This Manua l provide s detailed informa tion on the Approv al Process, for which
the All India Council for Technical Educat ion (AICTE) is responsible, under Section
lO(k) of the AICTE Act 1987: .
"grant approval for starting new technical institutions and for introduction of
new courses or programmes in consultation with the agencies concerned."
The Approv al Process involve s consult ation among the State Govern ment, the
Univer sity and the AICTE. Each has a role to play in this Process: the State
Govern ment identifies the need, the geograp hical distribu tion, the discipline-wise
distribution, the nature and scope of growth of Technical Educat ion in the State
etc.; while the Univer sity ensures the fulfillment of the conditi ons for affiliation,
which mainly deals with the curricu lum, the academ ic infrastr ucture, the staff
positio n etc.; and the AICTE ensures compli ance with the Norms & Standa rds
prescrib ed by it on the basis of the recomm endatio ns of the Boards of Studies and
other Expert Groups. It is, thus, the joint responsibility of these agencies for approv al
to Technical Institut ions in differen t parts of the country .
This year, the AICTE has endeav ored· to bring a greater deal of transpa rency into
the Process. The Nationa l Calend ar has bee!} publish ed in the AICTE Website:
www.a icte.em et.in and widely dissem inated across the length and breadth of the
country. The several Commi ttees involve d in scrutini zing the Applica tions include
renown ed Experts of impeccable repute and _integrity. Enough opportu nities have
been given to the Applica nts for putting forth their strengt hs and points of view.
The decisio n-maki ng process has been designe d in such a way as to be truly
objective, fair and transpa rent.
It is hoped that the stakeho lders will appreci ate the steps beirtg taken by the AICTE
to follow a fair and transpa rent system in the Approv al Process.

.l.he begirinirtg of formal Technical Education in India can be dated back to the mid 19th Century.
'I 'he major policy initiatives in the pre-indep endence period included appointm ent of the Indian
Universities Commissi on in 1902, issue of the Indian Education policy resolution in 1904 and

'I 'he AICTE was set up in Novembe r 1945 based on the recommen dations of CABE to stimula_te,
mordinate and control the provision s of education al facilities and industrial developm ent of
lhe post war period. At that time, AICTE's mandate basically covered only programm es in
1':11gineering and Technolog y.
II ll' growth of industries in the country, just after independe nce, also demanded the need for
, ll t<1lified professionals in the other fields, such as Business Managem ent, Architecture, Hotel
i\ 1<1nagement, Pharmacy , etc. Although the diverse elements of Managem ent such as Commerce ,
I '·< momics, Finance, Psycholog y and Industrial Sociology were being taught for a long
time,
· IH • need for Managem ent Education in a formal way was felt in India only in the fifties . The
:·.• ,vernment of India decided in 1954 to set up a Board of Managem ent Studies under AICTE to
1' 11·nmlate standards and promote Managem ent Education . Other major initiatives taken
in
\ l.lnageme nt Education include setting up of the Administr ative Staff College of India at
I I vderabad in the late fifties, National Productiv ity Council and Indian Institute of Managem ent
' ll !he early sixties. Architectu re was covered under the Architects
Act, 1972. Subsequen tly, for
'·Iter coordinati on of the Professional Courses, Architectu re Education was also placed under
, :(· purview of AICTE.
,, ,tel Managem ent Education had a modest beginning with short programm es in Nutrition
1d Food Science, which started in the late fifties. The National Council of Hotel Managem ent
nl Catering Technology was set up in1982, to which all the institution s of Hotel Managem ent
· Ill by the Governme nt are affiliated.
Education in the professional field such as Pharmacy, Applied Arts & Crafts, etc. have als
undergone similar developments during the post-independence period.
Programme for Technical Education, during the first three 5-year plans, were devoted t
expansion of Technical Education to meet the growing demand for technical personnels a
Diploma., Degree and Post-graduate Levels. From the fourth 5-year Plan onwards, the emphasi
was shifted to the improvement of quality and standards of Technical Education. This wa
done through implementation of the quality Improvement Programme consisting of three majo[
components viz., (1) Provisions for M.E./ M. Tech and Ph.D Programmes, (2) Establishment 9f
Curriculum Design and Development Cells, and (3) Short Term Training Programmes.
Meanwhile, expansion of institution$ and intake remained at a low level in the Government,
Private-aided and University sectors. The policy shift during eighties towards involvement 9f
Private and Voluntary Organizations in setting up of Technical and Management Institutionf
on self-financing basis ushered in an era of unprecedented expansion of the Technical Educatio
System, a trend which has continued during seventh, eighth and ninth 5-year plans.
It was in this context that AICTE was given statutory powers by the AICTE Act of P~rliament i
1987, with a view to the proper planning and coordinated development of Technical Educatio
System through out the Country. "Technical Education" in this context includes fields 9f
Engineering and Technology, Architecture, Town Planning, Management, Pharmacy ana
Applied Arts & Crafts."
The growth of Technical Education before independence in the couritry has been very slo
Number of Engineering Colleges and Polytechnics (including Pharmacy and Architectu
Institutions) in 1947 were 44 and 43 respectively 'with an intake capacity of 3200 and 340p
respectively. Due to efforts and initiatives taken during successive 5-year plans and particular!~
due to policy changes in the eighties to allow participation of Private and Voluntary Organizations
in setting up of Technical Institutions on self-financing basis, growth of Technical Educati~
has been phenomenal. At Present, there are 1208 Under-graduate Degree Level Engineerin
Institutions, 1197 Diploma Level Engineering Institutions, 930 Management Institutions, 10 ~
MCA Institutions, 294 Under-graduate Degree Level and 343 Diploma Level Pharmacl~
Institutions, 43 Under-graduate Degree Level and 65 Diploma Level Hotel Manageme' t
Institutions, and 108 Under-graduate Degree Level Architecture Institutions with a combine
total intake capacity of 7.6 lakhs approximately.
The AICTE Act, 1987 was passed by the Parliament, to provide for the establishment ·of the Ajll
India Council for Technical Education (AICTE) with a view to the proper planning and ~r
ordinated development of the technical education system throughout the country, the promoti9n
of qualitative improvement of such education in relation to planned quantitative growth a d
the regulation and proper maintenance of norms and standards in the technical education syste
and for matter connected therewith.
1.4 IMPORTANT PROVISIONS OF THE AICTE ACT ON APPROVAL PROCESS

