Development Authorities in Indian and Maharashtra (Urban & Regional)
• The goal was to shift population and commercial activities from Mumbai to Navi
Mumbai, which would be sustainable physically, economically and
environmentally.
• The impact of Navi Mumbai on the growth of Mumbai was reflected in the
1980s. The 1991 census recorded a 10% decrease in population growth rate for
greater Mumbai, compared to the previous decade.
• The Government later widened the scope of CIDCO’s activities delegating the
responsibility as the Special Planning Authority (SPA).
• The BID framed the legislation; it was introduced before the state legislation and
passed in the form of "Maharashtra Industrial Act" which gave birth to MIDC, as a
separate corporation on 1 August 1962.
• Strategic decision taken to provide water supply to nearby population from the
capabilities created by MIDC of their own water supply system resulted in
phenomenal urban growth in the nearby small towns and villages. The growth of
Kalyan complex and Pimpri-Chinchwad are results of this key policy decision
taken by MIDC.
• The Maharashtra Housing Board formerly called "Bombay Housing Board" was
established in year 1948 and had a jurisdiction over the entire State of
Maharashtra except Vidharbha region.
• Its functions were similar to those of the Maharashtra Housing Board, except that
it also advanced loan to co-operative housing societies, institutions and local
authorities for the construction of houses.
• The Bombay Buildings Repairs and Reconstruction Board was constituted in 1971.
It was created to deal with the problems faced by tenants residing in dilapidated
buildings in the Island City of Bombay and undertook its structural repairs and
reconstruction, so as to make them structurally sound and safe for habitation.
MHADA – Maharashtra Housing and Area Development Authority
• The Maharashtra Slum Improvement Board was constituted in 1974, with intention to
provide basic amenities, such as water taps, drainage, pathways, latrines and
streetlights etc. in slums.
• To begin with, its activities were confined to the Mumbai City and Mumbai Suburban
Districts. These activities were later extended to the other parts of the State.
• The Maharashtra Housing & Area Development Authority (MHADA) was established
by the Maharashtra Housing and Area Development Act, 1976. It came into existence
on 5 December 1977.
• The erstwhile Mumbai Housing and Area Development Board was restructured by a
Government Resolution dated 5.11.1992 and split into three separate Boards viz.
Mumbai Housing and Area Development Board, Mumbai Building Repairs and
Reconstruction Board and Mumbai Slum Improvement Board Under the Government
Resolution No. 2679/B, dated 22.7.1992.
• Trust works along with Nagpur Municipal Corporation (NMC) which is an elected body
of city representatives (Corporation).
• History - The Nagpur Municipal Committee was established in 1864. The Civil Station
Sub-Committee was established in 1884. In 1928, the Municipal Committee passed a
resolution for creating an "Improvement Trust" for Nagpur which was established in 1937
under the Nagpur Improvement Trust Act, 1936. NIT began functioning in 1937 and has
collateral jurisdiction over the areas within the limits of the town wherever schemes are
prepared by the trust and approved by the government.
After Indian independence, the Town Planning Department was established in 1947
under Central Provinces and Berar State Town Planning Expert with head office at
Nagpur. The Department functioned under the administrative control of the local Self-
Government Department. The Central Provinces and Berar Town Planning Act was
enacted in 1948 and the Central Provinces and Berar Regulation of Uses of Land Act
was also enacted in the same year to provide for the making and execution of town
planning schemes and to regulate the development of areas with the object of
securing proper sanitary conditions, amenities and convenience to persons living in
such areas and in neighbouring areas.
Later with creation of Maharashtra, Nagpur became part of Maharashtra state.
Nagpur department continued to function along with NMC.
CANTONMENT BOARD
CANTONMENT BOARD
• A cantonment board is a civic administration body in India under control of the
Ministry of Defence. The board comprises elected members besides ex-officio and
nominated members as per the Cantonments Act, 2006. The term of office of a
member of a board is five years. A cantonment board consists of eight elected
members, three nominated military members, three ex-officio members and one
representative of the district magistrate.
• The cantonment board takes care of mandatory duties such as provision of public
health, water supply, sanitation, primary education, and street lighting etc.
• As the resources are owned by government of India, it can't levy any tax.
Government of India provides the financial assistance.
• Slum Rehabilitation Authority has been given a status of corporate entity with effect
from 3rd January 1997.
• The Chief Executive Officer, SRA has been delegated the powers exercisable under
various sections of the MR & TP Act, 1966 by the State Government by its notifications
UDD No. TPV 4396 / 492 /CR -105 / UD-11, dated 13th September 1996. By an
amendment to the MR & TP Act 1966. SRA has been empowered to prepare and
submit proposals for modification to the Development Plan of Greater Mumbai.
The powers, duties and functions of the Slum Rehabilitation Authority are :
• To survey and review existing position regarding Slum areas.
• To formulate schemes for rehabilitation of slum areas.
• To get the slum rehabilitation scheme implemented.

• MSRDC mainly deals with the properties and assets comprising movables and
immovables including land, road projects, flyover projects, toll collection rights and
works under construction which vested with the State Government and were under
the control of the Public Works Department.
• The Central Public Works Department, under the Ministry of Urban Development
now MoHUA, deals with buildings, roads, bridges, flyovers, complicated structures
like stadiums, auditoriums, laboratories, bunkers, border fencing, border roads (hill
roads), etc.
• CPWD came into existence in July 1854 when Lord Dalhousie established a central
agency for execution of public works and set up Ajmer Provincial Division. It has now
grown into a comprehensive construction management department, which
provides services from project concept to completion, and maintenance
management.
CPWD / PWD – Central Public Works dept. / Public Works Dept.
• Construction works for Central Police Organizations i.e. CRPF, CISF, BSF, and ITBP as
well as maintenance of assets of CRPF and CISF assigned to CPWD.
