Role of state town planning department


• In the period from 1914 to 1962, the name of this department was
Consulting Surveyor to Government. Directorate of Town planning and
valuation has been in existence since 1962 and the head office of the
Directorate is at Central Building, Pune. The department prepares land
use plans for the urban as well as rural areas. The department also
carries out a valuation of immovable properties and prepares Annual
Statement of Rates (ASR) for the state.

• The Town & Country Planning Division of MMRDA is involved in preparation


of Development Plans for the SPA areas.
• It also issues Development Permissions, No Objection Certificate (NOC's),
providing clarification regarding CRZ, D.P.
• Remarks, processing of Land use modification proposals.
• It also co-ordinates with local authorities on various issues related to
development.

BMC – BRIHANMUMBAI MUNICIPAL CORPORATION
BMC – Brihanmumbai Municipal Corporation

• The Municipal Corporation of Greater Mumbai also known as Brihanmumbai


Municipal Corporation (BMC), formerly the Bombay Municipal Corporation till
1996 is the governing civic body of Mumbai.

• It was established under the Bombay Municipal Corporation Act 1888.

• The Municipal Commissioner is head of Executive Wing under section 54 of


Mumbai Municipal Corporation Act, 1888.

• The Municipal Commissioner is appointed by Government of Maharashtra


under section 54 of Mumbai Municipal Corporation Act, 1888.

• The Municipal Commissioner is responsible for developing & maintaining


civic infrastructure of the city like water supply, roads, storm water, drainage
and efficient delivery of various services to the citizens of Mumbai.

• The Municipal Commissioner deputes various departments to the Additional


Municipal Commissioners, Deputy Municipal Commissioners, Assistant
Commissioners and various heads of Department in discharge of his
functions.
CIDCO – CITY AND INDUSTRIAL DEVELOPMENT

CIDCO – City and Industrial Corporation of Maharashtra Government LTD
• CIDCO incorporated on 17th march 1970 is a public sector undertaking of the
Government of Maharashtra. It undertook to prepare and publish a development
plan as required by the Maharashtra Regional and Town Planning Act, 1966.

• CIDCO is notified by the State Government as the New Town Development


Authority (NTDA).

• The goal was to shift population and commercial activities from Mumbai to Navi
Mumbai, which would be sustainable physically, economically and
environmentally.

• The impact of Navi Mumbai on the growth of Mumbai was reflected in the
1980s. The 1991 census recorded a 10% decrease in population growth rate for
greater Mumbai, compared to the previous decade.

• The Government later widened the scope of CIDCO’s activities delegating the
responsibility as the Special Planning Authority (SPA).

• Navi Mumbai project comprise Navi Mumbai Municipal Corporation, Panvel


Municipal Corporation, TTC (Trans Thane Creek) MIDC, Uran Municipal Council,
Navi Mumbai International Airport, Navi Mumbai Special Economic Zone & JNPT
Port.
CIDCO – City and Industrial Corporation of Maharashtra Government LTD
• CIDCO started to develop land and provide the required physical infrastructure
such as roads, bridges, drainage and sewerage system, drinking water system
and street lights.

• It has built a stock of houses supported by social infrastructure such as


community centres, markets, parks, education institutes and playgrounds.

• It promotes commercial activities, warehousing, transportation and


decentralisation of government administration.

• Lastly, it involves agencies in the development of public transport and


telecommunication.

• The new international airport, perhaps to be located in the Kopar-Panvel area,


may be built through public-private partnership (PPP), with a private sector
partner having 74% equity while the Airports Authority of India (AAI) and the
Maharashtra government (through City and Industrial Development Corporation
or CIDCO) would hold 13% each. The International Civil Aviation Organization
(ICAO) has already given techno-feasibility clearance to the Navi Mumbai
International airport.

• Besides Mumbai, CIDCO operates successfully in Aurangabad, Nashik, Latur and


Nanded in Maharashtra state.
MIDC – MAHARASHTRA INDUSTRIAL DEVELOPMENT

• MIDC provides businesses with infrastructure such as land (open plot or built-up
spaces), roads, water supply, drainage facilities and street lights.

• After the formation of Maharashtra state on 1 May 1960, the government of


Maharashtra constituted a "Board of Industrial Development" (BID) on 1 October
1960, under the chairmanship of Shri. S. G. Barve, I.C.S.

