GUIDELINES FOR DOMESTIC WATER METER INSTALLATION IN METER ROOM
All domestic water meters in high rise (6 storied and higher) residential and commercial buildings
shall be arranged in groups and housed inside the water meter rooms as shown in standard
drawing PEW-STD-AMI-003. The meter rooms shall be used solely for water meter installation to
protect them against exposure to undue external interferences. No other service installations will
be allowed in the water meter room. Meter should not be installed in the basement of the building,
pump room or in underground meter chambers.
A. WATER METER ROOM REQUIREMENTS:

B. METER INSTALLATION AND ASSOCIATED PLUMBING WORKS REQUIREMENTS:
All plumbing work shall be performed in accordance with all local codes, ordinances, laws and
regulations; and as recommended by BS EN 12056-2:2000 and BS 8000, Part 13, 14 and 15.
Piping shall be installed not to obstruct room entrance or passageways and rigidly anchored to
walls with suitable wall brackets. Meter and associated piping works shall be in line with the
dimension mentioned in the typical installation Drawing PEW-STD-AMI-003
The following practice shall be adopted in plumbing work for meter room:-
1. The fittings at the meter position should facilitate easy installation and removal of the water
meter without the need to work on other pipes. All-time maintenance of the meters shall be
taken into account while installing new meters.
2. Pipes, Valves, PRV, NRV and other fittings used for meter connection shall be high quality,
heavy duty, non-toxic, non-corrosive material approved by DEWA.
3. Pipe size for ½” meter installation shall be ½” to 1” maximum and for 1” meter installation shall
be 1” to 2” maximum.
4. ½” meter can deliver up to 10,000 gallons water in 24 hours and 1” meter can deliver up to
20,000 gallons in 24 hours, approximately.
5. Consumer must have water storage tank equivalent to 24 hours’ consumption for residential
premises and storage equivalent to 48 hours’ consumption for labour accommodation and
other high consumption premises.
6. The pipework at the meter position should be securely fixed to support the weight of the water
meter and to resist any torsion, bending and tension during the installation and removal of the
meter.
7. The meter shall be installed on a straight length of pipe the same diameter as the meter and
equivalent in length to 3 times the meter dia. at the inlet and 2 times dia. at the outlet.
8. Isolation valves shall be installed upstream and downstream the meter to stop water flow from
both directions and a stop cock shall be installed prior to the meter for locking/ disconnection of
supply to the meter.
9. In addition to this a main isolation valve shall be installed on the main pipe inlet in the meter
room to isolate the supply in case of pipe breakages to avoid flooding.
10. Main isolation valve shall be provided for every group of five meters in order to sectionalize the
group of meters during maintenance without affecting other group of meters.
11. Both valves shall be fully open while the meter is in service and no control of flow shall be
made by regulating the inlet and outlet valves.
12. A threaded joint/union shall be provided after the meter to make length adjustments for meter
connection in accordance with the meter length.
13. Meters shall be installed at a height of 1200mm from the finished floor/ground level. The
clearance between the back plate of meter and the wall plane shall be 200mm and the entire
meter group must be adjusted as a single layer. Multiple layers and different elevations of
meters are not permitted in the water meter room.

14. Suitable size single header supply lines are to be considered in plumping design for each
meter room, multiple or parallel header lines are not allowed in one room.
15. Sufficient space (at least 200mm.) shall be provided between and around water meters to
permit installation, reading, servicing and removal of the meters.
16. Water meter and its associated fittings/pipes shall not be part of electrical earthing.
17. No water pump shall be installed upstream or downstream the meter and sudden variation of
flow/pressure shall be avoided.
18. Maximum pressure at the meter inlet shall not exceed 2 bar, PRV and Pressure Gauge shall
be installed, at least 1 mtr. before the meter, to achieve the required pressure.
19. Meter shall be easily accessible for reading - without the use of mirror, ladder etc.
20. Meter installation guidelines shall strictly be followed while installing the meter.
21. Meter shall be installed in accordance with the arrows shown on the body of the meter and
register shall be arranged in the most convenient position for reading.
22. The meter room shall be suitable for the Technician to stand straight and remove/refix the
meter easily.
23. Prepare As-built drawings showing the pipelines to the meter and after meter to the customer
pipe connection to their storage tank and the PVC Conduit from meter to the building’s LV
room for communication cabling and submit to DEWA.
24. A/c. No. & Flat No. plates shall be affixed on wall immediately adjacent to the meter (not on the
meter) for identification.
25. DEWA is responsible for the supply and installation of water meters for new connections.
Meters are installed either by DEWA staff or Contractors acting on behalf of DEWA. Customers
and property developers are responsible for supply and installation of all ancillary fittings and
pipe-work beyond the meter in accordance with relevant DEWA specifications and standard
drawings.
1. Install 25mm dia. PVC conduit vertically between the water meter rooms from the highest floor
to lowest floor for interconnecting communication cable for Smart water meters. Install PVC
junction boxes at 25m interval (if the length exceeds 25m) and corner portions with pulling
spring so as to provide ease of access to cable circuits throughout the route. The JB shall be a
two way PVC JB for easiness of cabling pulling.
2. In the water meter room (each floor), install 50X50 mm PVC trunk horizontally on the wall
surface behind the back plate of the meter by utilizing the achieved clearance of 165mm. The
trunk shall be single piece securely fixed and aligned at an elevation of 1600 mm from the
finished floor level and installed with proper end caps.
3. PVC trunk shall be installed with PVC PG-7 glands equal to the number of Water Meters in the
Water Meter room.
4. PVC trunk shall be of high quality complying with BS4607 and of rectangular cross-section of
which one side is removable.
5. All PVC conduits, trunks, glands and coupling accessories must comply with BS 4607 and be
suitable for the ambient conditions expected. It shall be corrosion resistant.

