Republic of the Philippines COMMISSION ON AUDIT ‘Commonwealth Avenue, Quezon City, Philippines ADMINISTRATION SECTOR MEMORANDUM FOR : AIL COA Officials and Employees ed Office Uniform in CY 2018 SUBJECT _: Guidelines in the Wearing of the Presi DATE : May 16, 2018 ‘The wearing of the new COA office uniform is hereby presoribed for all COA officials and employees in the Central and Regional Offices holding permanent, temporary and co-terminus items, while in office during regular office hours, with the following guidelines: A. Muslim female employees, however, shall have the option to have longer sleeves for the blouse and longer length for the skirt for religious considerations. Female employees who signified their intent to wear the male uniform shall be provided with the fabric and design for male uniform. Jn the case of personnel assigned at the Medical and Dental Services (MDS), all male employees (Medical Doctors, Dentists, Medical Technologists, Nurses, administrative staff) shall wear the prescribed male uniform and opt to wear white long-sleeved blazer with COA logo and name patch over the polo barong uniform. MDS female employees performing administrative functions shall likewise wear the prescribed female uniforms, MDS female employees performing medical/nursing functions shall wear black slacks, white blouse and white long-sleeved blazer with COA logo in licu of the prescribed female uniform. The purchase of the cloth for the ‘medical/mursing uniform shall be on the account of the concerned employees. Tn view of the nature of their work, utility and maintenance personnel shall be exempted from wearing the prescribed uniform and shall be allowed, instead, to wear color-coded T-shirts to be prescribed by the General Services Office (GSO), this Sector. For this purpose, utility and maintenance personne! shall be understood as those whose actual functions are to provide general services for the repair and maintenance of buildings, machineries and equipment as well as upkeep of surroundings, such as plumbers, electricians, air-con technicians, carpenters and utility workers. ‘The prescribed uniform shall be worn with the following accessories: a. A pair of black leather shoes; the cost of which shall be on personal account of the official/employee; and b. COA Identification Card (1.D.) ‘Any appropriate business attire may be worn during Fridays. The wearing of “maong” pants, although generally prohibited, may be considered as appropriate attire when paired with a collared pololshirt (for male employees), or any appropriate blouse or shirt (for female employees), pursuant to Civil Service ‘Cotmission (CSC) Resolution No. 002515 dated October 31, 2000. B. Procurement of Prescribed COA Uniform L Procurement of the cloth for both male (polo barong and pair of pants) and female (blouse, blazer, skirt andor pair of pants) uniforms shall be through public bidding. 2. ‘The Procurement, Property and Supply Management Services, GSO, shall be responsible for the cloth distribution to all COA officials and employees. C. Exemptions from Wearing the Prescribed COA Uniform 1 COA employees may be exempted from wearing the official COA Uniform under the following conditions/cireumstances: a. Expectant mothers, during the period of pregnancy, after which they shall use the prescribed uniform; b. Female employees in mourning, during the period of mourning as reported by them in writing to their respective Sector Heads/Office/Regional Directors; and c. Newly hired personnel who have not yet rendered six consecutive months of service in this Commission. Pursuant to DBM Budget Circular No. 2003-8 dated December 8, 2003, they shall be entitled to collect clothing allowance only after they have rendered six months of service in the Commission or in the next year grant thereof, whichever comes later. However, they are not precluded from wearing the prescribed uniform, provided the payment for such uniforms shall be at their own expense, 2. Those who will be retiring until December 31, 2018 are entitled to collect Uniform/Clothing Allowance (U/CA) in cash, provided they have rendered at least six consecutive months within the year including leaves of absences with pay, pursuant to Item 3.2 of DBM Budget Circular No. 2003-8; provided further, that they have not availed themselves of the U/CA in kind as certified by their Office/Cluster/Regional Director. D. Prohibited Office Attire L Office attires not appropriate for work refer to those prohibited under CSC Memorandum Circular Nos. 14 and 25 s, 1991, as amended in CSC Resolution No. (002515 dated October 31, 2000, as follows: a. Gauzy, transparent or net-like shirt or blouse; b. Sando, strapless or spaghetti strap blouse (unless wor as undershirt), tank-tops, blouse with over-plunging necklines; c. Mioro-mini skirt, walking shorts, cycling shorts, leggings, tights, jogging pants; and 4 Rubber sandals, rubber slippers, or “bakya’. L
