INTRODUCTION-
Bhubaneswar- The capital city of Odisha is a centre of economic and religious importance in
Eastern India and has secured the top rank in the smart city list in India[1]. The city is bounded by
the Daya River to the south and the Kuakhai River to the east, the Chandaka Wildlife Sanctuary
and Nandan kanan Zoo lie in the western and northern parts of Bhubaneswar respectively.
Tourism is a major industry, attracting about 1.5 million tourists by the year 2011[2]. During the
same period, Bhubaneswar had the highest rate of employment growth among 17 Tier-2 cities in
India[3]. As per the Census of India, the population of the city has almost doubled in a span of 2
decades i.e. from 423,465 in 1991 to 837,737 in 2011[4]. It has also been estimated that the
Vehicular population of the capital city has increased by more than three times in 10 years. The
statistics says that the vehicular count for two wheeler category has increased from 2, 46,244 in
2004 to 7, 41, 386 in 2014 and that of car category, the numbers has increased from 22,244 in
2004 to 1, 10,788 in 2014[5]. In order to accommodate the demands generated by all these
factors, there is a consistent need to work upon the current transportation systems.
ISSUE-
ISSUE DESCRIPTION-
The Jaydev Vihar -Nandan kanan link is a 13 km stretch road connecting major localities of the
city like Jaydev Vihar, Pal Heights, Nayapalli, Nalco square, Chandrasekharpur, Sailashree
Vihar, Niladri Vihar, Patia, KIIT that witness huge traffic rush mostly during the peak office
hours. This is the long continued road of the Bidyut Marg which is a major thoroughfare in
Bhubaneswar, Odisha. This 3+3 lane road starts from the Jaydev Vihar Interchange and ends in
Nandan kanan Zoological Park which continues further to Chandaka. This road even connects to
the New Railway station which is now under construction[6]. This is the most important road of
the city and is located in one of the rapidly growing and densely populated areas within the city.
However, areas from Jaydev Vihar till Sailashree Vihar were developed by the Bhubaneswar
Development Authority to house the growing population but the peripheral areas like Patia
which has now been included within the extended boundary were developed in a haphazard
manner[7] without proper planning thus adding hindrance to the existing link network.
1
IMPORTANCE OF THIS ROUTE-
There are nearly 10 major hospitals in this route which creates a requirement of safe and
fast movement of ambulances during emergencies.
The New Bhubaneswar Railway station(which is under construction) connects this road
which will increase the traffic flow exponentially after it becomes operative.
There are 16 schools and 18 medical, engineering and management colleges due to which
large number of busses and private vehicles occupy the road, hence creating traffic
congestion and accidental risks.
This route covers all major company Headquarters like East Coast Railways HQ,
NALCO HQ, MCL HQ etc. due to which the road traffic gets saturated during peak
hours.
It links all the IT sector offices like Tech Mahindra, Infocity, TCS, Fortune Tower etc..
which again adds the traffic during peak hours.
There are 31 hotels and numerous restaurants on the way that acts as a boost to many
recreational trips along the route.
There are 6 fuel stations on its way.
Most importantly, it connects the Nandan kanan Zoological park which is a major tourist
attraction in the city.
There are 7-8 shopping malls and numerous exclusive brand outlets in this link and thus
can be allotted as a high commercial facilitated street.
Above all, this road covers many small villages, large number of apartments and
townships which makes it a popular residential area as well.

SUGGESTIONS-
1) To resolve the increasing vehicular rush on the Jaydev Vihar- Nandankanan Road, there
can be two possible diversion roads one from CRPF square to connect Nandan kanan via
Pathar Gadia and Hatiasuni and another from Acharya Vihar to Damana square. This will
also increase the socio economic status of the villages which the road will pass through.
2) Another alternative can be the construction of fly over before Nalco square till KIIT
which will reduce the time to reach Nandan Kanan which will create a good impression for
the tourists travelling there.
3) Out of the above mentioned alternatives, the performance analysis of each should be
performed based on road user cost, operational cost, traffic flow, political and economic
impacts, then after the evaluation of alternatives, the best option should be chosen to
proceed for design and eventual construction.
4) Due to increase in travel demand and increase in economic status of the people in
Bhubaneswar, passengers prefer cars for travelling that results in traffic congestions. This
can be reduced by encouraging car pooling to optimize the vehicle occupancy in road.
5) Bus bays should be present at frequent intervals within the city so that the buses use them
to drop and pick passengers without interrupting the traffic behind it.
6) There should be proper parking facilities available in the route to decongest the traffic
due to road side car parking. It can be off street parking, multi level car parking,
underground parking etc depending on the land available and demand in those areas.
7) There should be foot over bridge for the pedestrians to cross the busy road at regular
intervals.
