The Directorate General of Human Settlements, Ministry of Public Works and Housing now invites eligible
consultants to indicate their interest in providing the services. Interested consultants must provide specific
information which demonstrate that they are fully qualified to perform the services Consultant will provide technical
assistance and logistical support for the assessment of the initial impact of the project and the preparation of project
completion report including: (i) design and implementation of a high quality impact evaluation, (ii) assessing the
impact of project interventions on poverty reduction, gender development, community empowerment, local
governance improvement and socio-economic conditions in targeted neighborhood, (iii) determining whether the
Project had impact on governance practices and community empowerment focusing on participation, transparency
and accountability, particularly in the implementation of development projects, and (iv) assessing the impact and
utilization of investment. The consultant will be assigned for approximately 6 months.

Consultants may express interests in the forms of association, validated by an agreement among members of the
association which clearly specifies the type of association, i.e. a joint-venture.

The Consultant will be selected using Quality and Cost Based Selection (QCBS) Method referring to presidential
regulation No 54/2010 of the Republic of Indonesia dated 6 August 2010, as amended from time to time and
“Guidelines on The Use of Consultants by Asian Development Bank and Its Borrowers, March 2013” including
revisions, if any. The method consist of :
a. Evaluation of EoI (prequalification to determine shortlist)
• The consulting firms are require to sumbit EoI and evaluation will be carried out by the following major
criteria:
- Technical Competence (similar assignments, experience in similar region/project location, project
reference)
- Management Competence (assesed upon of qualification consultant following qualification data
information and ADB EoI Form). EoI from the consulting firm will be rejected if it or its associated firm
has been debarred by the GOI or the ADB.
- Geographical Competence (assesed upon years of experience in national level (Indonesia) since firm’s
establishment, number of experience in project location (province level), permanen office in national
level (Jakarta)).
b. Evaluation on Technical and Financial Proposal
The consulting firm that determined as shortlist will require to upload technical and financial proposal based on
RFP to be evaluated further by the procurement committee.

Procurement schedule for this package (particularly duration for each phase of the schedule) is complied with the
ADB Procurement Guideline and described in the SPSE of Ministry of Public Works and Public Housing (MPWH).

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public
Works and Public Housing (MPWH) to register and to submit the documents (https://spseicb.pu.go.id/eproc-icb/).

II. Evaluation Criteria for Prequalification

The Expression of Interest will be evaluated on technical competence, management competence are consists of
project experiences, firm legal status, firm certificate, and firm administration data.

Partcularly for community based project. Other experience related to project management for community based
