The most critical issue for an institutional learning strategy is to secure broadband internet access for the teachers and students. Developing world Governments must promote internet access for all as a means of developing their society and economy. Access to the internet alone opens numerous opportunities. An incredible amount and wide spectrum of information, internet-based applications such as blogs, and access to individuals and social networks from around the world are sufficient to facilitate the initiation system integration at institutions equipped with teachers and students though wireless connections available at places such as major shopping centers, airports and restaurants. In addition, internet connection is made possible though 3G mobile telephony networks and via GRPS connections for 2G phones. However, GPRS connection, in particular, is often expensive for students to use on a frequent basis. In addition to internet availability, access to computers is a concern for developing countries. In the develop world, institutions are well equipped with computers. Government assistance, self- funded programs, donors, initiatives by NGOs, partnership with industry and research grants all facilitate acquisition of new computers and replacement of outdated ones.
