SUMMARY FOR THE CHIEF MINISTER

SUBJECT: CREATION OF 965 POSTS ALLIED HEALTH PROFESSIONALS IN 25

DHQ HOSPITALS AND 15 THQ HOSPITALS OF PUNJAB

The cadre of allied health technologists is an important component

of the health delivery system. They render multiple services in the healthcare
system. However, over the years no attention has been paid to the induction of
qualified, well trained and educated technologists. As a result thereof, theirs •
have been reduced to a cadre, incapacitated to handle the modern and complex
challenges of medical technology. Currently, the eligibility criteria for the allied
health professionals requires them to possess a diploma in the relevant field.
Over the past few years, various universities have started offering 4 year's B.Sc.
(Hons) program in various trades of allied health technology. It is high time that
the government decides inducting qualified, trained and motivated allied health
professionals in (BS-17). As the revamping exercise of 25 DHQ and 15 THQ

)1 1/1 \\)Hospitals is underway the department intends to launch a new cadre of allied
health professionals in various disciplines in these 40 hospitals.

2. The department has made a detailed analysis of issue both from

the supply and demand sides and the department is of the opinion that sufficient
number of qualified allied health professionals is available in the market who
have done B.Sc. (Hons) in various fields of medical technology. Thirteen (13)
fields of allied health technology are necessary for every DHQ Hospital which
include Optometry, Medical Imaging Technology, Medical Laboratory
Technology, Nutrition, Clinical Psychology, Speech Therapy, Operation Theatre
Technology, Dental Technology, Emergency medical Technology, Renal/
Urology Technology, Anesthesia Technology, Audiology Technology, Respiratory
Therapy. Whereas (10) fields of allied health technology are required for each
THQ hospital which include Optometry, Medical Imaging Technology, Medical
Laboratory Technology, Nutrition, Operation Theatre Technology, Dental
 Technology, Emergency medical Technology, Renal/ Urology Technology,
Anesthesia Technology, Respiratory Therapy.
3. It is proposed that a total number of 965 posts of allied health
professionals in (BS-17) may be created in these 40 hospitals through
supplementary grant in the CFY 2016-17 as per the details attached at
(Annexure-A). The qualification criteria has also been mentioned therein. The
distribution of 965 vacancies in 25 DHQ Hospitals and 15 THQ Hospitals is
attached at (Annexure-B). The cost of these posts comes to Rs. 127.924 million
for the current financial year 2016-17 (Annexure-C). It is further proposed that
the recruitment against these posts may be made on contract basis for a period
of 2 years initially through a third-party testing service of national repute.
Meanwhile, in anticipation of expiry of the contractual period, the case will be
referred to Punjab Public Service Commission for regular postings so that the
service delivery does not suffer.
The Chief Minister may approve the creation of 965 posts of allied
health professionals (BS-17) in 25 DHQ and 15 THQ hospitals of Punjab at a
total cost of Rs 127.924 Million during the current financial year 2016-17 through
the supplementary grant. Furthermore the permission may also be granted to
initiate the process of recruitment against the proposed 965 new posts of allied
health professionals through a third-party testing service of national repute.
Proposal as contained in Para- 4/ ante is submitted for approval of
Chief Minister.
