Citizen Facilitation Center

(CFC)

• Access the URL of CFC Management system. 
• Once you invoke the URL, Login page of CFC system will be displayed as shown below: 
 

Login to the website with the User Name and Password assigned to you. 
e.g. enter username as ‘chinchwad’ and password as ‘chinchwad’ for ‘Chinchwad’ CFC.

• Upon login, CFC Dashboard will be displayed giving status of various applications. 
• Current wallet balance is balance amount CFC has in it’s account with PCMC. This amount will 
change as you make any financial transactions.  
• If the balance goes beyond specified limit it will be displayed in RED and you cannot make 
further transactions (New Application, Acceptance of fees etc…) 
 

• One can check previously generated receipts/challans under respective columns 
• After clicking on Subject Name, one can see application details 
• ‘Pending with’ tells where the application is currently and who need to take the action  
• Status ( ःथती ) Indicates current status of the application 
• ‘कृ ती’ indicates what need to be done next

New Application: 

• For entering new application, click on ‘New Application’ sub menu from the ‘Application’ menu 
or click on ‘New Application’ button on the top right side of the home page. ‘अजाची मािहती’ 
page will be displayed. 
• ‘फॉम यु आयड ’ is unique number allocated to each service and marked on the printed 
application form 
• Your CFC name will be displayed and can’t be changed 
• On entering ‘फॉम यु आयड ’ subject related information will be populated  
• Enter details of अजदार (if mobile no entered is existing the applicant details are automatically 
displayed) and Click on ‘Save’ button. 
 

• In case any of the mandatory documents are not selected, mandatory information (Marked with 
*) is not filled or field validation failed, Error Message is displayed and application will not be 
saved. 
• Operator can attach scan copied of the documents, if required, by selecting the link provided

• Once you save the application successfully Initial Receipt will be generated and displayed with 
basic information 

 
Click on ‘Print’ link to take the print of receipt.

• ‘Challan’ link will be enabled for the respective application on the ‘Dashboard’. 

Challan Creation: 

• Click on ‘Challan’ link under ‘कृ ती’ column on the ‘Dashboard’. 
• An ‘e‐Challan’ page will be displayed. 

• Minimum amount to start the process is displayed against subject and user can’t change it 
• Click on ‘Submit’ button to create a challan. 
• Challan is generated in four copies and displayed as shown below:

• Once challan is generated, ’Receipt’ link will be displayed on the ‘Dashboard’ for the particular 
application as shown below: 

• ‘Challan’ link under column ‘Challan’ ‐>User can see the generated challan and can take print. 
• ‘Receipt’ link under column ‘Receipt’‐>User can see the generated receipt and can take print. 
•  ‘Subject’ link‐>User can see the details of application. 
 
Receipt Creation: 

• Click on ‘Receipt’ link under the column ‘कृ ती’. ‘Receipt’ page will be displayed. 

• Click on ‘Save’ button, the receipt will be generated and displayed.

Click on ‘Print’ link to take the print of receipt.

• After generation of second receipt (i.e. after paying mandatory processing fee), the application 
is ready for processing and can be forwarded to central cfc and ‘Paid’ stamp will be displayed on 
the challan to avoid duplicate payment.

•  ‘Outward To CFC’ link will be displayed under the column ‘कृ ती’ on the ‘Dashboard’. 
 

• Click on ‘Outward To CFC’ link under the column ‘कृ ती’ to start the application processing. 
• If the subject is under ‘HO’ application will be forwarded to HO‐Central CFC, otherwise if the 
subject is under Ward control one need to select ‘Ward’ before forwarding the application 
• Particular application will be forwarded to respective central CFC and will be removed from 
dashboard

• Login with an appropriate central CFC. 
 

• Home page of central cfc will be displayed.

• To revert the application to the CFC center due to any discrepancy click on ‘Revert’ link under 
the column ‘कृ ती’. 
• On revert, you will see the following screen. 

• Enter reason for reverting (mandatory) and Click on ‘Revert’ button to revert the application. 
• Particular application will be reverted to respective CFC and will be removed from dashboard 
• The same will be appearing on respective CFC’s dashboard for re‐processing 
 

To forward the application to respective department click on ‘Outward To Department’ link under the 
column ‘कृ ती’. 
• Particular application will be forwarded to respective department for processing and will be 
removed from dashboard

Login with department user credentials. 

Home page of department (Dashboard) will be displayed and forwarded application will be appearing. 

