EXECUTIVE SUMMARY

Project REACT-CJ or Redirecting Educators’ Approaches in Coaching and

Teaching Campus Journalism aims to provide technical assistance to the newly-
assigned, untrained and neophyte teachers handling campus journalism in Tandag
City Division. This project is anchored on Republic Act no. 7079 “an act providing for
the development and promotion of campus journalism and for other purposes.” It is
the declared policy of the State to uphold and protect the freedom of the press even
at the campus level and to promote the development and growth of campus journalism
as a means of strengthening ethical values, encouraging critical and creative thinking,
and developing moral character and personal discipline of the Filipino youth. In
furtherance of this project, it undertakes various milestones which are composed of
intensive trainings, workshops and monitoring aimed at improving the coaching and
teaching skills of teacher concerned and promoting responsible and free journalism.

This project underwent series of processes from consultative meeting among

the school heads and school paper advisers and the conduct of Training Needs
Assessment through a survey form which was facilitated by the proponent. It can be
gleaned in Milestone 1, almost 80% of the teachers handling campus journalism were
neophyte and have not been trained in the different journalistic skills. Project REACT-
CJ provided the necessary training for teachers which surfaced in the TNA conducted.
Aside from the intensive training, the proponent together with the curriculum
implementation division chief also intensify the monitoring of the learning outcome of
the project. It was then that, Tandag City Division have produced competent coaches
that represent Tandag City Division to the Regional and National Conferences. In
addition to this, far flung schools have produced and released their school publications
on time. This claim is seen in Milestone 7.

It can be deemed and highly recommended to schools that have not yet
adopted or followed the Campus Journalism Act of 1991 to redirect their plans and
start working on organizing a campus journalism program. The benefits are aplenty-
for both the students, the teachers, and the institution.

SITUATIONER Tandag City has been the power house of winning student writers
and coaches of Campus Journalism both in the Regional and National
Schools Press Conferences even prior to its separation from Surigao del
Sur Division. In 2015, upon the institutionalization of the Rationalization
Plan, the division was officially separated from its mother division. It was
in this period that the creation of DepEd Tandag City Division was in
placed.
For its three years of operation being the 12th division of Caraga
Region, Tandag City Division failed to sustain its stature in Campus
Journalism contrary to its previous performance in the Regional and
National Schools Press Conferences.
It is from this context, that there is a need to provide intervention
and assistance to the teacher-coaches and student-writers to have an
improved and better performance in campus journalism. Hence, this
project.