4. The last date for submission of completed application forms along with photocopies
of the documents as per the list in the application form is 30th September, 2002.
5. The following documents are to be got verified at concerned Regional Office from
the original documents along with,certified English version( in case the documents
are in regional languages) on or before 15th November, 2002.
Only those applicant s who produce all the above documen ts in one lot, on or be ore
rejected. • J
15thNovember , 2002, will be invited for the presentation. All other applicatio ns will be summaril y
6. At the time of presentati on, the applicant will have to produce the follo ing
additional document s:
i. Proof (in the form of color Photograp h) for 75% built-up area (which ~1ans
that the building structure upto lintel level for the required area has ~een
casted along with plastering .clnd flooring) duly certified by the Secreta of
the Society I Trust.
ll. Latest details of Funds in the Savings Bank Accounts and Fixed Depos ·t in
original, earmarked for the proposed programm e.
7. All those applicant s who had submitted the applicatio n under Coun il's
advertisem ent of August 2001 and have not been issued Letter of Intent ( 01)
need not apply again. However, they will be required to produce all the docu ents

to the concerned Regional Office as indicated at S.No. 5 on or before 15 h Nove ber,
2002 including an NOC from State Govt. for establishm ent of new tech ical
institution for 2003-2004.
The Council will issue a Letter of Intent to those applicants who demonstra te adequate reso.
in terms of land, funds & building along with adequate infrastruc ture, as per the Nor
Standards of AICTE read with latest Guideline s issued by the. Council.
The decision of the Council shall be final. Canvassin g for the application is strictly prohi

STAGE-I
The applicants will have to submit all the original documents mentioned below along w· h
photocopies in duplicate in one lot, by 15th November 2002 to the concerned Regional Office of
AICTE:
2. Land document(s) in original showing ownership in the name of Trust/ Society in the
form of Registered Sale Deed I Irrevocable Gift Deed (Registered)/ Irrevocable Le~se
(for minimum 30 years) by Government. In case, the land documents are in vernacular
language, Notarized English translation of the document needs to be produced. T e
total land for the Institution should preferably be available in a compact single pat h,
free from any obstruction, such as, Public Path, High Tension Electrical wire runni g
across the land etc. However, land in not more than two pieces of reasonable size (60: 0
ratio), may be accepted. The bigger plot (piece) may be utilised as Academic Block a d
the other one as Residential Block.
3. Land Use Certificate/ Land Conversion Certificate for the total land from the Compet~nt
Authority along with Topo-sketch/ Village Map indicating land Survey Nos. and the
demarcation for the complete land area.
4. · Site Plan, Building Plan prepared by a registered Architect and duly approved by e
Competent Plan Sanctioning Authority of the concerned State/ UT.
5. Proof of completion of approximately 75% area (which means that the building struc~re
upto lintel level for the required area has been casted along with plastering and flooring) of he
required institutional building on permanent site as per approved Engineering &
Architectural Building Plan in the form of Colour photographs giving External and
Internal views duly attested by the Secretary of Trust I Society I Applicant.
6. Proof of adequate working capital (Funds), in the form of either Fixed Deposits in ~ he
Bank or Balance in a Bank Account maintained by the Society I Trust/ Applicant.
7. No Objection Certificate (NOC) from the concerned State Govt. for establishment of
Technical Institution during 2003-2004 (To be submitted to AICTE latest by Novemr er
25, 2002).

