LACK OF WATER SUPPLY IN BARANGAY BALAGTAS,


MATAG-OB, LEYTE

I. INTRODUCTION OF THE PROBLEM
Water is our past. Water is our future. Without it, we cannot survive, and there are
no alternatives. Many people have likened the issue of water scarcity to our current
economic struggle over petroleum. Without petroleum, we can’t drive our cars, and maybe
we have to walk to school or work. This is not the case for water, as we are not dealing
with simple inconveniences (as grandiose as they may be), we are dealing with the issue
of sustaining life itself.

Water is a basic need that must be provided to all the citizens and this is an obligation on
the side of the government according to the constitution of the Republic of South Africa,
of 1996. According to this constitution, people must be free from contamination.
Insufficient water in the body may lead to dehydration and this kind of situation may be
deadly. All the above facts necessitate effective service delivery from the Municipality to
the communities under its jurisdiction. Municipality of Matag-ob, Leyte also, has a
responsibility to supply water to the different barangay under its jurisdiction including
Brgy. Balagtas which is the focus of this problem.

The water shortage, referred to in this study, is crucial for basic household needs
such as washi frong, cooking, drinking and sewage systems. The households in this
barangay solely depend on the Municipality for basic services such as water supply. The
sources of this water is Baraks Dam. Between 2012 and 2013 this water used to reach
all the households in Brgy, Balagtas through pipes to the taps in their yards. however
currently many people are seen carrying water containers up and down dragging water
from other sources in the barangay, neighboring towns or villages. This situation depicts
an inadequate supply of water in the barangay, which promoted the researcher to
investigate the impact of water shortage in the Barangay, Balagtas.

Problem Statement

1. Why barangay Balagtas is suffering from water shortage?


2. Is the water used properly?
3. What would be the effect in life?
According to the barangay officials in Balagtas, water pollution is a huge problem,
especially when you are looking at areas that don’t necessarily have a good sewage
system. Pollution can be anything from oil, carcasses, to chemicals, and to fecal matter.
No matter what it is, it makes a lot of issues for the people who may need to use it. There
is also a conflict over an area of land, it may be difficult to access the water that is located
there. In the worst scenarios, people could end up dying if they tryh to access the water
in these areas (due to violence). This can result in a variety of other issues, including
pollution, which we discussed in the previous point.

A lack of water affects more than just physical health. When there is water shortage
in an area, children often abandon school to help their parents look for water. Some of
them grow too weak to go to school. Water shortage makes it difficult to grow crops
especially in dry areas that depend on irrigation. When crops are not planted, there won’t
be enough food for people. Lack of enough water makaes cleaning of dishes, clothes and
other household items difficult. They will remain dirty and unhygienic. This will have a
negative effect on the health of an individual.

II. RESEARCH FINDINGS


In a meeting with the Leyte Metropolitan Water District’s (LMWD’S) management
of the board of directors, the LWUA Administrator and chairman discussed the details of
the project including recent procurement updates and at the same time secured some
inputs from LMWD on how they (LWUA) can fast track the implementation of the project
which is the water distribution.
The Municipality mayor conducted a seminar to all the officials of different
barangay. Through this seminar the citizens in our community would learn the importance
of water in our life. They also implemented a project which is the fast water distribution
in every barangay. So far, there is already an improvement in water supply in our
barangay today because of the implemented project and conducted seminar by the
Municipality officials, and they already fixed the problem of water pollution and conflict
over an area of land.
III. RECOMMENDATIONS

 People should be educated on the benefits of conserving water.


 Laws should be enacted to prevent water pollution. Those found polluting water
should pay a fine or face imprisonment.
 People should be encouraged to recycle rain water.
 Farmers should be encouraged to adopt farming practices that use less water.
 Water catchment areas shoud be preserved.
 People should contribute funds to support clean water initiatives especially in areas
that face water shortage.
 Reclaimed, treated municipal wastewater has great potential and should be used
increasingly as a source of water for urban and industrial uses including landscape
irrigation, agricultural irrigation, and aquifer recharge. The use and degree of
treatment of reclaimed, treated wastewater should be targeted for specific areas
and purposes. Feasibility studies of agricultural and industrial reuse should
continue. Another possibility would be to provide new urban development with the
necessary infrastructures (e.g, dual distribution systems and low flow plumbing)
for using reclaimed water (e.g, for toilet flushing and air-conditioning in high-rise
buildings, when taken during the construction stage, are more economical than
what they have to be retrofitted. Implementation of industrial pretreatment
programs will be necessary for effective wastewater treatment, and will be a
prerequisite for developing a viable ground water recharge program and other
water reclamation projects. if water reuse programs are to be safe and effective,
all municipal wastewater shoud receive proper treatment prior to disposal, as well
as for reuse purposes.

IV. CONCLUSION

Sources of water such as shallow wells, traditional wells and dams represent the
most important water resources for rural households as their means of livelihoods. These
sources are being used throughout the year despite of drying out during dry season.
Generally, the situation of water services in most rural dwellers in Balagtas is worse.

There is a need to join hands with all development stakeholders to improve the situation
by supplying water to these areas. Improved access to convenient, reliable sources of
safe water has an impact on health through reducing the time and energy burden on the
household. We have to think widely on how to overcome the problem. To start with, rain
water can be harvested by tapping and storing it. Added the water from rain harvest may
help to improve rural life. At least this can reduce the magnitude of the problem. If this is
done, it will be more significant to women and children/daughters who bear the
responsibility for seeking, drawing and carrying water for domestic uses such as drinking,
cooking, gardening and bathing. Academic performance of these school children will
increase to effective attendance in schools.
