(DOMEX).

2. Anent above references, the following Essential Elements of Information


(EEI’s) were gathered through the conduct of DOMEX on pertinent documents
retrieved by Action Agent (AA) Kalim Ali (documented AA for Special Intelligence
Project (SIP) ”AMIR” and a ranking BIFF base commander from Maguindanao)
surrounding the alleged Bangsamoro Islamic Freedom Fighter (BIFF) and Abu
Sayyaf Group (ASG)pledged allegiance to the Islamic State (IS);

I. Description of Document

The duplicate document as presented by AA Ali is a nineteen (19)


paragraphed, two-paged black and white print-out after meeting report dated
160245H August 2014, containing information on the BIFF and ASG pledged
allegiance to the cause of IS.

II. Mode of Acquisition

AA Kali covertly handed down the document to his Agent Handler (AH)
Amir during a contact meeting (CM) held last 170300H August 2015 in one of the
designated safe house situated at Mamasapano, Maguindanao. Upon
acquisition, AH immediately contacted his Case Officer (CO) DELTA
NOVEMBER to surrender the duplicated document for processing. The personal
meeting (PM) was pre-arranged at McDonalds, Matina Town Square, Davao City
on 172000H April 2015.

III. Findings

After document exploitation (DOCEX) was performed on the acquired


document, the following findings were made:

1. The ASG and BIFF released a video copy of its pledged allegiance
with the international jihadist group named Islamic State (IS) headed by Abu
Bakar Al-Baghdadi. The same radical group that is now conducting atrocities in
large areas of Syria and Iraq. The said clips were uploaded last 15 August
2015 on the video sharing site YouTube.
2. On the BIFF side, a BIFF Spokesperson named Abu Misry Mama
made a telephone call to the Armed Forces of the Philippines (AFP) declaring
their alliance with al-Baghdadis’s radical group. The document also disclosed
that the BIFF uploaded the video at YouTube on 13 August 2015. Abu Misry
further discussed with the AFP.
3. Although the BIFF attest their support towards IS, the group do not
have the intention to enforce radical IS brand of Islam in the Southeast Asian
Region, such as: beheading, mass executions, and taking of child bride.
4. Further, the BIFF did not sent additional Mujahedeen fighters to
Syria and Iraq, nor they were recruiting individuals to fight for IS overseas. The
group is currently involved in extortion activities to support its operational
activities. However, the group is willing to send a BIFF member abroad to
support IS when deemed necessary.
5. The ASG linked video that was uploaded in YouTube tagged the
group’s senior leader Isnilon Hapilon reading a statement of adherence to IS.
The United States (U.S.) considered the ASG as a foreign terrorist
organization engaged in numbers of beheading, bombings and kidnapping in
several regions in country. Hapilon as of date have a five (5) million dollar
($5,000,000.00) bounty over his head.
IV. Conclusions

1. The Muslim militant group based in the country will continue to


exploit the current issue pertaining to IS in order to gain international support,
propagate and entice other Muslims to join their cause for an independent
Islamic State in the country.
2. In response with BIFF and ASG’s claim of allegiance with IS, the
AFP avowed that there are no evident information available that will prove the
existing BIFF and ASG fighter sent to fight with IS abroad. The AFP in return
provided no other response with the issues surrounding the propaganda video
uploaded in YouTube.
3. The United Nation (U.N.) Security Council unanimously agreed to
weaken the IS movement in Iraq and Syria by cutting-off the financial flow of
the radical Islamic group. On the other hand, the Philippine government and
the AFP is conducting extensive efforts in monitoring any possible or existing
threat emanating from the local Muslim extremist group related with IS.

V. Recommendations

1. Maintain the strategic monitoring of known BIFF and ASG


members, its representatives and allied groups through the use of AA Ali under
SIP “AMIR.”
2. Maintain an inter-agency cooperation and relationship amongst the
Intelligence Community and government agency to monitor and detect future
BIFF and ASG plans in relation with the IS campaign.
3. A sustained joint intelligence operation or activities should be
sustained, to determine veracity of the BIFF and ASG alliance with IS.
4. Provide or propose possible counter actions within the Intelcom for
continued monitoring and finding more leads to information.