6. The external and internal surface of pipes shall be clean, smooth and virtually free from
grooves or other indentations or projections. The smoothness of the internal surface of the pipe
shall be such that the pulling through of the cables in long lengths shall be facilitated without
risk of damage to the exterior surface of the cable. The ends of conduit, trunk and cable tray
shall be provided with bushes or other finished ends such that cables do not sustain damage
during installation or throughout the life of the Installation and must be suitably sealed against
the ingress of water.
7. PVC conduits shall be clamped at every 1 meter interval using suitable and safe fixtures. The
connection of conduit to JB shall be done with proper couplings/adaptors.
8. Provide an IP65, PVC Junction Box of dimension150X150X100mm for up to 10 Water Meters
and 200X150X100mm for up to 25 Water Meters in water meter room on each floor with DIN
rail for fixing the water meter communication interfacing units.
9. The Junction Boxes shall be mounted on the wall planes inside the meter room at an elevation
of 1800mm from the finished floor level and minimum 500mm away from the nearest water
meters.
10. PVC trunk behind the meters shall be connected to the Junction Box through 25mm PVC
conduit by using proper couplings/adaptors. The PVC conduit shall have soft bends and proper
mounting. There shall be one connection for up to 10 water meters and two connections for up
to 25 water meters.
11. A heavy duty GI conduit of 25 mm dia. shall be provided between the ground floor water meter
room and LV room (or the water meter room on the floor nearest to LV room) with pulling
spring for interconnecting meter communication cable with data concentrator. Install pulling
junction boxes in every 25 meters interval and corner portions. The connection of GI conduit
shall be done with proper GI couplings.
12. Install an IP56 GI Junction Box of dimension150X150X50mm at suitable position on the wall
inside LV room at an elevation of 1600mm from the finished floor level. This shall be connected
with the GI conduit mentioned above.
13. As built drawing of the communication installation shall be submitted for approval.
14. Sample Installation of AMI Smart Water Meter and Communication Network is displayed at
DEWA Sustainable Building Al Quoz, Smart Metering Office as a guideline for the Developers,
Landlords, Consultants and Contractors to finalize their design drawings and to submit for
DEWA approval before commencement of construction.

GUIDELINES FOR BULK WATER METER INSTALLATION
1. Water meters, 80mm dia. and greater sizes shall be installed horizontally inside the meter
chambers as shown in standard installation drawing PEW-STD-AMI-006. These meters shall
be installed in concrete waterproof chambers in the same level of mainline or raised to ground
level as per the site condition to avoid ground water flooding inside the meter chamber.
2. Water meters, 50mm dia. shall be installed in Meter Cabinets on wall / free standing in vertical
position as shown in standard installation drawing PEW-STD-AMI-004 & 005.
3. In certain circumstances, 50mm dia. bulk water meters shall be installed horizontally in Meter
Chambers based on site conditions and as instructed/approved by DEWA Engineer.
4. Bulk meter 50mm dia. and greater sizes should not be installed in the basement, pump room,
meter room, upper floors or roof of the buildings under any circumstances.
5. Meter installation guidelines shall strictly be followed while installing the meter.
6. Meter should not be allowed to fall or receive impact damage during installation.
7. Meter shall be installed in accordance with the arrows shown on the body of the meter.
8. Meter register shall be arranged to read the meter easily from outside the chamber/ cabinet.
9. Pipes, valves and all other fittings used for meter connection shall be high quality, heavy duty,
non-toxic, non-corrosive material.
10. Installation of T joints, bends etc. immediately before or after the meter should be avoided.
11. The meter should always be full of water to avoid air flow through the meter, a 90 deg. bend
raised upwards shall be installed after meter to connect it to customer pipeline, as required.
12. Proper Concrete Support shall be provided for the Valves, Strainer, Pipes and fittings inside
the meter chamber in order to avoid any displacement of meter and associated fittings. Water
Meter and Strainer body, flanges or any other part should not be covered by concrete.
13. Do not step on the meter while installation, reading or maintenance of the meter.
14. All connections shall be checked thoroughly for leak after installation of the meter.
15. Do not attempt to correct problems by hitting the body of the meter.
16. Never try to adjust the meter position after tightening the bolts.
17. Pipeline shall be flushed thoroughly before the installation of the meter.
18. A Strainer shall be fitted downstream the meter to avoid entry of debris into customer pipelines
and reservoir.
19. A Non-Return Valve (NRV) shall be installed after the meter, if the supply is from two directions
to avoid reverse reading/flow through the meter, as per the site condition.
20. Full-bore valves shall be fitted upstream & downstream to isolate the meter for maintenance.
21. Consumer shall install a separate valve outside the meter chamber on their pipeline to isolate
water supply for any maintenance works.

