Performing its mandate missions and visions, the BFP San Lorenzo Ruiz Fire Station
personnel once again displayed gallantry and resiliency in meeting the demands in the field
of disaster thru rescue operation during the onslaught of Typhoon Usman in which
Camarines Norte was one of the province in the Region directly struck by the said typhoon.
Thru the leadership of our OIC, Municipal Fire Marshal SFO3 Oscar A Estrellado Jr
urged all of the BFP San Lorenzo Ruiz personnel to coordinate with government units in
an effort to attain the zero casualty output in which the Bureau of Fire Protection was one
of the active agency.
Prior to the devastated landfall of Typhoon Usman the Local Chief Executive Hon.
Nelson P Delos Santos conducted series of meetings to discuss the planning of disaster
response of the different national/local agencies in terms of mobilization of its resources,
rescue operations, force evacuation of affected families in evacuation center. Nevertheless,
the preposition of resources of all agencies resources were given emphasis during the said
meeting.
In addition, the BFP San Lorenzo Ruiz personnel were placed in full alert status to
provide necessary rescue operations to those areas that in need of immediate response and
immediately deployed at critical areas particularly at low lying areas and vulnerable places
as identified by our Chief Operation SFO1 Danilo A Navarro.
On or about 07 1000H January 2019 San Lorenzo Ruiz Fire Station personnel headed
by our OIC, MFM SFO3 Oscar A Estrellado Jr rendered new year’s courtesy call to the
Local Chief Executive of San Lorenzo Ruiz Camarines Norte Hon. Nelson P Delos Santos.
BFP San Lorenzo Ruiz felt the warm hospitality by the municipal mayor. Issues and
concerns were discussed and operational readiness was planned. To sum up, BFP San
Lorenzo Ruiz was overwhelmed to the support and concern of the Municipal Mayor and
in assurance that the LGU and BFP will work hand in hand to our fullest capability to make
San Lorenzo Ruiz a safer place to live and safety of the community.
BFP San Lorenzo Ruiz Actively Supports the Provincial Ecological Scout Jamboree
of Boy Scout of the Philippines
Attendees were from different municipality and schools, public and private and almost
five hundred (500) active members of BSP.
BFP San Lorenzo Ruiz effort has evolved from a week long Public Assistance, Fire
Safety Inspection, Fire Safety Lecture and water rationing to the participants of various
schools as a show of support for the ecological activity.
In observance of the Fire Prevention Month. The Bureau of Fire Protection in this
municipality held poster making, drawing and essay writing contests on 27 February 2019.
Led by SFO3 Oscar A Estrellado Jr OIC, Municipal Fire Marshal, conducted coordination
to school and school disaster risk reduction officer for submission on names of participants
for Fire Prevention Games and Contest. It was materialized thru the assistance of the LGU
headed by the Chief Local Executive Mayor Nelson P Delos Santos for expressing their
unwavering support and commitment for the said activity at San Isidro (Alcantara) High
School focusing on the theme slogan “Ligtas na Pilipinas Ating Kamtin, Bawat Pamilya
ay Sanayin, Kaalaman sa Sunog ay Palawakin.” that sought to spread awareness about fire
prevention.
Participating schools and participants for the Drawing Contest were: Danica Tabanao
and G-Yan Llantos of San Isidro Elementary School and Princeses Sario, Maria Jane
Lizondra and Jesha Mae Medallada of San Ramon Elementary School. For the essay
writing were: Jonel Mag- Abo, Charlyn Paladin and Jomar Dela Cruz of San Isidro
(Alcantara) High School.
For the Poster Making were: Aldrey Posada, Jai-ar Adlawan and Maryjory Medollar
of Junior High of San Isidro (Alcantara) High School. Merlyn Santander, Ervin Cas and
Jay Sarte of Senior High of San Isidro (Alcantara) High School.
The event drew with an invocation followed by signing of the Philippine National
Anthem led by SFO1 Danilo A Navarro. The OIC, MFM SFO3 Estrellado Jr delivered a
colorful welcome address introducing the essence of the activity as it gives oppurtunity for
the youth to express their creative imagination in line with fire service and fire safety. He
added that it was also a way of building confidence in children; that submitting their art
piece for judging they already have taken the first step towards success. Concluding his
speech, he thanked everyone for coming and making the event a successful one and
afterwards FO1 John Carmelo V Saulon introduce the mechanics of contest to the
participants.
By the time the contest proper took place, silence filled the sorrounding ambiance
as participants dived into the network of infinite intellegence where they dipped thier
brushes into the sea of imagination and painted the color of thier soul on the paper of
activity. There may be no rain inside the room but rainbows filled each and every corner
of the room. Time passed and clock finally came to its last tick, it was time for judging. By
which, all were fairly and accordingly evaluated by Municipal Local Government
Administor Amiel Guinto who have commendable reputation and excellence in the field
of art.
