Policies on Restraint and Seclusion

Physical restraint refers to an immobilization of movement. Physical escort means

temporarily restraining a student by holding them. Mechanical restraint is to use some means to

restrict movement. Restraints do not include assistive technology designed or prescribed to

improve a student’s condition or mobility. Seclusion is forced isolation (does not mean time

outs.)

Restraint and seclusion should only be used when every other measure has been

exhausted, and when there is risk of harm to the student or others. Never use it as a means of

punishment, discipline, or coercion. Never use mechanical restraint. These principles apply to all

students (with or without disabilities.) Restraint and seclusion should only be implemented in an

IEP under emergency measures, if at all.

Parents should be informed of school, state, or federal laws pertaining to restraint and

seclusion. They should be notified each time their child is restrained or isolated. Instances

should be recorded in writing and include time, location, persons, notification, triggers, de-

escalation, restraint/seclusion, injuries, damages, monitoring, debriefing, policies, and plans for

BIP.