22. Installation of water booster pump upstream or downstream the meter is prohibited, any
violations will be penalized as per the applicable laws.
23. Consumers can install water pumps after their storage tank, if required.
24. Ensure the construction/installation of meter chamber including the chamber cover is
completed before installing the meter to avoid damage to the meter, similarly ensure the meter
cabinet is in place before the installation of bulk meter in the cabinet.
25. Detailed shop drawing shall be submitted for DEWA approval before commencement of work.
1. The meter shall be installed in a chamber (meter shall not be buried) suitable in size for fitting
in, maintenance and removal of the meter.
2. The meter chamber, precast HDPE or Concrete, shall be waterproof, clear of obstacles, even,
rigid and not slippery. There shall be a sump pit inside chamber for draining water.
3. A non-corrosive/GRE ladder shall be provided permanently in chambers deeper than 1mtr for
easy access to the meter.
4. Ladder shall be installed away from the meter to provide sufficient space for water meters to
permit installation, reading, servicing and removal of the meters.
5. Meter chamber shall be protected from getting buried by sand, rainwater, flooding and
barricaded to avoid parking vehicles on the chamber.
6. The flange or body of the meter, strainer and valve should not be covered by concrete while
constructing the chamber.
7. Nut & Bolt shall be positioned in such a way that Nut on wall/concrete block side and Bolt on
Meter/Valve side for easy tightening and removal of the same.
8. A 25mm dia. heavy duty conduit shall be laid between Water Meter Chamber and LV room for
Meter communication cable.
9. The conduit shall be GI if routed along walls/ceilings leading to LV room or CPVC (with wall
thickness of 2.8mm) if laid underground in sand or concealed in concrete/block walls. In any
case, while entering the LV room, the conduit shall be changed to GI at a minimum of 2m
distance before entering LV room.
10. A two way junction box of appropriate material shall be provided at every 25m length and each
corner (direction change) of the conduit with metallic pulling spring for cable pulling purpose. In
case of underground conduit, a concrete pit of dimension 200X200X150mm shall be provided
to accommodate the two way Junction box. The connection of conduit to Junction box shall be
done with proper couplings/adaptors.
11. A PVC Junction box of dimension 100X100X50mm and IP 68 rating shall be provided inside
Meter Chamber and fitted with a PVC PG-7 gland.

12. A HDPE box of dimension 200X200X150mm shall be recessed on the floor near Meter
Chamber and connected to the Junction box inside Chamber through a separate 25mm CPVC
conduit with proper couplings/adaptors as shown in the drawing.
13. A GI Junction box of dimension 150X150X50mm and IP 56 rating shall be installed inside the
LV room on wall at a suitable position at a height of 1600mm from finished floor level. The
connection between conduit and Junction box shall be through suitable couplings/adaptors.
14. A HDPE box of dimension 200x200x150mm shall be recessed on the interlock paved floor
near meter chamber and connected to the JB inside chamber through 25mm CPVC conduit
with proper couplings/adaptors. Interlock tiles shall be paved on the surface area (Min.
1000mm width) around the meter chamber.
15. Meter chamber cover shall be clearly and indelibly marked with DEWA logo and the wording
‘Water Meter’ on the cover in Arabic and English language.
16. DEWA Account No. plate shall be affixed inside the meter chamber wall for identification.
17. The inlet valve and pipe before the meter shall be directly buried with a 150mm dia. ductile iron
cover to the inlet valve. Meter, strainer, outlet valve and associated pipes & fittings shall be
inside the chamber for 200mm dia. and greater size meters.
18. The dimensions given below shall be followed strictly for the construction of meter chamber to
accommodate meter and associate fittings as per typical installation drawings: (PEW-STD-
AMI-006).

