Background of Film Institute

For over 120 years, film has become the dominant cultural form of the 21st century, evolving across genres and platforms. Despite its ubiquity and importance culturally, historically, socially, and artistically, film education has remained underdeveloped in most European education systems. This document outlines the background and purpose of establishing a film institute to provide appropriate recognition of film's importance and support film education, beginning with theoretical study and evolving to combine theory and practice over time. Film institutes began in the 1880s and expanded in the 1920s as commercial filmmaking grew, with hierarchical career paths developing and degree programs established in later decades.

BACKGROUND OF FILM INSTITUTE:

For over 120 years, film has evolved across different genres, modes, and platforms
to become the dominant cultural form of the 21st century. Over that time, film has
developed its own language, one that is highly complex, sophisticated, immensely
powerful, and like all languages, still evolving. In cinemas, online, on television, in
art galleries and through spectacular immersive experiences, film has become
almost important in our lives.
But despite film’s ubiquity, its complexity and cultural richness, its social, historical
and artistic importance, it has remained relatively marginal and underdeveloped
in most European education systems. This is not to deny film education’s long
history, nor the inspiring work of many people in many countries across Europe; but
this work has only reached a few, when it is the birth right of all. Appropriate
recognition of the a lot of importance of film is long overdue in our educational
systems and practices. Nothing less will do for the children and young people of
Europe.
This Framework seeks to support such a change. It was drafted in response to the
first of 12 recommendations made in the research report Screening Literacy, funded
by the European Commission, and published in 2012:
The idea of film institute began theoretically first all the education was initially
given theoretically only later on with time it turned-out be the combination of theory
and practical combined. This idea of film instate came into function first in 1880’s.