• The BID framed the legislation; it was introduced before the state legislation and
passed in the form of "Maharashtra Industrial Act" which gave birth to MIDC, as a
separate corporation on 1 August 1962.

• Strategic decision taken to provide water supply to nearby population from the
capabilities created by MIDC of their own water supply system resulted in
phenomenal urban growth in the nearby small towns and villages. The growth of
Kalyan complex and Pimpri-Chinchwad are results of this key policy decision
taken by MIDC.

• 233 industrial areas are developed by MIDC in Maharashtra in 45 years.

• For the growth of industries and specialized parks/industrial clusters are


developed with specialized infrastructure facilities. IT & BT Parks, Wine Parks, Textile
Parks, Chemical Zones, Food Parks, Leather Park, Floriculture Park and Electronic
Zone etc. are developed by the MIDC.
MHADA – MAHARASHTRA HOUSING AND AREA
DEVELOPMENT AUTHORITY

• The Maharashtra Housing Board formerly called "Bombay Housing Board" was
established in year 1948 and had a jurisdiction over the entire State of
Maharashtra except Vidharbha region.

• This body undertook construction of residential buildings under various housing


schemes for different sections of the society. The allotment and maintenance of
these buildings was being looked after by it.

• On the re-organization of the State, the Vidharbha Housing Board was


established in the year 1960 as a successor body to the erstwhile Madhya Pradesh
Housing Board.

• Its functions were similar to those of the Maharashtra Housing Board, except that
it also advanced loan to co-operative housing societies, institutions and local
authorities for the construction of houses.

• The Bombay Buildings Repairs and Reconstruction Board was constituted in 1971.
It was created to deal with the problems faced by tenants residing in dilapidated
buildings in the Island City of Bombay and undertook its structural repairs and
reconstruction, so as to make them structurally sound and safe for habitation.
MHADA – Maharashtra Housing and Area Development Authority

• The Maharashtra Slum Improvement Board was constituted in 1974, with intention to
provide basic amenities, such as water taps, drainage, pathways, latrines and
streetlights etc. in slums.

• To begin with, its activities were confined to the Mumbai City and Mumbai Suburban
Districts. These activities were later extended to the other parts of the State.

• The Maharashtra Housing & Area Development Authority (MHADA) was established
by the Maharashtra Housing and Area Development Act, 1976. It came into existence
on 5 December 1977.

• The erstwhile Mumbai Housing and Area Development Board was restructured by a
Government Resolution dated 5.11.1992 and split into three separate Boards viz.
Mumbai Housing and Area Development Board, Mumbai Building Repairs and
Reconstruction Board and Mumbai Slum Improvement Board Under the Government
Resolution No. 2679/B, dated 22.7.1992.

• At present MHADA is coordinating and controlling the activities of seven regional


housing boards, setup for each revenue division in the state viz. Mumbai, Konkan,
Pune, Nashik, Nagpur, Amravati, Aurangabad and two special purpose boards viz.
Mumbai Building Repairs and Reconstruction Board and Mumbai Slum Improvement
Board.
NIT – NAGPUR IMPROVEMENT TRUST
NIT – Nagpur Improvement Trust
• Nagpur Improvement Trust (NIT) is a local civic government body with the task of
developing new areas within city limits of Nagpur, India and maintaining existing city
infrastructure.

• Trust works along with Nagpur Municipal Corporation (NMC) which is an elected body
of city representatives (Corporation).

• History - The Nagpur Municipal Committee was established in 1864. The Civil Station
Sub-Committee was established in 1884. In 1928, the Municipal Committee passed a
resolution for creating an "Improvement Trust" for Nagpur which was established in 1937
under the Nagpur Improvement Trust Act, 1936. NIT began functioning in 1937 and has
collateral jurisdiction over the areas within the limits of the town wherever schemes are
prepared by the trust and approved by the government.
After Indian independence, the Town Planning Department was established in 1947
under Central Provinces and Berar State Town Planning Expert with head office at
Nagpur. The Department functioned under the administrative control of the local Self-
Government Department. The Central Provinces and Berar Town Planning Act was
enacted in 1948 and the Central Provinces and Berar Regulation of Uses of Land Act
was also enacted in the same year to provide for the making and execution of town
planning schemes and to regulate the development of areas with the object of
securing proper sanitary conditions, amenities and convenience to persons living in
such areas and in neighbouring areas.
Later with creation of Maharashtra, Nagpur became part of Maharashtra state.
Nagpur department continued to function along with NMC.
CANTONMENT BOARD
CANTONMENT BOARD
• A cantonment board is a civic administration body in India under control of the
Ministry of Defence. The board comprises elected members besides ex-officio and
nominated members as per the Cantonments Act, 2006. The term of office of a
member of a board is five years. A cantonment board consists of eight elected
members, three nominated military members, three ex-officio members and one
representative of the district magistrate.

