What is Sport???
How you define sport and recreation???
We have one definition…or more?
According to the bibliography there’s not yet a universally accepted definition of sport,
for example the North American definition of sport is:

• Activity that requires a complexity of physical abilities and vigorous physical exercise.
• Involves organization and regulation of the competition.
• At the same time that it is organized and structured according to well-defined rules, they
maintain a very strong connection with freedom and spontaneity.
The sense of competitive institutionalization, formalized rules clearly distinguish elite
sports from sporadic physical exercise such as jogging, skateboarding, cycling that are done
at the weekend.

We have one definition…or more?
The Council of Europe in 1992 defined sport as:
“All forms of physical activity, formal or informal, aimed at improving
physical and mental capacities, foster social relations, or aim at
achieving results in competition at all levels”.

The European definition does not distinguish professional sport from


non-professional sport, all forms of physical activity are referred to as
sport, the American authors do not agree very much with the definition
used in Europe, but the Europeans also do not agree very much with
the North American definition.
What is a Sport Facility in Portugal?

In Portugal basically we define Sport Facility as the place where Sport


happens, but some academics define two types of Facilities the artificial ones
and the natural ones:

• The artificial ones are the Facilities that are made specifically for Sports.

• The natural ones are those type of areas where you can practice sport
activities but they have been made by nature or by men but not with
sporting propose.
What the country law says about the type sport of
facilities???
We have a legal regime for sport facilities (law nº 141/2009, 16th June)

This law says that the sport facilities can be grouped as:
a) Basis Sport Facilities
a.1) Recreational: recreational pools, cycling and skating routes, etc.
a.2) Formative: football, rugby and hockey pitches, running tracks, sport
pavilions, tennis courts, skate rinks, swimming pools, outdoor courts etc..
b) Specialized: cycling tracks, golf courses, olympic swimming and diving
pools, shooting ranges, high performance centers, etc..
c) Special: stadiums, arenas, motor racing circuits, velodromes, etc.

Municipalities have a very important role in terms of Sport
Management in Portugal
His responsibilities came from the laws that govern the country,
particularly:

• The Constitution of the Portuguese Republic


• The Basic Law for Physical Activity and Sport
• The Attribution and Powers of Local Governments

1) Plan, manage and do investments in Sport and Recreational


Facilities
2) Licensing and inspection facilities and events
3) Support Sport and Recreational activities
4) Support in the construction and conservation

Direct Management
The municipality manages the Facility and all the staff belongs to the
organization. (e.g. Municipal Swimming Pool)

Indirect Management
The municipality or a group of municipalitys create a company that
manages the Facilities (e.g. Municipal Company Gespaços)

Concessionary Management
The municipality transfer the management to a private organization.
(e.g. Outdoor Swimming Pool)

Mixed Management
Two organizations manage the facility at the same time, normally a
sport organization and the owner. (e.g. Mirandela Municipality and the
Local Table Tennis Club)
