WIRE PERIMETER FENCE WITH CONCRETE POST


Location : 6TH AVE., LEDESCO VILLAGE, LA PAZ, ILOILO CITY
Subject : TERMS OF REFERENCE
.
OBJECTIVES:

1. To re-establish the boundaries of a parcel of land on the ground based on its technical
description, and to obtain its position/location relative to the other lots in that particular
area.
2. There is a need to construct a perimeter fence on the area to secure the property from
illegal / informal settlers in order to preserve the integrity of the property.
3. The project calls for the supply of labor, materials, tools, equipment and supervision
necessary for the construction of perimeter fence with concrete post.
DETAILED SCOPE OF WORKS:
Per approved Plan, prepare the following covering all required disciplines:

 Preliminaries and Site works


1. Mobilization / Demobilize
2. Permits and Clearances
Barangay Clearance
Other permits (specify)
3. Bonds and Insurance
Surety
Performance
Warranty
4. Safety and Security
5. Temfacil
6. Establishments of Controls at Site
7. Conduct a technical research of the technical descriptions of the property and adjacent
properties to verify possible encroachment, overlaps and gaps.
8. Check all existing boundary monuments if its position has not been altered.
9. Replace all corners without monuments with a cylindrical concrete monument 15x40cm
cemented around to ensure its stability.
10. Provide Geotechnical Engineer’s Report.
11. Shop Drawings
12. Clearing and Grubbing
13. Excavation
14. Concreting
15. Barbed Wire Installation
 Bill of Quantities and Detailed Cost Estimates covering all disciplines
 Bid Proposal Form covering all disciplines
 Submit timeline of work
UTILITIES DURING CONSTRUCTION
The Contractor shall provide all electrical lines, transformers, welding equipment, generator
sets, water, and other utilities to be used during construction.

WORKMANSHIP
The Contractor shall present only good workmanship in accordance with accepted standard
construction/ fabrication/ installation practices. Any faulty workmanship shall be rectified at the expense
of the Contractor and not prejudicial to the owner.

BID AND AWARD PHASE

 Participate with the owner-initiated Pre-Bid Meeting and Joint Site Inspection with the site
contractors / bidders.
 Prepare a checklist and answer queries of Bidders, attend and contribute at Bid
Clarifications meetings.
 Prepare a comprehensive tender technical analysis and report including a detailed check on
arithmetic errors, any inconsistencies in quantities, commenting on technical qualifications.
 Submit a recommendation on the findings as to the most advantageous Bidder for Owners
approval.
 Submit the Bidding Documents deliverables based on the attached list and timelines.

GENERAL OBLIGATIONS

 Attendance to the progress meeting and periodic site inspection.


 Attendance to separate meetings and site inspection as called for by the Owner.
 The contractor shall assure that all works are performed in compliance with the local
regulations, laws that relate to the site preparations.
 The contractor shall obtain permits or authorization needed to carry out the work under this
contract.
 The contractor shall submit a work schedule for the site preparation and completion of all
civil works.
 Issue supplementary drawings when required by the Owner.
 Participate in the Final Inspection, Testing, Commissioning, and Acceptance of the project.
 Submit the Construction Documents deliverables based on the attached list and timelines.

OWNERS RESPONSIBILITIES

 Upon agreed of the Fee Rates, the Owner will issue the corresponding Purchase Order
(PO) and Formal Notice to Proceed.
 Initiate introduction of the Contractor to all concerned parties in the project, taking into
consideration the authority and limitations, functions and responsibilities in relation to the
engagement with the project.
 Furnish the Contractors Staff with the necessary endorsement for the Temporary Access
Pass and other documents that will provide full access to the project site.
 Furnish the necessary information such as projects requirements, progress plans and layouts
that are needed for the performance of the services.