19. DEWA is responsible for the supply and installation of water meters, strainers and valves for
new connections. Meters are installed either by DEWA staff or Contractors acting on behalf of
DEWA. Customers and property developers are responsible for supply and installation of all
ancillary fittings and pipe-work after the meter and connecting the supply from the meter to
their pipe connections/storage tank in accordance with relevant DEWA specifications and
standard drawings.
20. Meter sizes, minimum and maximum size of the pipe in accordance with size of the meter
required for meter installation, quantity of water each size of meter can deliver in 24 hours and
capacity of storage tank required for each type of premises are given below:
PIPE SIZE, METER SIZE, METER CAPACITY AND STORAGE TANK REQUIREMENTS
1. The size of water meter cabinet for 50mm dia. bulk meters shall be 1500mm height, 600mm
width and 400mm depth.
2. The water meter cabinet shall have UV resistant viewing Perspex, 250mm x 250mm, minimum
5mm thick clear glass which shall not fade/defuse with time that to be provided on the cabinet
door in the same level of the meter to facilitate direct meter reading.
3. The water meter cabinet shall be weather proof and anti-vandal rigid construction, high impact,
corrosion and temperature resistant, manufactured with non-corrosive/ GRP material with a
minimum thickness of 6mm, suitable for outdoor use.
4. The meter cabinet shall have plain semi-gloss white gel coat external finish to RAL 9010.
5. The water meter cabinet shall have IP65 ingress protection and able to withstand 80ºC
temperature and 100% humidity.

6. The meter cabinet shall be fire retardant, self-extinguishing to BS 476: Part 7: 1997 Class 2.
7. Cross ventilation holes/louvers shall be provided at top and bottom corners with SS316L wire
mesh protection.
8. The cabinet door shall have liftoff type SS 316L hinges, heavy duty handles, 3 point type
locking arrangement and have 180º door opening.
9. The cabinet door shall have long life and high temperature resistant EPDM rubber door seal
and the door locking system shall be master key type locks.
10. Meter cabinet canopy shall have sufficient slope in front for protection from sun and rain.
11. All hardware shall be stainless steel 316L including all nut & bolts.
12. Foundation bolt holes (4 nos.), suitable size, shall be provided at each corner.
13. The base of meter cabinet shall be strong enough to hold the free-standing cabinet in place.
14. A stainless-steel mounting plate/padding shall be provided inside the cabinet to install meter
and associated fitting by providing suitable studs to detach from cabinet as shown in the
drawing. PEW-STD-AMI-004& 005.
15. The isolation valve, union and bend after the meter shall be situated inside the meter cabinet.
The consumer pipe towards the storage tank shall be routed on other side of the wall and
connected to the meter through the back entry provided on the GRP cabinet.
16. While installation sufficient space shall be provided around the water meter inside the
cabinet to permit servicing and removal of the meter easily without any obstruction.
17. A 25mm dia. heavy duty conduit shall be laid between Water Meter Cabinet and LV room for
Meter communication cable.
18. The conduit shall be GI if routed along walls/ceilings leading to LV room or CPVC (with wall
thickness of 2.8mm) if laid underground in sand or concealed in concrete/block walls. In any
case, while entering the LV room, the conduit shall be changed to GI at a minimum of 2m
distance before entering LV room.

connection between conduit and Junction box shall be through suitable couplings/adaptors.
22. The meter cabinet shall be fixed at standard height and the meter shall be at a height of
1000mm so that the meter can be read/repaired/removed easily without the use of ladder.

23. A permanent Notice/Warning plate “Landlord/Customer is not allowed to install any other
devices inside the water meter cabinet and also not allowed to do any modification to meter
connection, pipes and fittings without written permission from DEWA” in Arabic and English
language shall be affixed inside the meter cabinet.
24. DEWA Account No. plate shall be affixed on the meter cabinet door for identification.
25. DEWA logo and ‘Water Meter’ plate in Arabic and English language shall be affixed on the
cabinet door.
26. There shall be no obstacles in between or beside the water meter cabinet for door opening at
180 degree, and meters shall be accessible to DEWA staff at any time.
27. As-built drawings showing the pipelines to the meter and after meter to the customer pipe
connection to their storage tank and the PVC Conduit from meter to the building’s LV Room or
outside the periphery of the meter chamber / cabinet shall be prepared and submitted to
DEWA.
