Chapter 1

A. THE PROBLEMS AND ITS SETTING

a. Introduction of the study


An automobile is a road vehicle, usually with four wheels and powered by an internal
combustion engine, designed to carry a small number of passengers. (Microsoft Encarta, 2007)

Automobiles changed the world during the 20th century, from the growth of suburbs to the
development of elaborate road and highway systems, the so-called horseless carriage has forever
altered the modern landscape. The manufacture, sale, and servicing of automobiles have become
key elements of industrial economies. But along with greater mobility and job creation, the
automobile has brought noise and air pollution. Automobile accidents rank among the leading
causes of death and injury throughout the world. But for better or worse, the 1900s can be called
the age of the automobile, and they will no doubt continue to shape our culture and economy
well into the 21st century. (Microsoft Encarta, 2007)

One of the problem in Zamboanga City is the increasing number of vehicles that doesn’t have
enough parking spaces especially in the City proper which lead to the people to park their
vehicles on street sides resulting heavy traffic in the city. The automobile and the parking lot
dominated the pedestrian and the sidewalk spaces, whose diminished vitality further encouraged
widespread automobile use. As a result, the parking lot or lack of it became one of the defining
features of Zamboanga city.

Based on the 2015 Census of Land Transportation Office (LTO) there are 79,975 numbers of
registered motor vehicles for the month of January – December 2014 to January – December
2015. There are 78,730 Private and Public Vehicle Owners. The vehicles’ owner feels
comfortable to park their car wherever establishment had its own parking lot like Mindpro and
Southway. While, others only park their vehicles beside the establishment which caused difficult
access for every cars passes through the road beside each establishment.

Recently, Zamboanga City is still facing this problem. The researchers come up with a solution
to propose a Multi-storey Car Park Complex. Car Park Building will help to improve the
development in Zamboanga City because business transaction and importing goods will go
smoothly and hassle will be avoided thus limiting consumption of time in staying longer in the
city proper. It will also minimize the traffic congestion and provides enough parking space for
cars on multiple levels stack vertically to maximize the number for parking area and minimize
the land usage.

b. Statement of the problem
The Zamboanga City in terms of shortage of land for expansion purposes cannot be
overlooked, hence the congestion in terms of housing, shops and markets, traffic and other land
uses competing for limited land space hence a multi-storey car park complex is proposed.

The City Proper is the most crowded place in Zamboanga City where major problems
occur here, the specific problems are the traffic congestion, on-and-off street parking and the
accessibility problems.

c. Architectural Thesis Goal/Objectives/Strategies
The aim of this research is to effectively manage space by the design of a multi-level car
parking decks to curb the automobile litter in the high density central cores with
particular reference to City Proper, in a quest to effectively manage what is left of the
spaces in urban centers.
A study of the traffic situation in the perimeter of the City Proper including the volume of
cars going to business areas, market and also offices which is quite high is made to provide an
insight into how an architectural solution can be arrived at, so that parking problems can be
greatly reduced.

Furthermore, the objectives could be stated as follows:

 To design a multi-storey car complex which would cut down the amount of open land
space used as parking through vertical arrangement of parking stalls in storey above each
other.

 To provide an establishment that would reduce environmental damage and give the user a
sustainable good ambiance.

 To provide an establishment that would give enough secure, accessible and safe parking
spaces that would satisfy the user and lessen the street side parking.

d. Scope and Limitation

The scope of this research shall be restricted to:
 Space planning and management in the design of a multi-storey car park complex.

 The design shall cover a detailed planning proposal for construction by the Zamboanga
City Government.

 The project is based on analysis of the case studies, interviews, etc. The scope of work is
based on the population it is intended to serve.

 A multi-storey complex that will serve as a commercial building, public building as well
as a car park generating revenue.

 The scope shall include: ancillary facilities such as

let-able shops, restaurant, lounge/ relaxation area, cybercafé, mini-garage, and car wash.

