Gicumbi District is rapidly growing in term of settlement conditions, the reason why the physical detail
plans is very necessary for harmonisation and categorises different land use. Refer to letter from
Gicumbi District, 3 urban master plans were received by RLMUA staff and analysed positively.
This assessment highlight risks and summarises the findings on the issues that have to be addressed
before linking these land use plans into LAIS and land use harmonisation

water and electricity distribution inside the site, we advise Gicumbi district to establish clear legal
framework relating to radical terraces enhancement.

Proposed electrical, roads and water ways are polylines, we advise Gicumbi district to
transform into polygons for easy calculation of the total area that will be covered by these
facilities.

new geodatabase so that each parcel for residential will have access to road, water and
electricity
+ Inzoning, no planned for mixed houses, 4 in one to 16 in one

Roads are not planned as a land use. This has effect of not be able to calculate areas affted to
infrastructure roads.
- Lands affected to road reserves as National Road and District Road Class 1 is 22 m from road
centrelines. These road reserve is totally violated in Rubaya sector by this land use plan.
- Infrastructures and services are planned for promoting economic development for the country,
referring to this plan, some were planned in the areas already occupied by existing forests,
unfavourable land (steep slopes).
> Gicumbi district is advised to respect road reserves’ land for conflict resolution and land use
harmonisation,
> Gicumbi district is advised to extract connectivity of infrastructures and services for rapid district
development.

¥, Due to projection errors, some of the layers were found unable to display any information at all: High
density, high density, Low density, Medium density, medium density» To solve this issue, Gicumbi District is advised to review plans and solve all land use zoning
conflicts, and the District Council to decide which plan to be implemented in a specific portion
of lands within the plans or demonstrate the resolution of the District Couneil approving
changes.
Conetusion:
Y Submitted land use and urban development plans by Gicumbi District are of poor quality to
be integrated into LAIS. Integration should raise more challenges than solutions.
Land use change should be deeply studied and analysed for integration into the Land
Registry - LAIS
Y Gicumbi District is advised to change land use for small portion of lands (zoning) indidually
after cleaning and evaluating all evoked issues in this Analysis Report.
Y In most parts of existing agriculture lands and infrastructures, the land use and urban
development plans of Gicumbi District do not comply with the Ministerial Instructions N°

Today, Gicumbi district still facing land shortage due to steep slope, 689 ha of land, were planned as.
green space in areas today occupied by residential houses and agriculture land. This will rise land use
conflicts during plan implementation and integrating in LAIS system.
