How would you compare the status of peace and order of the City of Baguio with
other municipalities in the Region?
Answer:
If we use the statistics in comparing Baguio and other municipalities in the region
with regards to the prevention of crime and promotion of peace and order, Baguio
would be in a lower ranking because all crimes are made equal, the weight we give
to an individual reported for murder is the same as an individual who commits
robbery and theft only. But if compare Baguio with other municipalities in the
region, Baguio would be better because only the crimes of robbery and theft are
mostly committed here unlike other municipalities which has higher rate of murder
being committed.
2. With all the efforts of your department, do you think we still lacks when it comes to
promoting peace and order in the city of Baguio?

Answer:

Yes, we are still lacking when it comes to police personnel, firearms, police mobile
and other equipment to be used in investigating crimes. Highly Urbanized cities
like Baguio possess qualities in its geography, demographics, economic activity,
and law enforcement that are intrinsically different compared to its neighboring
provinces. Criminality is more likely to be higher in cities thus we should have more
police personnel in each police station.

3. What do you think is the weakness of the police force when it comes to the
promotion of peace and order?

Answer:

One of our weakness in the promotion of peace and order is juvenile delinquency,
many of the reported crimes in Baguio are committed by minors. Although the use
of curfews on minor can help protect vulnerable children for not all parents are
responsible and inevitably their children suffer, both from the crime and accidents,
still many of these children violate this law.

4. Do you think Baguio citizens are active and involved enough regarding this issue?
How can we empower the citizens of Baguio to be involved in the crime prevention
and promotion of peace and order in the city?

Answer:
I don’t think the citizens of Baguio are active and involved enough, because even
though we have “Baguio Sumbungan Forums” on Facebook many of the crimes
committed are being posted in this page but not being reported to the police, they
should first report it to us so that we can so that we can make the investigation.
The citizen should also join the dialogs regarding crime prevention and promotion
of peace and order in the City of Baguio through the Police Community Relation
(PCR) being conducted by the Philippine National Police.

5. How do you deal with the attacks of netizens against the police force on social
media?

Answer:

We just explain to them that we follow certain processes before we take necessary
actions. We also have the Counter Intelligence Task Force (CITF) who conducts
investigation on erring police officers.

6. Is Baguio still safe for tourist?

Answer:
Yes Baguio is still safe because we are doing our best to suppress and prevent
the commission of crime here in the City of Baguio. The local government also
mandated the police to conduct patrols in order to maintain police visibility in
Baguio.