• The cantonment board takes care of mandatory duties such as provision of public
health, water supply, sanitation, primary education, and street lighting etc.

• As the resources are owned by government of India, it can't levy any tax.
Government of India provides the financial assistance.

SRA – SLUM REHABILITATION AUTHORITY
SRA – Slum Rehabilitation Authority

• The Government of Maharashtra has launched a comprehensive slum rehabilitation


scheme by introducing an innovative concept of using land as a resource and
allowing incentive floor space index (FSI) in the form of tenements for sale in the open
market, for cross-subsidization of the slum rehabilitation tenements which are to be
provided free to the slum-dwellers.

• Slum Rehabilitation Authority has been given a status of corporate entity with effect
from 3rd January 1997.

• It is an independent autonomous body. By amendment carried out to the


Maharashtra Regional & Town Planning (MR & TP) A ct 1966. SRA has been declared as
a planning authority, to function as a local authority for the area under its jurisdiction.

• The Chief Executive Officer, SRA has been delegated the powers exercisable under
various sections of the MR & TP Act, 1966 by the State Government by its notifications
UDD No. TPV 4396 / 492 /CR -105 / UD-11, dated 13th September 1996. By an
amendment to the MR & TP Act 1966. SRA has been empowered to prepare and
submit proposals for modification to the Development Plan of Greater Mumbai.

The powers, duties and functions of the Slum Rehabilitation Authority are :
• To survey and review existing position regarding Slum areas.
• To formulate schemes for rehabilitation of slum areas.
• To get the slum rehabilitation scheme implemented.
MSRDC – MAHARASHTRA STATE ROAD DEVELOPMENT
CORPORATION LTD
MSRDC – Maharashtra State Road Development Corporation ltd

• MSRDC is a corporation established and fully owned by the Government of


Maharashtra through a resolution on 9th July, 1996 and has been incorporated as a
limited company under the Companies Act 1956 on 2nd August 1996.

• MSRDC mainly deals with the properties and assets comprising movables and
immovables including land, road projects, flyover projects, toll collection rights and
works under construction which vested with the State Government and were under
the control of the Public Works Department.

Major functions of the Corporation are


• To promote and operate - road projects
• To plan, investigate, design, construct and manage identified road projects and
their area development
• To enter into a contract in respects of the works and any other matters transferred to
the Corporation along with assets and liabilities
• To invite tenders, bids, offers and enter into contracts for the purposes of all the
activities of the corporation
• To undertake schemes or works, either jointly with other corporate bodies or
institutions, or with Government or local authorities, or on agency basis in
furtherance of the purposes for which the Corporation is established and all matters
connected therewith.

• The Central Public Works Department of India is a premier Central Government


authority in charge of public sector works.

• The Central Public Works Department, under the Ministry of Urban Development
now MoHUA, deals with buildings, roads, bridges, flyovers, complicated structures
like stadiums, auditoriums, laboratories, bunkers, border fencing, border roads (hill
roads), etc.

• CPWD came into existence in July 1854 when Lord Dalhousie established a central
agency for execution of public works and set up Ajmer Provincial Division. It has now
grown into a comprehensive construction management department, which
provides services from project concept to completion, and maintenance
management.

Following are the core functions of CPWD

• Design, construction and maintenance of Central Government non- residential


buildings other than those for Railways, Communications, Atomic Energy, Défense
Services, All India Radio, Doordarshan and Airports (IAAI & NAA).

• Construction and maintenance of residential accommodation meant for Central


Government Employees.

• Construction works for Central Police Organizations i.e. CRPF, CISF, BSF, and ITBP as
well as maintenance of assets of CRPF and CISF assigned to CPWD.

• Providing consultancy services in planning, designing and construction of civil


engineering projects, as and when required by public undertaking and other
autonomous bodies.

• Construction of Embassy and other buildings / projects abroad at the request of


Ministry of External Affairs and other Ministries.

• Defence / Security related works assigned by the government such as border


fencing & flood lighting works and Indo China Border Road Works (ICBR).
