1. Web-Based Billing and Collection System for a Municipal Water and Services
Unit

The Government Unit already has a billing system in a spreadsheet form that is
used to collect, organize and place data in neat columns and rows and are sorted as well
by its information type. However, spreadsheets are difficult to use most especially in
making up-to-date reporting.

Spreadsheet system has its disadvantages such as it is difficult to manage, test,


and optimise more advanced pricing strategies, the threat of introducing mistakes and
compromising reliability, the obvious absence of limitations that make it so simple to
change formulas, values or dependencies without detecting them and most especially,
troubleshooting any questionable data. Specifically, the meter measurements of the water
consumption of the customer were very tedious for the user to find and customer
information encoding as well. Another issue is the generation of reports they were unable
to provide as it is difficult for them to scan individual customer tables.

A Municipal Water and Services Unit's web-based billing and collection scheme is
a system intended to address the problem of a municipal water unit. The system consisted
of billing, collecting, storing documents in a database, and generating reports.

The system does as follows:


● The system produces a billing declaration that shows the water consumed and its
price.
● The collection includes the recording of consumer payments as needed by the
treasurer's department of the unit.
● The documents of transactions are stored in the database of the system.
● Report generation as required by the unit for decision-making purposes and
monitoring of periodic transactions as required or required by the local government
decision-making body.

Meter reading will be paperless using the technology. Through the Internet; end-
users and water users/customers can communicate and perform transactions that enable
them to be effective in their day-to-day tasks, whether at the office or home.
2. Wireless Distributed Energy Billing System

Homeowners controlling their household appliances and helps the companies


utility in managing their electrical energy consumption using SMS messages which are
integrated by wireless multi-services solution according to A.R Al-Ali(2006). A single-chip
microcontroller and GSM-modem is used to handle the process in which it sends the
power usage via SMS also the appliance status,

The controller consists of a single-chip microcontroller and GSM-modem to handle


the process at the consumer side. A server consists of a high-end PC and GSM-modem
installed at the electrical utility headquarters to handle the energy billing system.

The Wireless Distributed Energy Billing System utilizes the readily available GSM
network as a communication service provider thus it can reduce cost and portability, a
field note stated by “GSM-based Embedded Water Meter System”. A prototype has been
designed, built, and tested in the lab. The server can handle more than one consumer,
and this gives the system a distributed property.

3. Central Billing System for Personal Bills

According to Yi Sa Huang and Bin Wang (2014) a billing system which can get all
bills from one individual client from different associations and combine the bills into one
last bill, giving a helpful path to the individual client to deal with his/her bills on time.

Individuals nowadays get a ton of bills, alternate bills have distinctive installment
cutoff times and late installments, as a rule, bring about significant punishments.
Moreover, if someone neglects to take care of the tabs in time for various occasions,
his/her validity will likewise be seriously harmed, bringing about obstructions in his/her
future budgetary applications, e.g., house advance applications and vehicle advance
applications.

Central Billing System for Personal Bills is a system designed to deal with all the
individual bills is incredible use to people who have various charge cards and then have
more than one bill to deal with consistently. In this paper we propose a plan to make a
focal charging framework which can get all bills from one individual client from different
associations and unite the bills into one last bill, giving a helpful path to the individual
client to oversee his/her bills on time.

4. eBilling and Collection System


The significance of computer application is growing day by day, according to
Aquino (2005)[4]. Winning organizations in the Millennium's recent centuries are those
ready to incorporate business strategy and computer information technology into their
respective company practices.

GSIS Electronic Billing and Collection System (eBCS) is a web-based application


system that will enable Remitting Agencies to download their respective Electronic Billing
Files and upload their Electronic Remittance Files where it could be validated for errors
and accept collections on Remitting Agency payment thru a conduit bank by Online
Payment. This system gives an impact of the eBCS existing process that could generate
a receipt of Billing Files, prepare the Billing Files, pay dues and transmit Electronic
Remittance Files, post payments and address discrepancies noted between Remittance
Files against Billing Files.

5. GrowthForce Billing and Collections

Scott (2011) asserts that automation improves information accuracy as human


error is less likely to occur. As the billing system is very tricky, beginning with network
components that make use of the billing system for collecting, mediating, rating and
invoicing usage.

With two levels of role-based permissions for the approval and payment