A non-refundable inspection fee of Rs. 50,000/- drawn in favour of the Member Secretary,
AICTE payable at New Delhi (for self-financing institutions).
A joint Fixed Deposit in the name of the applicant and the concerned Regional Office of
AICTE as per requirement mentioned in the Letter of Intent, issued by a Nationalized or
Scheduled Bank (for self-financing institutions).
Colour photographs duly signed on the backside with date indicating the creation of
infrastructure, such as, Laboratories, Workshops etc. as per requirement of the syllabus
of the concerned university and other requirements such as Class Rooms, Library,
Administrative Office Space, Faculty Room, Students' Common Room, Cafeteria and
Toilets etc.
Land documents in original alongwith Land Use Certificate I Village Map (to be
submitted again at this stage).

STAGE-IV
If the Letter of Intent is not issued, then the applicant can appeal to the Council on or before 1st
February, 2003. Applicants are required to submit the documentary evidence to substanti te
the claims (as on 25.11.2002) made, with the appeal which will be considered by an Appell te
Committee. The decision for issue of LOI against the appeal will betaken by 14th March 2003 by
the Council.
STAGE-V
STAGE-VI
If all the conditions mentioned in stage-III are fulfilled by the cut-off-date, visit, of an AI TE
Expert Committee will be arranged by AICTE, New Delhi during March 1st 2003 to April 5th
2003 for verification of all the facilities for establishment of new Institutions at the cost of he
Applicant/ Proposed Institution.
The applicant is required to have completed all the necessary infrastructure/ facilities for e
proposed Institution such as:
1. The land of the proposed Institution must have been developed with clear demarcati ns
with either by a boundary wall/ barbed wire fencing and an all weather approach r ad
to the Institution.
2. Building complete in all respects including plastering, internal electrification, etc. at 1 ast
adequate for first year of the programme.
3. Equipment as per syllabus of first year must have been procured and equipment sho
be in operational stage.
4. There should be adequate potable water available along with water testing report f om
an authorized laboratory.
5. All the required furniture and fixtures must be in place as per requirements.
6. Books and Journals as per Norms and Standards must have been procured .and ente ed
in the Accession Register.
7. Director I Principal must have been appointed, and faculty as per AICTE norms identi ied
and consent obtained.
I he applicant is required to make available the following documents to the visiting Expert
c · l lmmittee: ·
The Expert Co~ittee will verify all the above-mentioned faciliti~s/ d_ocum~nts and submi~ its
report along with the relevant documents to AICTE, New Delhi, which will be subsequerttly
sent to Regional Oftice for consideration by the Regional Committee.
STAGE-VII
a. The Report of the Expert Committee shall be examined by a Sub-Committee of the
concerned Regional Committee (consisting of at least 3 members of the Regi~nal
Committee) and based on the Scrutiny Report of this Sub-Committee, the cpn-
cemed Regional Committee shall consider the Report of the Expert CommittJe.
b. The Sub-Committee of Executive Committee(EC) of AICTE, New Delhi will ~n
sider the recommendations of the Regional Committee, the proposal along ith
the report of the Expert Committee and other relevant documents and the f nal
decision shall be communicated to all concerned by AICTE on or before May Sth
2003.
STAGE-VIII
If a Letter of Approval is not issued, then the applicant can appeal to the Council on or be ore
30th May, 2003. Applicants are required to submit the documentary evidence to substantiate the
claims (as on 28.02.2003) made, with the appeal. These appeals will be put up before the Ap ' el-
late Committee and based on the recommendations of the Appellate Committee, revisit of x-
pert Committee may be arranged by the AICTE, New Delhi, at the cost of the Applicant/
posed Institution.
STAGE-IX
Based on the recommendations of the Appellate Committee and/ or the report of Ex ert
Committee(Revisit), the Sub-Committee of Executive Committee(EC) of AICTE, New D lhi
will take final decision which will be communicated to all concerned on or bef re
30th June 2003.

