Lesson 13 Planning and Resource Mobilization
Planning – pertains the process of formulating plans, wherein setting goals, developing activities and
strategies, establishing policies and procedures, phasing of implementation, and allocating resources
are involved and would support the whole plan and its implementation (United Nations Development
Programme, 2009)
Participatory Action Planning (PAP) – a kind of planning truly fits for community development which
gives importance to and practices genuine involvement and active participation of different
stakeholders.
- PAP employs a bottom-up type of planning. In the bottom-up approach, the empowerment of the
community is developed, while the rights of the community members are practiced, respected and
recognized.
Steps and Guidelines in Participatory Action Planning (Higgins and Tonnes, 2010)
Resource mobilization plays an important role in advancing the programs, projects, activities of the
community or organization. It is important because it:
Helps and assists in the allocation of resources for group and sectoral development;
Facilitates the sustainability and development of projects, programs, resources and
organizations;
Assists the community or organization in setting up the priorities and options to be undertaken.
