5.2.31 Valve Actuators

The document discusses requirements for valve actuators. It specifies that actuators must be motorized and locally controlled, sized appropriately for the application, and able to produce 1.5 times the required valve torque. It also lists components that each actuator must be equipped with, including an AC electric motor, reduction gear unit, torque and limit switches, manual operation wheel, position indicator, and controls for local/remote operation. Quality assurance inspections are to be conducted during manufacturing.

5.2.31 Valve Actuators

5.2.31.1 All actuators shall be motorized type and local controls shall be protected by a lockable
cover.
5.2.31.2 Each actuator shall be adequately sized to suit the application and be continuously
rated to suit the modulating control required. The gearbox shall be oil or grease filled,
and capable of installation in any position. All operating spindles, gears and head
stocks shall be provided with adequate points for lubrication.
5.2.31.3 The valve actuator shall be capable of producing not less than 1½ times the required
valve torque considering valve spindle jamming and shall be suitable for at least 5
continuous operations.
5.2.31.4 The actuator starters shall be integrally housed with the actuator in robustly constructed
and totally enclosed weather-proof housing. The motor starter shall be capable of
starting the motor under the most severe conditions.
5.2.31.5 The starter housing shall be fitted with contacts and terminals for power supply, remote
control and remote positional indication, and shall also be fitted with internal heaters so
as to provide protection against damage due to condensation. Heaters shall be suitable
for single phase operation. The heaters shall be switched “ON” when the starters are
“OFF” and shall be switched “OFF” when the starters are “ON”.

5.2.31.6 Each actuator shall be equipped as follows:

 AC electric motor with engage/disengage clutch mechanism of the dry type.
 Reduction gear unit (with thrust bearing if required)
 Torque switch mechanism
 Limit switch mechanism
 Geared hand wheel for manual operation of valve.
 Valve position indicator – open/closed
 Auto-Manual lever with suitable locking arrangement
 Reversing contactor starter complete with overload relays of suitable range and
adequately rated control fuses
 Actuator shall have selection between local/remote operation
 Local control switch/push buttons
 415 V/110 V AC control transformer
 A white lamp for supervision of main supply to be provided locally.
 A potential free contact shall be provided to annunciate over-load trip/main supply
failure on remote panel
 Provision for local as well as remote operation

5.2.32 A mutually agreed quality assurance plan will be developed which provides for inspection and
certification by the BEL at specified times during the manufacture and fabrication of such items.
All costs for independent inspection or testing will be borne by the Bidder, and the Bidder shall
be fully responsible to ensure that adequate provisions are made in his tendered rates to cover
independent inspections and testing for the following equipments and machineries to be
incorporated in the Permanent Works:

Sr.
Name of the Equipment Stages of inspection
No
1. Pumps 1 Review of material test certificate for pump casing, bowls, shaft,
impeller bearings, columns pipe etc.
2 Performance test at 49Hz and 50Hz frequency including
vibration measurement covering following tests
i) Capacity in LPM / LPS
ii) Delivery Head in m.
iii) Efficiency at the specified duty.
iv) Power absorbed by the pump at the specified duty.
