Project HOPE Helping Others Prosper Economically

Zamboanga Peninsula, being the Sardines Capital of the Philippines, is annually


observing the Closed Fishing Season since 2011 which aims to increase fish stock
and conserve and protect the country’s fisheries resource. As a result of the fish ban,
about 30,000 workers from the region’s fishing and canning industry are displaced for
3 months from December to February and lose their income for the said time period.

To address the displacement of workers, the Department of Labor and Employment in


partnership with the Industrial Tripartite Council (ITC) Fishing and Canning Industry
created a Technical Working Group to come up with a comprehensive program called
Project HOPE or Helping Others Prosper Economically.

Project HOPE is a holistic approach that provides sustainable interventions and


assistance such as livelihood, training and re-tooling and emergency employment to
displaced workers.

The project aims for beneficiaries to achieve a better quality of life by changing their
mindsets from fishing to agricultural farming as an alternative source of income for
their families. As the project grows, the project also envisions to address the deficit of
vegetable supply in the region which will eventually pave the way for Project HOPE
site to become an eco-tourism destination.

DOLE 9 entered into a usufruct agreement with Zamboanga Economic Zone and
Freeport Authority (ZAMBO ECOZONE) for the use of 12 hectares of land for various
farming activities.

As of December 2018, support to Project HOPE is pegged at 10M benefitting 2,112


beneficiaries under the DOLE Integrated Livelihood and Emergency Employment
Program (DILEEP). Workers were tasked to work on land preparation and planting
within 30 days thru the Tulong Pangkabuhayan para sa Displaced and Disadvantaged
Workers (TUPAD) Program.

Currently, beneficiaries have started planting and harvesting cash crops, raising
Zampen chickens, producing fertilizers and expanding short term crop nurseries. In
the near future, they will delve into manufacturing, marketing of organic products and
even exporting produce to other countries as reflected in the Project HOPE 5-year
development plan.

DOLE 9 partnered with the following agencies for the Eco-Livelihood Component of Project
HOPE: Department of Trade and Industry (DTI), Southern Philippines Fishing Association
(SOPHIL), Industrial Group of Zamboanga City (IGZI), Public Employment Service Office,
Office of the City Agriculturist, Zamboanga ECOZONE, Philippine Coconut Authority,
Department of Public Works and Highways (DPWH) and Western Mindanao State University
(WMSU).
