the activity and will repeat it through the receiving
pit with 1 meter intervals.
 Once we completed the 4.39 meters, we will recheck the existing ground level.

4) NDM-1 400 kV Cable Crossing


Step-1: Entering from Driving Pit for NDM-4 (200mmx4nos of HDPE pipe)
 The distance between cable and starting point is 11.74 meters.
 Vertical clearance is 3.14 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.
 Once we completed the 11.74 meters, we will recheck the existing ground level to see for any possible
settlement.

Step-2: Crossing the Cable, Midpoint of NDM-4


 Vertical clearance is 3.14 meters.
 In order to move forward, we will check and record existing ground level. Once it’s confirmed we will
resume the driving activity.
Step-3: Driving through Receiving Pit from Midpoint of NDM-4
 Vertical clearance is 3.14 meters.
 We will confirm the existing ground level to continue the activity and will repeat it through the receiving
pit with 1 meter intervals.
 Once we completed the 6.18 meters, we will recheck the existing ground level.
TOTAL LENGTH OF NDM-4 CROSSING IS 20.65 METERS

5) NDM-5 400 kV Cable Crossing


Step-1: Entering from Driving Pit for NDM-5 (200mmx10nos of HDPE pipe)
 The distance between cable and starting point is 12.21 meters.
 Vertical clearance is 3.14 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.
 Once we completed the 12.21 meters, we will recheck the existing ground level to see for any possible
settlement.

Step-2: Crossing the Cable, Midpoint of NDM-5

 Vertical clearance is 3.14 meters.


 In order to move forward, we will check and record existing ground level. Once it’s confirmed we will
resume the driving activity.
Step-3: Driving through Receiving Pit from Midpoint of NDM-5
 Vertical clearance is 3.14 meters.
 We will confirm the existing ground level to continue the activity and will repeat it through the receiving
pit with 1 meter intervals.
 Once we completed the 17.57 meters, we will recheck the existing ground level.
TOTAL LENGTH OF NDM-5 CROSSING IS 29.15 METERS

6) NDM-6 400 kV Cable Crossing


Step-1: Entering from Driving Pit for NDM-6 (200mmx4nos of HDPE pipe)
 The distance between cable and starting point is 12.36 meters.
 Vertical clearance is 3.45 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.
 Once we completed the 12.36 meters, we will recheck the existing ground level to see for any possible
settlement.

Step-2: Crossing the Cable, Midpoint of NDM-6


 Vertical clearance is 3.45 meters.
 In order to move forward, we will check and record existing ground level. Once it’s confirmed we will
resume the driving activity.
Step-3: Driving through Receiving Pit from Midpoint of NDM-6
 Vertical clearance is 3.45 meters.
 We will confirm the existing ground level to continue the activity and will repeat it through the receiving
pit with 1 meter intervals.
 Once we completed the 12.05 meters, we will recheck the existing ground level.

TOTAL LENGTH OF NDM-2 CROSSING IS 27.78 METERS

7) NDM-7 400 kV Cable Crossing

 Vertical clearance is 2.76 meters.
 We will check the existing ground level and we start driving pipe into crossing route accordingly.
 After 1 meter, we will check the existing ground level and we will repeat it through crossing with 1
meter intervals.
 Once we completed the 11.41 meters, we will recheck the existing ground level to see for any possible
settlement.

10.0 Construction Methodology:

The first step of HDD work involves planning, and reviewing of the information already available about the
work and job site.
1. Marking bore location.
2. Marking entry point and machine proposed location and the access to this point.
3. Checking all existing service record drawings crossing our job location and then their depths
from ground level.
4. Excavation around entry and exit points, to check if any service is existing but not shown on
the record drawings.
5. Surveying the level of our job at different points.

6. Supply the pipes required to the site and welding them.


7. Checking the soil strata and if required, dewatering system to be provided.
8. Provide safety cones and barriers as required to secure the working area.
9. Set up the Directional Drilling Machine at proposed location and then connect the Bentonite
mixing unit with our machine.
10. Sufficient quantity of Bentonite, chemicals for mixing, and water shall be stored at site.
11. Operation shall commence as per following procedure:-

A- Checking all above mentioned points.


B- Drill the pilot bore with guidance of our locator.
DigiTrak F5 Directional Drilling Locating System shall be used details of the system is attached for
your reference as well as third party certificates for locator and machines is attached. With regard
to calibration, before each bore calibration for the locating system is carried out at site prior to
commencement of the proposed pilot bore.
C- Pull back with 20” back reamer second time to entry point.
D- Drill with back reamer second time to exit point.
E- Push 20" reamer back to exit and disconnect
F- Connect 24" reamer and ream till it reaches to entry pit, push back again the same reamer
G- Connect final reamer, ream till it reaches entry pit push back again and then disconnect.
H- Connect the Swivel with 30” back reamer and connect the 560 mm HDPE Sleeve then pull
back to entry point.