Other facilities such as ticketing booths, arrivals, departure, and information counters,

and offices spaces.

e. Purpose/Relevance/Signifance of the Study


The importance of such research work architecturally is the ability of buildings to adapt
to new challenges that increase in technology possess on it. Before now, buildings only
had the function of housing man and his other valuables. Increase in technology and the
advent of the automobile, ushering in the mass use of the automobile to the extent that it
begins to litter the environment, can be solved by adapting our building to house this
mess.
This research work would create a framework for the design of buildings that
would house not only man, but the monster he has created for himself in a bid to ease his
activities on the planet, creating the awareness that architecture should adapt to various
changes in function over time, providing solution to environmental problems in the
society.
Providing an Architectural solution for the development of Zamboanga City like a
vertical Car Park Building will provide space for public and private vehicles to avoid the
mentioned problem.

This study will also be beneficial especially to the commuters of public vehicles and
owner of private rides. The building will also give additional view in the city and minimize the
traffic congestion.

f. Assumptions
Multi-Storey Car Park Building is considered one of the solution in the problem of the
congested roads, parking on street side that cause heavy traffic in major and minor roads here in
Zamboanga City. This structures will also help in the circulation of over populated vehicles. It
will also help the development here in Zamboanga especially in business transaction and other.
The design of the Multi-Storey Car Park Building will use passive cooling for controlling heat
gained by cars and aesthetically pleasing in the view of the people.

g. Definition of terms and concept


Multi-Storey Car Park - A multi-storey car park is a building designed for car parking and
where there are a number of floors or levels on which parking takes place. It is essentially a

Passive Cooling - is a building design approach that focuses on heat gain control and heat
dissipation in a building in order to improve the indoor thermal comfort with low or nil energy

Green Walls – is a wall partially or completely covered with greenery that includes a growing
medium, such as soil. Also known as living walls or vertical gardens. These give insulations to

B. REVIEW OF RELATED LITERATURE AND STUDIES


Multi-storey Car Parks are unique buildings in which all elements of the structure are normally
exposed to the public. Little weather protection is required and the top floor is generally
uncovered. Multi-storey Car Parks are commonly found at railway stations, airports, hospitals
and city centers. Car Parks should be easily identifiable for potential users but at the same time
be integrated in the overall urban design. Car Park structures are usually above ground normally
as permanent structures, although there is growing demand for temporary/demountable car
parking. They form parts of mixed-use developments, retail and entertainment centres. The car
Park building can be used for a number or combination of uses, like provision of parking facility,

Car Park inside a building is becoming popular because it is user friendly and prevent vehicle
from exposing to the sunlight, especially in the place where parking lots are high demand. This

type of Car Park possesses a parking guidance system that primarily based on the uses of
message signs to give drivers information regarding parking availability inside the car park.

Car Parks have always been many customers’ first point and contact with a retail and leisure
destination. In urban and city centre locations, the building should blend into the environment or
as is often the case where planning allows, contemporary innovative envelope design is used to

The Car Park building is one way of resolving traffic problems due to private cars parking on
street sides that causes crowded roadways, pollution and congestion. And it is the first building
many visitors to a venue or town or city centre come into with and first impressions count, the

A multi-storey Car Park provide lower building cost per parking slot, as they typically require
less building volume and less ground area than a conventional facility with the same capacity. A
multi-storey Car Park offers greatest possible flexibility for the realization of optimum parking

D. METHOLOGY OF RESEARCH

Information for this research work shall be obtained by a combination of methods


classified under the descriptive methodology and divided into both the primary and
secondary sources.

Primary source
Primary sources for data include those methods whereby information is gathered
direct from source for this work by the following methods:
Interviews: This method covers the collection of information from the people who has the idea
about the proposal and people directly involved or affected by the research problem. This is to
include a random sample of car owners who work daily within the City Proper, car park security
men who monitor the cars parked within the car parks and the movement pattern of these cars,
local government officials for City Planning who may be able to give out information.
The following are the people who gave us the information we needed:

Veterans Ave., Brgy. Tetuan, Zamboanga City.

Land Transportation Office


- The researchers collected data about the no. of registered vehicles in Zamboanga City.
Survey: This method used by the researchers tried to gauge the time vehicles that are occupying
the proposed road and what time the road is less occupied.

Secondary sources of information shall be from already collected data through the internet.

the proposed site.