Contest as it was, top competitors were awarded of thier efforts. Merlyn Santander
of San Isidro (Alcantara) High School bagged the prize as champion in Poster Making
while Maria Danica Tabanao of San Isidro Elementay School held the winning prize for
the Drawing Contest . For Essay writing Charlyne Paladin of San Isidro ( Alcantara) High
School took home the award of victory.
To ensure all went home happily, BFP issued certificate of participation for the
participants who vie to explore arts and come back with a more impactful masterpiece in
the next competition.
1ST QUARTER
NATIONWIDE SIMULTANEOUS EARTHQUAKE DRILL 2019
06 February 2019 the Office of the Civil Defense issued a memorandum order
urging the BFP to participate in the conduct of the 1st Quarter National Simultaneous
Earthquake Drill (NSED) in close coordination with the Municipal Disaster Risk Reduction
and Management Council (DRRMCs) on 21 February 2019 at 1400H in the afternoon.
San Lorenzo Ruiz Fire Station personnel headed by our OIC, Municipal Fire
Marshal SFO3 Oscar A Estrellado Jr together with the Local PNP and MDRRMO staff
conducted the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) at
Mampurog Elementary School on or about 0900H and exactly 1400H at San Lorenzo Ruiz
National High School to assess knowledge and preparation skills of the students if such
calamity would happen.
On the spot, joint team instructed students to be alert in getting out of the
classrooms since the alarm has disturbed the lesson. The reactions of the students/faculties
were observed by OIC, MFM SFO3 Oscar A Estrellado and Chief Admin FO1 Arvin P
Temario. “Duck, Cover and Hold”, “evacuation and headcount were emphazised during
the drill. Post evaluation were also disscused to the faculties for a possible improvement in
the conduct of drill.
The Bureau of Fire Protection San Lorenzo Ruiz Fire Station personnel FO1 Arvin P
Temario and FO1 Ronald G Gabo completed the 3-day training of Flood/Swift Water
Search and Rescue training conducted from March 5-7 2019 at Athena Natural Park
Resort, Dagotdotan, initiated by the San Lorenzo Ruiz Municipal Disaster Risk Reduction
Management Council (MDRRMC). It aims to capacitate our response teams on water
survival, search and rescue operations during emergency situations.
There were 50 candidates who attended the training, composed of personnel from the
BFP, Local PNP, Local Government Unit (LGU), Municipal Disaster Risk Reduction
Management Council (MDRRMC), Resort Staff and active volunteer members from the
different barangay in the said municipality. During the 3 day training, trainees were taught
lessons and trained on basic lifesaving techniques, proper way of water entry, types of
swimming, lifesaving techniques, group survival, water evolution and knot tying.
According to LDRRMO II Mr. Rommel Abejero, the objective of the said training,
which lasted for three (3) days is to enhance the knowledge and capability of local
emergency responders, particularly about the aspects of rescue operation, and to capacitate
them on how to respond and apply basic rescue operations on any given emergency
situation.
In the observance of Fire Preventon Month 2019 with a Theme "Ligtas na Pilipinas ating
Kamtin, Bawat Pamilya ay Sanayin, Kaalaman sa Sunog ay Palawakin, the “1st
MUNICIPAL INTER-SCHOOL MULTI EMERGENCY RESPONSE OLYMPIC 2019”
has been materialized. This was thru the initiative of this station personnel under the
leadership of the OIC, Municipal Fire Marshal SFO3 Oscar A Estrellado Jr. An activity
design were submitted for funding to the Office of the Municipal Mayor, Hon. Nelson P.
Delos Santos and was approved and released to the Municipal Disaster Risk Reduction
Management Officer Mr. Rommel Abejero.
Invitation to join were submitted to twelve (12) school with an attachment of games
mechanics and resulted to seven (7) participants included the two (2) secondary level. This
friendly games will showcase thier skills on emegency response on earthquake scenario,
with extrication of assumed victim and fire fighting capability thru bucket relay.
The assumed scenario were properly introduced to the twenty (20) school based first
responder on elementary level and twenty five (25) to secondary level with the participation
of thier respective School-based Disaster Risk Reduction Coordinator by the personnel
headed by the Deputy Municipal Fire Marshal, SFO1 Danilo Navarro from March 11 to
March 20, 2019. All personnel was obliged to select thier respective school to assist and
trained the school based first responder of the olympic scenarios.

The event formally conducted on March 22, 2019 and the program started at exactly
0800H at the LGU Compound, Brgy Matacong, this municipality. The event were
divided on three part, 1st is the program proper were the OIC MFM, the LDRRMO and the
LCE deliver thier Inspirational Messages, the Oath of Sportmanship and others. 2nd was
the presentation of the skill and the 3rd were the Awarding of Certificates and Thropies. (
Thropies are three(3) brand new Fire Fighting Equipment (10 lbs) and intended to the
top three (3) performer while for the secondary level is one (1) unit Brand New Fire
Fighting Equipment which the personnel procured thru financial contribution from
thier own pocket). The intention of the Fire Fighting Equipment as event thropies was
to equipt the school based first responder on the emergency situation especially of fire
incident).