10.1 Procedure / Method:

Operation of horizontal directional drillings (HDD) is characterized by the following three work stages:
 Pilot Drilling Operation.
 30" Reaming Operation(s)
 Pull Back Operation

Pilot Drilling Operation


During the pilot drilling, a drilling head is driven forward along a predefined drill profile by a drilling rig
erected above the ground. The push force and torque generated at the drilling rig is transmitted by the
drilling rods to the drilling head.
At the beginning of the pilot drilling, the first part of the bottom hole assembly (BHA) consisting of drill bit,
bent sub and non-magnetic drilling rods is pushed into the ground at the previously determined entry angle
by the drill rig (Please refer to attachment with regard to the locating system DigiTrak f5 directional drilling
locating system for controlling the pilot bore with regard to angle depth and direction) . The drill fluid which
in general is made up of a water-Bentonite-suspension is pumped through the hollow rods to the bit
nozzles and escapes at high pressure. Part of the loosened ground is displaced but most of it is transported
to surface by the drill fluid flowing back through the annulus.

Each drilled rod is followed by another one from the drilling rig and the drilling process continues in cycles
until the drilling head punches out at the target destination.
The respective position of the drilling head underground is determined with the aid of a sensor located
right behind the drilling head, by using the wire-line-method and utilizing the existing earth’s magnetic field
and gravity, and is generally transmitted via cable to the control cabin. Due to this powerful measuring
technology adopted from deep drilling technique, the method is practically suitable for all ranges of depths.
In addition the so-called walk-over-method is used on smaller drilling systems.
At locations with greatly disturbed magnetic fields, e.g. due to the geology or very intensively magnetic
metallic constructions in the area of the drilled hole, gyro compasses are used more often as a system of
measuring.
The control of the BHA is carried out via a reorientation of the drilling direction of the bit by small amounts,
transferred by purposeful rotations of the drill rod, and the bent sub.

30” Reaming Operation(s)

After the controlled pilot drilling has exit at the target destination, the drill bit and the measuring probe are
removed and replaced by 18” reamer. The purpose of the reamer is to open the hole and mix the soil inside
with Bentonite, a process, which may take several stages to complete. Several different types of tools are
used to perform these operations depending on the type of ground being drilled. As a rule for soft grounds,
barrel reamers are used whereas for medium to hard grounds fly cutters are used. For harder formations,
such as rock, hole openers are engaged.
The 18” reamer is pulled back rotating and getting from the exit-side to the drilling rig. For each drill rod
removed at the drill string, a new drill rod is added at the opposite work side. In this way it is ensured, that
a complete drill string is present in the drilled hole at all times. The procedure is repeated until the drilled
hole has reached the intended final diameter (30"). Each expanding cutting tool should always work to the
same centerline as the previous drilled hole (stepped barrel reamer, stabilizers).
The conventional method of “back reaming” is when the 18"reamer is pulled from the pipe side to the rig
side, is occasionally replaced by “forward reaming”, when the 18”reamer is pushed into the ground from
the drilling rig. In this instance, the pilot drilling serves as a guide for the reaming tool. Occasionally the drill
string is also pulled from the pipe site by using a JCB which is connected to the drill string via a swivel. This
method can provide high axial forces without risking buckling of the pipe which would be promoted by the

push force between reamer and drilling rig.

Pull Back Operation


During the final stage of carrying out a horizontal directional drilling the HDPE Sleeve is pulled into the
completely expanded drill hole. To pull the pipeline the 30" reamer is rotated and pulled back under the
fluid circulation towards the drilling rig. Due to the connection with the pipeline via a swivel and universal
joint the pull is thereby transmitted to the pipeline, but not to the torque. The pipeline follows the reamer
through the drilled hole up to the entry pit in front of the drilling rig without rotation.
In practice, to accelerate the pullback process, a slightly smaller diameter reamer is used than during the
last expansion stage as in our case final reamer is 36" but we use for pulling 30".
Please refer to the attached proposed profile in our case of high pressure high pressure water line.

Installation of Electrical cables.


The Electrical cables closed by foam.
Put the 200 HDPE Carrier pipe with steel strap and push by JCB until reach the other side.
Fill the gap between sleeve pipe and electrical by foam. install spacers (skids) in each 2 meter gap through
pulling.

& Driving Pit
