LTE Idle Mode – Cell Reselection

After cell selection UE performs measurement and carry out cell reselection of new
candidate cell. This is based on certain criterion. Reselection process involves 2 steps:

Measurements Condition: Specifies when to start measuring neighboring cells. Once


condition is met UE measures the RSRP level of the E-UTRA cells on the current frequency
and any inter-frequency and inter-RAT frequency carriers.

Reselection Condition: Specifies reselection criteria for candidate cell. There are two
different mechanisms for cell reselection:

1) Legacy Based
2) Priority Based
3) Cell reselection can be either Legacy or Priority based

Legacy Based
This is classical Ranking based system and is applied to intra-frequency reselection.

• It is also applied to inter frequencies which are equally prioritized.

• UE applies cell ranking R criterion on serving cell and neighboring cell.

Priority Based
Priority values in the range [0...7] are used, where 0 indicates lowest priority and 7
indicates highest priority.

Priorities can be set for:

Inter Frequencies: Lower, Equal or Higher Priority


Inter-Rat Frequencies: Higher or Lower Priority

NOTE: Equal priorities between different RATs are not supported

Measurement Performed by UE:

1) Measurement on Intra Freq cells are performed if serving cell

Srxlev ≤ SIntraSearchP or Squal ≤ SIntraSearchQ

2) Measurements on E-UTRA cells on inter-frequency carriers and cells on inter-RAT


frequencies with higher cell reselection priority than the current frequency are always
performed.

3) Measurements on E-UTRA cells on inter-frequency carriers and cells on inter-RAT


frequencies with equal or lower cell reselection priority than the current frequency
are performed if serving cell

Srxlev ≤ SNonIntraSearchP or Squal ≤ SNonIntraSearchQ


Reselection Condition:

1) Legacy Based (Intra Freq+ equal Priority Inter Freq) Cell Reselection:

UE applies cell ranking R criterion on serving cell and neighboring cell.

Rs = Qmeas, s + Qhyst (serving Cell ranking)

Rn = Qmeas, n - QOffset (Neighbor Cell ranking)

Qhyst is a hysteresis value preventing too-frequent reselection back and forth between cells
of nearly equal rank.

QOffset is an offset in the cell ranking criterion of neighbor E-UTRA cells. It consists of a cell
individual part and a frequency specific part. The frequency specific part applies to equal
priority inter-frequency cells only.

qOffsetCellEUtran: Cell individual offset in the intra-frequency and equal priority inter-
frequency cell ranking criteria.

qOffsetFreq: Frequency specific offset in the equal priority inter-frequency cell ranking
criteria.

When a neighbor cell is ranked as better than the serving cell (Rn > Rs) during a time
interval TreselectionEUTRA, the UE performs a cell reselection to the better-ranked cell.

2) Priority-Based Cell Reselection:

Note: The UE only perform cell reselection evaluation for the E-UTRA and inter-RAT
frequencies that are given in system information and for which a cell reselection priority is
provided.

Case 1: If the UE finds an inter-frequency carrier or an inter-RAT frequency with a cell


reselection priority higher than the frequency where the UE is camping, the UE
attempts to reselect a cell on that frequency. Cell reselection will occur if

Srxlev (Target Cell) > threshXHigh or Squal (Target Cell) > threshXHighQ

Where Srxlev and Squal represents cell selection criterion.

Srxlev = Qrxlevmeas - Qrxlevmin and Squal = Qqualmeas - Qqualmin

Case 2: if Srxlev (serving cell) < threshServingLow or Squal (serving Cell) < threshServingLowQ

The UE attempts to reselect a cell on an inter-frequency carrier or an inter-RAT frequency


with cell reselection priority lower than the frequency where the UE is camping and
reselection will occur if

Srxlev (Target Cell) > threshXLow or Squal (Target Cell) > threshXLowQ
