RESOLUTION
DIRECTING THE SENATE COMMITTEE ON PUBLIC ORDER AND
DANGEROUS DRUGS TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION,
ON THE STATUS OF THE PHILIPPINE NATIONAL POLICE REGULAR
RECRUITMENT PROGRAM WITH THE END IN VIEW OF ENSURING THE
ATTAINMENT OF THE IDEAL POLICE TO POPULATION RATIO OF ONE
POLICEMAN FOR EVERY FIVE HUNDRED PEOPLE AND TO PROMOTE
TRANSPARENCY IN THE UTILIZATION OF THE ALLOCATED FUNDS FOR ITS
PURPOSE

WHEREAS, Section 5, Article II of the Constitution states that: "The


2 maintenance of peace and order, the protection of life, liberty, and property, and
3 promotion of the general welfare are essential for the enjoyment by all the people of
4 the blessings of democracy;"
5 WHEREAS, the Philippine National Police (PNP) is mandated by the
6 Constitution to conduct law enforcement activities and to ensure peace and order in
7 the country;
8 WHEREAS, in the fulfillment of' the PNP's mandate, the institution needs
9 adequate manpower to achieve the ideal police to population ratio of 1 policeman for
1o every 500 people;
11 WHEREAS, the PNP currently has 192,572 uniformed personnel performing
12 duties in different Police Regional Offices, National Support Units, and at the
13 National Headquarters, equivalent to a police to population ratio of 1 policeman for
14 every 554 people;
15 WHEREAS, given the current PNP personnel strength, there are only 128
16 policemen assigned for each of the approximately 1,500 municipalities in the
17 country;

WHEREAS, since 2012, the Department of Budget and Management has been
2 authorizing the recruitment of 10,000 additional policemen every year by providing
3 the PNP an annual budget for its Regular Recruitment Program;
4 WHEREAS, it is imperative for Congress to determine if the PNP has actually
5 hired additional policemen given the funds allocated for its recruitment program in
6 the past years;
7 WHEREAS, in the interest of transparency, it is necessary to inquire on the
8 status of the recruitment of policemen, and the utilization of funds allocated for the
9 purpose: Now, therefore, be it
10 RESOLVED BY THE SENATE, as it is hereby resolved, To direct the Committee
11 on Public Order and Dangerous Drugs to conduct an inquiry, in aid of legislation, on
12 the status of the Philippine National Police Regular Recruitment Program with the
13 end in view of ensuring the attainment of the ideal police to population ratio of one
14 policeman for every five hundred people and to promote transparency in the
15 utilization of the allocated funds for the purpose.
