Roxas, who is set to resume leading on Monday the investigation by the Senate trade and
commerce committee into the troubled pre-need industry, lashed at Legacy founder Celso

spare them,'' he said in a statement.
Roxas said he got wind of the police and military's investment into the Legacy pre-need
programs after getting a letter from detained Col. Ariel Querubin, who informed him
about soldiers buying Scholarship Plan Philippines Inc., policies through monthly
payments to the Armed Forces and Police Savings and Loan Association Inc, (AFPSLAI).
Querubin, who is awaiting trial for his involvement in an alleged coup attempt in 2006,
also bought an SPPI plan in 1999.
Citing a report from AFPSLAI, Roxas said 12,047 soliders and policemen paid out a
whopping P317,556,356, through salary deductions.