4.2.2 SUBMISSION OF COMPLIANCE-CUM-PROGRESS REPORT
The concerned Regional Officer of AICTE shall send written communication to the Institutiors
which are due for ext~nsion of approval for the ensuing academic year to sub1it

The duly filled in format shall be submitted to the AICTE Regional Office along with prescribfd
fee (for self-financing institutions) by Demand Draft (DD) in favour of Member Secretal y'

4) An Expert Committee constituted by the concerned Regional Officer of AICTE shall isit 1
the Institution (s), as 'applicable, based on the following guidelines and the comm ttee
shall submit its report to Regional Officer.

If a Technical Institution is conducting more than one Technical Courses,
and at least two (2) of its courses are accredited by the National Board of
Accreditation (NBA) of AICTE, AICTE may accord its extension of approval
for Technical Courses which are not accredited, upto two (2) years, without
any visit of Expert Committee, provided there is no application for Additional
Courses / Increase in Intake for existing courses.
b. The institutions which were accorded AICTE approval for a period of 3 years
will also not to be visited, if there are no application for additional courses/
increase in intake. Further extension of AICTE approval may be accorded for
two more years, without visit.
If any Institution has been accorded extension of AICTE approval during the
last 3 sessions consecutivel y and the institution has not applied for any
additional course/varia tion in intake, the institution may be considered for
further extension of approval for two more years.
c. Wherever extension of approval is due and the institutions do not fall under
the above categories at (a) and/ or (b), a visit of Expert Committee should be
arranged. If a proposal has been received for introduction of additional
course/ variation in intake, a visit of Expert Committee should be arranged.
d. Any Institution against which any complaint has been received and/ or
vigilance enquiry has been started or the institution has some serious
deficiencies, the institution should be visited without following the above
guidelines at (a) & (b). ...
e. Visits to existing institutions wh~rever there are ongoing court cases shall be
arranged by AICTE, HQ involving one officer for each visit either from the
concerned Bureau or from the Legal Cell.
g. Experts should not be from the same state where the Institute is located and
they should be nominated preferably from the neighbourin g states.
h. One Expert Committee should not visit more than 2 (two) institutions in a
day.
Note : Visits for Architecture courses will be conducted by the Council of Architecture
(COA).
5) The report of the Expert Committee and/ or Compliance-cum Progress report sh~ll
be scrutinized by a Sub-committee of the concerned Regional Committee consistfg
of at least 3 members of the Regional Com.mittee, constituted by the Regio~~l
Officer of AICTE in consultation With the Chairman, Regional Committee. Tr,e
Concerned Regional Committee shall consider the recommendations of its S b-
Committee.
7) The Institution may submit appeals against the decision of AICTE and an Appellre
Committee constituted by AICTE shall look into the G1ievances of the Institutiol s.

desires to replace one course by other and wishes to readjust the intake within he

(NOC) of the concerned State Govt. /UTA dmini strati on. The propo

NOC shall not be consi dered by AICTE at any stage and such propo
sals shall
stand rejected.
3) AICTE has evolved a matrix for grant of appro val of intake capacity of
the variou s
technical progr amme s which will be imple mente d from academic year
2003-2004
as stipul ated in the AICTE application format and notified in the AICTE
website:
www.aicte.ernet.in. Further, increase in the intake capacity is being linke ;with
the status of the accreditation of that program me. The institute s are, therefore,
required to seek accreditation of National Board of Accreditation (NBA) of J 'ICTE
for getting their program mes accredited.
4) Lateral Entry for B. Pharm Course:- The Council has decided that henc :forth
admissio n at the 3rd Semester of second year regular B. Pharm course may be
allowed for the students who have acquired a Diploma in Pharmac y L1 ith a
minimu m of 60% marks (aggregate) from AICTE and PCI approve d insti~~ons.
In addition to the sanction ed intake at first year level, a maximu m of 10% pf the
sanction ed intake will be allowed to be reserved for such students , under !lateral
entry scheme of AICTE.
5) Lateral Entry for B.Arch course:- The Council has decided that henc ·forth
admissio n at the 3rd Semester of second year regular;B.Arch. course may be alfowed
for the students who have acquired 3-year Diploma in Architectural Assist tship,
subject to the conditio n that the candidat es must have passed 10+2 and sec red a
minimu m 60% marks in aggregate in the Diploma in Architectural Assista tship
from AICTE and Council of Architecture (COA) approve d institutions. In a clition
to the sanction ed intake at first year level, 'a maximu m of 10% of the sane ·oned
intake will be allowed to be reserved for such students , under lateral entry s heme
of AICTE. Admissi ons under lateral entry shall be allowed only in those srhools
of Architec ture where at least one batch of 5-year B. Arch. Degree cour e has
graduate d.
The details of guidelines of lateral entry scheme may be obtained from the concerned Bui eau in

which may be referred. The subsequ ent changes in the policy or any amendm ents to the e isting

