Contingency Program

Objective
This developed and designed to mitigate and combat spills involving chemical
substances and/or hazardous wastes. The Program provides assurance to EMB,
nearby communities, and other stakeholders on the emergency preparedness and
response capacity of waste generators, transporters, and TSD facilities.

List of Potential Emergencies Scenarios

Scenario 1.

In Case of Product Spills/ Leaks at the Pump Island


 Press emergency shut-off switch at DP panel or emergency shunt-trip at
cashier’s booth or salesroom/office
 Request driver not to start the engine. Push the vehicle away from the
spillage
 Affected lane must be secured/barricaded
 Prepare fire extinguisher/s
 Use sand or saw dust or any absorbent material to cover the spillage and
clean up
 Stored spilled/recovered product
 Wash away with water and soap the remaining marks of fuel spillage
 Inform/report the incident to AE/ASE

In cases of releases/spills that are visible on the ground or on


waterways, he shall immediately do the following:

 Immediately inform Retail Network Engineering & Maintenance (RNEM)


 Isolate the area where the release/spill has manifested.
 Prepare fire extinguishers and fire hose lines if available for possible use
 Apply saw dust, absorbents or adsorbents to collect the spill.
 Collect recovered oil and soiled materials for proper disposal.

Scenario 2.
Before and During Heavy Rains/Flood
 Monitor weather conditions
i.e. TV & Radio announcements, news, warning from LGU and other
government agencies etc.
 Turn-off main circuit breaker at compact panel board when flood waters is
already rising above driveway level
 Go to a safe and secured place (higher grounds) when the SS is already
flooded
 Do update from time-to-time your respective PMC/AE/ASE on what is going
on in your station or vicinity.
 Secure P-shop/Treats/Storage/LB commodities, stocks, bins, office
materials
 Secure lube and wash bay movable equipment
 Secure valve box/turbine enclosure covers
 Secure all lubricants and greases especially those that are stored in drums
 Ensure all fill caps are tightly fitted and locked
 Ensure all drain valves of fill sumps are closed and secure fill sump cover
 Ensure all gutters and storm drain manholes are clean and free of debris
 Ensure that the OWS and wash bay sump pit are clean and free of oil and
sludge
 Ensure that gen-set is in good working condition

After Heavy Rains/Flood


 Do check all fill caps if still intact.
 Do check for water intrusion inside the UGT. Report to PCIC /AE/ASE
immediately if there was water intrusion or product is displaced by flood
waters
 Do check and remove water if any, at fill and dispensing pump sumps and
turbine enclosures.
 Check for product spills.
 Do ask assistance from PM contractor to check DP/product dispenser and
STP prior to operation especially if submerged in flood water
 If Sales Building is submerged in flood water, ask assistance from qualified
electrician/contractor to:
 Check all electrical lines & connections
 Check circuit breaker/compact panel board
 Other equipment that runs on electricity
 Do ensure that everything is inspected, checked, repaired and OK, before
resuming SS operations
 Do update from time-to-time your respective PCIC/AE/ASE on what is going
on in your station or in the vicinity
 Don’t operate any SS equipment especially the dispensing pump if
submerged in flood water
 Don’t turn on the main circuit breaker
 Don’t open the fill caps or fill sumps if driveway area is flooded
Scenario 3.
Before and During Earthquake
 Earthquakes strike without warning. Generally, the SAFEST PLACE to be is in
the OPEN – away from buildings.
 However, if you are inside a building when the earthquake strikes, you
should NOT attempt to run from the building.
 Outside the building you may be met with falling debris and power lines. It
is safer for you to remain in the building.
 Move away from windows and outside walls.
 Keep away from mirrors, light fittings, bookcases and other furniture that
may fall or slide.
 If possible, take cover from falling debris under a desk or move to an
internal load bearing corner of a room, sit down and protect your face and
head.
 Don’t use telephone immediately, unless for serious injury.
 Don’t use vehicles unless there are special circumstances that warrant this
(for example a serious injury).

After Earthquake
 Institute necessary precautions for areas and equipment with potential
hazards by installing warning signs.
 Alert relevant response team to cope with possible developing danger.
 Report to Petron the extent of damage, needs and current operation
situation.
Conduct Drills
The station conduct drill once a year to make sure that the organization have
enough knowledge about it. Last May 15, 2019 we conducted fire drill in the
station.
Reporting and Recordkeeping
Every person in the Station must report all incidents to the Dealer and make
Incident reporting provides information necessary for:
 initiating accident/incident corrective/preventive measures
 measuring the effectiveness of safety programs
 Establishing statistics that can be disseminated, when appropriate to
interested parties.
The Dealer must investigates and determines the cause of the incident and
initiates immediate steps to prevent recurrence.
