ORIENTATION ON DO 48, s. 2016, OR THE POLICY
AND GUIDELINES ON COMPREHENSIVE TOBACCO
CONTROL

Date: September 26, 2019

Venue: Ilwas Elementary School, Ilwas, Subic, Zambales

Objectives:
The orientation aims to:
A. Educate and inform all students, teachers, and non-teaching
personnel on the hazards of tobacco use and exposure to second-hand smoke,
adverse socio-economic and environmental consequences of tobacco
production and consumption, and tobacco control policies and tactics of the
tobacco industry.

B. Make effective cessation intervention services available and


accessible to all students, teachers, and non-teaching personnel in need of such
services.

C. Facilitate enforcement of tobacco control policies in schools such


as absolute smoking bans, access restrictions, ban on sponsorships, including so-
called CSRs of the tobacco industry, outdoor advertising ban, the ban on
promotional items for minors, and sampling restrictions, as well as protection
against tobacco industry interference.

D. Ensure strict implementation of policies on the protection against


tobacco industry interference in the Department.

Part II:
NARRATIVE REPORT

1. Introduction

The Department of Education (DepEd) reaffirmed its strong commitment to


continue its fight against smoking, and to promote a healthy environment in and
around schools and DepEd offices during the Tobacco-Free Generation (TFG).

This school year, the Department also rolled out EskweLABAN sa Sigarilyo, a
project implemented in partnership with the Tobacco-Free Kids Action Fund,
aimed at strengthening the implementation of the Department’s comprehensive
tobacco control policy in all schools nationwide.

Through DO 48, DepEd also prohibits the establishment of Designated


Smoking Areas in schools and all DepEd offices, as mandated by the law. The
school principal, shall report violations of the absolute smoking ban in the premises
of schools, and of the ban on the sale, advertisement, and promotion of tobacco
products in and within the 100-meter perimeter of the premises of all schools.

The orientation aims to (A) Educate and inform all students, teachers, and
non-teaching personnel on the hazards of tobacco use and exposure to second-
hand smoke, adverse socio-economic and environmental consequences of
tobacco production and consumption, and tobacco control policies and tactics
of the tobacco industry. (B) Make effective cessation intervention services
available and accessible to all students, teachers, and non-teaching personnel in
need of such services. (C)Facilitate enforcement of tobacco control policies in
schools such as absolute smoking bans, access restrictions, ban on sponsorships,
including so-called CSRs of the tobacco industry, outdoor advertising ban, the
ban on promotional items for minors, and sampling restrictions, as well as

(D) Ensure strict implementation of policies on the protection against tobacco
industry interference in the Department.

These guidelines also cover all private elementary and secondary students
and school officials, visitors, and other persons who are within the premises of
DepEd offices and elementary and secondary schools.
2. Narration of Accomplishment in accordance with activity
matrix and schedule

The School Health Coordinator, Grace A. Pelobello together with the


advisers of Grades 4-6 organized an orientation on THE POLICY AND
GUIDELINES ON COMPREHENSIVE TOBACCO CONTROL . The program
started at exactly 8:00 in the morning with a MOL.

The topic about tobacco control was discussed by the School’s


Health Coordinator, Grace A. Pelobello followed by the on the spot poster
making on how to prevent smoking and to have a healthy lifestyle.

The activity ended ensuring that the school is a smoke-free place


and the learners will have a healthy lifestyle through a balanced diet,
exercise, and practice of no smoking. Evidences for the activity are
attached herewith.

ORIENTATION ON THE POLICY AND GUIDELINES ON COMPREHENSIVE
TOBACCO CONTROL

THOUGHT FOR THE DAY: EKWELABAN SA SIGARILYO. Mrs. Grace A. Pelobello, School
Health Coordinator shares one of the health programs of the Department of
Education (DepEd) which is the fight against tobacco.
ALL EARS. The participants actively participate in the discussion on how to prevent
smoking and everybody shows enthusiasm on sharing their own point of view.
BELIEVE IT OR NOT. Mrs. Pelobello tells that everyone has a big role in keeping Ilwas
Elementary School a smoke free area. She expects every learner to show
awareness on how to prevent smoking after the session.
DON’T EVER TRY. Mrs. Pelobello ends the session with hope that every learner was
encouraged not to try smoking and be one of the supporters of the DepEd’s
EskweLABAN sa Sigarilyo.