(i) This amendment may be called the All India Council for Technical Education
(Grant of approval for starting new Technical Institutions, introduction of courses
or programmes and approval of intake capacity of seats for the courses or
programmes) Amendment Regulations, 2002.
(ii) These regulations shall come into force from the date of their publication in the
Official Gazette.

REG/94 dated 3Pt October, 1994 read with regulation No. 711-6-1/ET /96, dated 11th April,
1997 and regulation No. 37-3/Legal/2002, dated 16th August, 2002.

''84(4)(e): It shall be necessary for the applicant to obtain "No Objection Certificate" (NOC)

GUIDELINES FOR EFFECTING THE CHANGE OF COURSE (BRANCH) F
. STUDENTS IN AN ENGINEERING COLLEGE IN THE BEGINNING OF
SEMESTER (2nd YEAR).
Taking into consideration, provisions made by various State Governments, various L gal
Proceedings on the above subject and in pursuance of the decision of the Hon'ble High Co t of .
Kamataka in ILR 2001 KAR 1864 in WP No. 38423-427/2000 etc., dated 7.2.2001, the All dia
Council for Technical Education (AICTE) hereby makes the following guidelines. T ese
guidelines shall be called as the Guidelines for effecting change of branch at 3rd Semester (2nd
year) level.
1. Branch change at the College level shall be carried out by the Director /Prin ipal
of the College. ,
2. Facility of branch change at the znd year (3rd Semester) level shall be avai ble
only to meritorious students and shall not to be considered as a matter of ri ht.
5. For the purposes of branch change, the "prescribed intake" shall be the in ake
prescribed by AICTE for the previous academic session when the students were
admitted at 1st semester level. Subsequent variations in intake shall hav no
bearings on the students eligible for branch change.
6. Branch change is permitted, if the strength in any Branch is not falling below 75%
of the prescribed intake. ·
7. Branch change can be made only against clear vacancy in a particular bra ch.
Vacancy (V) being defined as:
V = 1- (Reg+Rep)
Where I= The prescribed intake for the branch
Reg= No. of regular students who become eligible t be
promoted to 3rd Semester.
10. Consolidated lists showing the branch change as per the above gliidelines should
be sent to Directors of Technical Education of respective States/ UTs and to the
Affiliating University.
11. Excess intake in any branch shall disentitle the college to effectuate any branch
change in that discipline; until the punitive measures, such as reduction in intake
etc. as imposed by AICTE is effective.
12. State/Unive rsity shall ensure that AICTE is kept informed of any violations in
implementing these guidelines or excess admissions made by the College.
13. College/stud ents shall not be entitled to any relief, if the guidelines mentioned
above for permitting branch change are not strictly adhered to.

The above guidelines come into effect from the academic year 2001-2002.
Although Engineering diploma programmes are conceived as terminal in nature, some fle ibility
has to be built in, to enable the meritorious amongst diploma: holders to obtain Eng· ering
degrees. There is evidence that diploma holders pursuing an Engineering programm havt'
performed well not only in their academic careers but also in their jobs.
A student who has acquired a diploma in Engineering through a minimum of three y ars ol
institutional study, after lO+(Secondary School Leaving Certificate Examination) an be
considered to be academically equivalent to a student who has passed the first year of e four
year Engineering degree programme for which the qualifying examination is of the 12th level.
Lateral entry for diploma holders will be allow~d in the second year third semester level] Seats
in addition to the sanctioned intake at first year level, limited to a maximum of 10% will be
reserved for such students.
For being eligible to seek lateral entry to an Engineering degree programme at the secon
third semester level, a candidate must have passed the diploma in EngineeFing in the r levant
branch with a minimum of 60 percent in the aggregate. Only candidates fulfilling these confiitions
would be eligible for appearing in the entrance test meant for selection of diploma hol~ers for
Lateral entry to degree programmes. The selection of candidates will be based on a Sta1e level
entrance test, the merit ranking in the test being the basis of admission. I
