This offense occurred at 8300 Lyndon B Johnson Freeway Service Road Eastbound, Dallas, Dallas County, Texas. On Wednesday, April 17, 2019, at about 3:31P.M., Dallas Police and Fire responded to a shooting call in the 8300 block of Lyndon B Johnson Freeway Service Road Eastbound. Upon arrival it was determined that ‘Complainant Ruben Luis Lopez wrecked his vehicle into a concrete pillar. Witnesses reported hearing three gunshots prior to Complainant Luis Lopez crashing his vehicle into a concrete pillar. A [i consistent with 5 observed on the driver’s side rear door. Surveillance video was obtained but it did not capture a shooting, but only the complainant crashing his vehicle into the concrete pillar. The complainant ‘was alone inside his vehicle and there were no witnesses from the scene who observed anyone shooting into the vehicle. The vehicle Complainant Luis-Lopez was inside of when he was killed did not belong to him. Surveillance video was obtained from a nearby business that showed the complainant's vehicle crash into the concrete pillar. A| was vas processed at the City of Dallas Auto pound. After further analyzing the surveillance video that was obtained from a nearby business where the complainant crashed his vehicle it was determined based on the angle that the ould have come from a vehicle that was also captured on the video, That vehicle appeared to be a blue Volkswagen Jetta. The registered owner of the vehicle Complainant Luis-Lopez was driving when. he was killed was located and interviewed. During the interview the registered owner provided information that an individual named, Steven, was involved in the offense. The registered owner stated that he knows. Steven, but is not friends with him as Steven is a part of i Th red owner stated that the complainant was also ind that their mused to have issues with] ut that was a few years prior. The registered owner provided the ae: to the individual who he knows as Steven, The registered owner also provided information that Steven is known to frequent a nearby business callec = was learned that the complainant was possibly involved in a disturbance at the [J Store on the day of the offense with the suspects. Surveillance video was obtained from the [fStore. The video angles that were obtained were from inside the store and outside the store as well. The exterior video shows, what is believed to be the suspect vehicle, arrive at the Store parking lot. The passenger exits the vehicle and enters the store. The exterior video also shows the complainant's vehicle drive through the parking lot. The complainant's vehicle does not stop and continues through the parking lot. The passenger who exited the suspect vehicle then runs out of the store, enters the suspect vehicle which then leaves the parking lot in the direction the complainant was going, Within 10 minutes, both vehicles are captured on surveillance video that shows the complainant's vehicle crash into the concrete pillar.STATE OF TEXAS AFFIDAVIT FOR ARREST WARRANT COUNTY OF DALLAS During the course of the investigation, a public information bulletin was released to the media showing a capture of what is believed to be the suspect vehicle, that was obtained from the surveillance video near the offense.