After the competition, declared winners for elementary level was S. DELOS SANTOS
ELEMENTARY SCHOOL earned the 1st place/gold award, 2nd Place/Silver award
SALVACION (B) ELEMENTARY SCHOOL and 3rd place/Bronze award was SAN
ISIDRO ELEMENTARY SCHOOL and for Senior High School Level was SAN
LORENZO RUIZ NATIONAL HIGH SCHOOL earned the 1st Place/Gold award.
The event objective is to showcase and enhance the school first responders skills in a
friendly competition. This also aims to strengthen their unity, alertness and capability in
case of untoward eventualities arises in their area.
BFP provides assistance on Oplan Baklas
Nilda Ubusan Election officer of San Lorenzo Ruiz Camarines Norte, Oplan Baklas
team leader surveys illegally posted campaign materials along major thoroughfares on
Friday 0800H 05 April 2019 as part of its "Oplan Baklas" program. The joint task force
composed of the Commission on Elections (COMELEC), Bureau of Fire Protection (BFP),
Phil. National Police (PNP) and Department of Public Works and Highways (DPWH)
manages to dismantle heaps of campaign materials which violate Presidential Decree 953
and Republic Act 9006 or the Fair Election Act.
Posters that exceeded the allowed size (2X3 feet) and other campaign materials that
are placed in prohibited areas were removed by the poll body and other agencies. Election
materials can only be posted in common poster areas authorized by the Comelec and in
private properties if owners gave their consent.
Election Officer Nilda Ubusan said seized illegal campaign materials would be
documented and may be used as pieces of evidence against erring election candidates. Most
of the seized illegal campaign materials on Friday were posters of senatorial aspirants,
many of which were tacked on trees. Violators may face election offense charges and
possible disqualification if they will not remove their illegal campaign materials.
“This undertaking aims to show readiness on the part of our firefighters in providing
safety services and in rendering medical and rescue assistance to the motorists and to
anyone during emergency situation,” SFO3 Estrellado Jr said as he instructed his men
during the Troops Information and Education Meeting to activate their strategic plan in
anticipation of the influx of vacationists. Each station commanders were also directed to
post their designated areas.
San Lorenzo Ruiz Jiangte Fire truck and crew were deployed along San Lorenzo Ruiz
Highway in Brgy. Daculang Bolo while the Emergency Medical Service (EMS) personnel
deployed near the San Lorenzo Ruiz River in Brgy. Mampurog.
In addition, the BFP will also extend assistance to all devoted Catholics who will join
the procession on Good Friday. The team also conduct “Oplan River watch” where the
BFP render medical and rescue services to all river goers particularly to tourists who prefer
to spend their summer vacation and reunion on resorts this coming Black Saturday.
Meanwhile, the BFP also partnered with other government agencies so as to realize
this undertaking aiming at promoting public safety as well as avoid untoward incidents in
observance of these holy days.
San Lorenzo Ruiz Fire Station personnel headed by OIC, MFM SFO3 Oscar A
Estrellado Jr joined and supports the Brigada Eskwela 2019 Kick off its annual Brigada
Eskwela starting May 20-25, 2019, a project of DEPED that prepares School for the
opening of class 2019-2020.
The San Lorenzo Ruiz Fire Station actively participated in the said activity starting
last Monday May 20, 2019. The SLRFS helped parents, teachers and School
Administrators in clean up activity and conducted fire safety inspection on all building,
structures, and facilities of all public elementary, high schools on educational occupancy
within school premises to assures that schools within the AOR are complying with fire
safety regulations.
Even though majority of schools comply with BFP’s requirement, there are still
some schools that commit minor violations. Most of the violations, they needed to correct
are within their electrical wirings, must be equipped with Fire Extinguishers and they also
need to post of Fire exit ways.
To preserve a fire-free and safe school community, the BFP advised schools to
conduct a regular fire drill and inform teachers, students and the surrounding community
of fire safety guidelines.
Upon after the coordination of the Local Government Unit SLRCN to the Camarines
Norte Bureau of Fire Protection Provincial Office thru request letter address to the CNBFP
Provincial Fire Marshal, SUPT MICHAEL E UY dated 19 March 2019, water rationing
everyday is being done within the AOR started last 27 March 2019. San Lorenzo Ruiz Fire
Station personnel together with the SLRWS staff distributed to more or less 3,453 affected
household from the different barangays with a total of five (5) truck load everyday. The
lack of water was attributed to the decrease in the water level of San Lorenzo Ruiz River
cause by the El Nino phenomenoum. Said water rationing will be last until the water level
/pressure normalized.