• Click on ‘Process’ to start the departmental processing 
• After completion of process, click on ‘Process Done’ link under the column ‘कृ ती’. 
• ‘Challan’ link will be displayed under the column ‘कृ ती’ on the ‘Dashboard’

Click on ‘Challan’ link under the column ‘कृ ती’ to create a department challan for collecting additional 
amount 

• Previous amount will display the amount already collected (as min amount) against the head 
• Enter the amount as required in the ‘Amount’ fields for the respective heads. 
• Click on ‘Save’ button. The challan is generated and displayed.

After generation of challan, ‘Outward Certificate’ link will be displayed on the ‘Dashboard’.

• Click on ‘Document’ link to upload a certificate. 
• Attachments page will be displayed to attach the Certificates, NOC etc. 
 

• Click on ‘Back’ link to go to the ‘DashBoard’. 
• Click on ‘Outward Certificate’ link to outward the application with certificate.

Login with Central CFC credentials. 

• Click on ‘Outward Certificate’ to outward the application to the appropriate CFC center. 
• The document link will be disabled till the amount is paid and receipt is generated

Login with cfc center. ’Receipt’ link will be displayed to the application. 

Click on ‘Receipt’ to create a receipt. 

Click on ‘Save’ button, the receipt will be generated and displayed.

After generation of receipt, ‘Paid’ stamp will be displayed on the challan.

• After payment, ‘Dispatched’ and ‘Document’ link will be displayed for the particular application 
mentioning certificate/NOC can be dispatched now 
• Certificate can be downloaded, printed and handed over to applicant

Once clicked on ‘Dispatched’ application is removed from dashboard and marked as complete.

Reports: 
To see the reports, click on ‘Report’ sub menu from the ‘Reports’ menu as shown below: 

List of reports will be displayed with ‘Show’ buttons. 

  

• To see the total number of applications of a particular cfc center, click on ‘Show’ button of ‘Total 
Application’. 
• ‘Department wise’ total number of applications will be displayed in the report. 
• Click on ‘Print’ link to take the print of report. 
• Click on ‘Back’ link to go to the report page.

To see the list of departments, click on ‘Show’ button of the ‘List of Departments’. 

‘List of Department’ report will be displayed.

To see the department wise pending applications, click on Show’ button of the ‘Department wise 
Pending Applications’. 

‘Departmentwise Pending Applications’ page will be displayed. Select department name from the drop 
down. 

Department wise pending applications count will be displayed as ‘Due Count’ and ‘OverDue Count’. 

Click on ‘Due Count’ , due applications will be displayed.

To see the head wise amount,Click on ‘Show’ button of ‘Head Details Report’. 

‘Head Details Report’ page will be displayed. 

Select proper ‘From Date’ and ‘To Date’ fields and click on ‘Show’ button.

• To see the CFC center daily challan report, click on ‘Show’ button of ‘CFC Challan Report’. 
• ‘CFC Center Daily Challan’ page will be displayed. 
• Select  ‘ वभाग ‘ , enter proper date and click on ‘Show’ button. 
 

• CFC center daily challan report will be displayed. 
• Click on ‘Print’ to take the print of report .

To see the department wise application report, click on ‘Show’ button of  ‘Departmentwise Application 
Report’. 

• ‘Departmentwise Application Report’ page will be displayed. 
• Select proper date and click on ‘Show’ button.

To see the wallet ledger report of a particular CFC center, click on ‘Show’ button of ‘Wallet Ledger 
Report’. 

‘CFC Center Wallet Ledger Report’ page will be displayed. Select proper ‘From Date’ and ‘To Date’ ,click 
on ‘Show’ button. ‘Report of Wallet ledger’ of a particular cfc will be displayed.

To Search the particular applicant, Click on ‘Search Applicant’ sub menu from the ‘Application’ menu. 

‘Search Applicant’ page will be displayed with the search criteria fields.e.g. Application no.,Challan No. 
etc. 

Enter one of the search criteria or all fields to search the applicant. 

Particular application will be displayed with ‘New Application’ button. 

Click on ‘New Application’ button, ‘New Application’ page will be displayed as shown below:

Online Registration: 

• Click on ‘Registration’ link on the login page. ‘Registration Form’ will be displayed. 
• Enter all the details for registration as mobile number, email_id etc. 
• Click on ‘Submit’ button. ‘One Time Password(OTP) will be sent to the respective mobile number 
and email_id. 

Enter OTP to the field and click on ‘Submit’ button.

‘Processing Registration’ page will be displayed with ‘User Name’ and ‘Password’. 

• Click on ‘Proceed to Login’ button to go to the home page of citizen. 
• New Application page will be displayed as shown below 
• Citizen MUST select CFC center as further processing will be handled by that CFC
