1 - Earth Control Measures (ECM)

This write-up proposes the erosion and sediment control as well as construction water control for
the installation of ultimate load test pile at pre-construction stage for proposed construction of 6-
storey single user data centre on lot 0869C PT MK06 at Sunview Drive.
The main objective of earth control measures is to contain muddy water and soiled construction
water within the construction area. This unclean / silty water is stored in an appropriate storage
area and then treated with ECM water treatment system to achieve the sediment yield of
discharge water less than 50ppm.

2 - Project Description

The project site is located at on Lot 0869C PT MK06 at Sunview Drive and the total site
occupied area (site area within boundary line of 9000 sq.m plus temporary site facilities area out
boundary line of 5950 sq.m) is about 14950 sq.m.
The scope of Stage 1 - ECM works is for installation of ultimate load test pile at pre-construction
stagefor proposed construction of 6-Storey Single User Data Centre.
The estimate duration for installation of ultimate load test pile is 22/03/2017 to 31/05/2017.

3 - Measures to Control Erosion, Sediment and Construction Water

Stage 1: Installation fo Ultimate Load Test Pile

1) Limit expose or bare surface area to be minimum as possible.
2) Maximum isolated open-up/exposed area is about 100 sq.m.
3) Provide silt fence along the perimeter of ultimate load test pile area.
4) Cover up all exposed area with erosion control blanket (ECB) as possible. Minimise earth
stockpile on site and cover up with ECB.
5) Provide enough size of storage pond and required capacity of treatment system. Regular
maintenance should be carried out to work effectively.
6) All collected silty water from at the storage pond to be pumped into water treatment system.
7) Treat all silty/construction water with water treatment system before discharging to public
drain. Provide adequate ECM system on site and prevent any discharge of silty water of
exceeding 50mg/l into public drain.

4 - Materials and Equipment Required for ECM

1 - Design Statement

This calculation presents the earth control measures (ECM) for installation of ultimate load test
pile at pre-construction stage.

The objective is to provide an effective earth control measure system to meet the PUB's
requirement by keeping sediment yield of discharge water to be less than 50ppm.

Proposed ECM concept of discharge of water

Stage 1: Installation fo Ultimate Load Test Pile

- Provide steel plate or hardcore material for the access of piling machine.
- Maximun exposed area for the test pile installation is 100 sq.m.
- Duration of installation of test pile is about 9 weeks.
- Provide silt fence along the perimeter of test pile area.
- Limit expose surface area to be minimum as possible and cover the exposed area with
erosion control blankets.
- The construction/silty water from the exposed area to be discharged to ECM water storage
pond of 2.5mx2.5mx1.m depth.
- The collected water at the sedimentation storage pond will then be treated with ECM
treatment system with minimum capacity of 3m3/hr to achieve sediment yeild of 50ppm.

6 - Summary on Earth Control Measures

1) ECM to be carried out are as follows,

a. Provide silt fence along the perimeter of ultimate load test pile area.
b. Limit expose or bare surface area to be minimum as possible.
c. Provide sedimentation/ECM water storage pond with dimension of 2.5m(L) x 2.5m(W)
x 1m(Depth) and 1 unit treatment system with capacity of 3m3/hr.
d. Maintain sediment control once a week.
e. All exposed area to be covered with well-compacted hardcore or ECB.
f. Maintain the ECM system on site till the completion of the proposed works.

2) Best Management Practices to be carried out are as follows,

a. Engage full-time ECMO to carry out periodic inspection.
The frequency of inspection is as follows;
- Every Monday morning
b. Assign full-time workers to carry out maintenance of installed ECM.
c. ECMO to meet and update to QECP every month.
