PERCEPTION OF THE PARENTS AND STUDENTS OF ST. ANDREW’S HIGH


SCHOOL OF ANINI-Y INCORPORATED S.Y. 2019-2020 ON THE
IMPLEMENTATION OF K-12 BASIC EDUCATION
PROGRAM IN THE PHILIPPINES

I. Introduction

Previously, the Philippines is the last country in Asia and one of only three
countries in the world with a 10-year pre-university program. Thus this lead
the students to face difficulty in their chosen career for they are not yet ready
and well oriented about their courses. Hence the late President Benigno
“NoyNoy” Aquino III reformed the Educational Program to produce better and
highly trained bachelors for the betterment of the economy and also they will
be able to compete globally and this solution was the K to 12 program.

K to 12 (also K-12] is an educational system under the Department of


Education that aims to enhance learners’ basic skills, produce more competent
citizens, and prepare graduates for life-long learning employment “K” stands for
kindergarten and “12” refers to the succeeding 12 years of basic education (6
years of elementary education, 4 years of junior high school and 2 years of
senior high school. The K-12 program offers a decongested 12-year program
that gives students sufficient time to master skills and absorb basic
competencies. Also students of new system will graduate at the age of 18 and
will be ready for employment, entrepreneurship, middle level skills needed for
their future jobs. In addition the K to 12 program also accelerates mutual
recognition of Filipino graduates and professionals in other countries.

This new curriculum gives the students the chance among three tracks
namely: Academic, Technical-vocational livelihood, and sports and Arts, and
undergo immersion, which provides relevant exposure and actual experience in
their chosen track.

This program really do lot of job in different problem in the education


that was not been solve in the past like student before are lack of mastery of
basic competences that results on poor job performance and because of foreign
countries perceive a ten-year curriculum as insufficient, they do not
automatically recognize Overseas Filipino Workers (OFW’s) as professional

abroad and that 10 year curriculum does not produce competitive and highly
skilled graduates and employee.

On the other hand many people were resistant to the new education
system. Especially the parents who are not that capable enough of schooling
their children. They ought to say that they are not qualified or able to make
their children graduate in the junior high school that is 4 years in total, so why
is it the government keep on loading them an another 2 years of schooling for
their children when it is obvious that they’ll still obliged to pay for the tuition.
As a contradiction to this perception the government make a move by providing
financial subsidies to this matter.

II. Statement of the Problem

This study aims to determine the understanding of the parents and


students about the implementation of the K-12 program. Specially, the study
sought answers to the following questions:

1. What are parent’s sources of information about the K to 12


program?
2. What are the parent’s understandings about the implementation
about K to 12 program when it comes to rationale?
3. What are the student’s understandings about the implementation
about K to 12 program when it comes to rationale?

III. Objectives:

1. To identify the parent’s sources of information about the k to 12


program.
2. To determine the parent’s understandings about the implementation
about K to 12 program when it comes to rationale .
3. To determine the student’s understandings about the implementation
about K to 12 program when it comes to rationale .

IV. Review of Related Literature

According to IVY F. Zara of Educator Effective Teachers recognize the


crucial role of parents in the lives of their students and actively seek an
implement ways to reach out to them. They know that parents are the most
influential adults in their students lives and recognize that the frequent of
communication between students and parents about school matters plays a
major role in determining whether a child stays or drops out of school.
Students who are most likely to drop are those parents never talk about school
affairs.

Thus parents must be oriented enough about K-12 program. And here are
some benefits of K-12 program that parents must know. According to the
www.pap.org.ph the Department of Education has in the past years been
working towards the implementation of the K-12 program that is designed to
“provide sufficient time for tertiary education, middle-level skills development,
employment, and entrepreneurship”. The extension of the basic education to
12 years seeks to boost the quality of the Philippine education to make it at par
that of other countries the K-12 program is describe to have six salient features
:First, strengthening early childhood education through universal kindergarten;
second is making the curriculum relevant to gamers; third is ensuring
integrated and seamless learning; forth is building proficiency through use of
mother tongue based, multi-lingual education; fifth provision of career tracks
and lastly is nurturing holistically developed Filipino. Also according to
www.google.com.theAsianparent, Filipino students have trailed behind
students around the world in the areas of Math, Language, and Science. The K-
12 curriculum is designed to provide a holistic education for all Filipino
students. It is designed to enable the graduates to join the work force right
after high school;, and suitably prepared those who want to go in the higher
education. The new curriculum will also support college graduates seeking
work abroad. Developed countries, according to the Department of Education
(DepEd) briefer; view the 10 year education cycle as insufficient. Hence all in all
it will give students ample time to master basic academic skills as well as to
participate in co-curricular and community activities.

Far from being disadvantageous, however, DepEd states that young adults
graduating at age 18 or so will be more prepared to take on their tertiary
education. Also graduates of the K-12 curriculum will be equipped to join the

work force right away. And remedial classes during the first year of college will
be no longer needed, as the high school curriculum will already be aligned with
the Commission on Higher Education (CHED) guidelines. Change is never easy
especially when it is a big understanding such us implementation of the new K-
12 curriculum guide in the Philippines.

In addition to K-12 the students will have preparedness for the tertiary
learning – with adaptation of K-12 scheme, students are expected to graduate
at age a bit older than past graduates. This is an advantage, according to
DepEd, as graduates will be considered young adults. Hence, they will be more
equipped to deal with much higher level of learning as they enter college
education. Also students will have readiness to join the work force. Unlike the
old system K-12 does not compel each student to take college after completing
Senior High School (SHS). In fact this scheme empowers students to make a
choice on their own. They may not pursue college education specially if they
have chosen a track. The good thing in SHS graduates will be equipped with
skills (through electives) that will make them good at certain field(s). And skill
competency in the global job market. K-12 system aims to improve students’
mathematical, scientific, and linguistic competence. With the new curriculum,
DepEd promised to offer higher quality education through tracks. Each track
will give students enough time to master a field and enhance their skills. In the
end, K-12 graduates will become globally competitive and are set to obtain spot
in the stiff labour market. This is according to K-12 Philippines.com

In addition the goal of the enhanced K to 12 basic Education Program is


to create a functional basic education system that will produce productive and
responsible citizens equipped with the essential competencies and skills for
both lifelong learning and employment. The program will enhance the basic
education system to full functionally to fulfil the basic learning needs of
students. This is in line with the agenda of President Benigno Aquino III of
having quality education as a long term solution to poverty. In order to achieve
these goals the program has the following twin objectives; a.) to give every
students an opportunity to receive quality to receive quality education based on
an enhanced and decongested curriculum that is internationally recognized
and comparable; b.) to change public perception that high school education is
just a preparation in college; rather than, it should allow one to take advantage
of opportunities for gainful career or employment and/or self-employment in a
rapidly changing and increasing globalize environment

The benefits of the K to 12 program far outweigh the additional cost that
will be incurred by both government and families. To individuals and families:
first, an enhanced curriculum will decongest academic works load, giving
students more time to master competencies and skills as well as time for others
warning opportunities beyond the classroom, thus allowing for a more holistic
development. Second, graduate will process competencies and skills relevant to
the job market. The program was designed to adjust and meet the fast
changing demands of society to prepare graduates with skills essential for the
world of work. Third, graduates will be prepared for higher education. Due to
an enhanced curriculum that will provide relevant content and attuned with
the changing needs of the time, basic education will ensure sufficiency of
master core subjects to its graduates much that graduates may opt to pursue
higher education if they choose to. Fourth, graduates will be able to earn
higher wages and/or better prepared to start their own business. There is a
strong correlation between educational attainment and wage structure and
studies specific to the Philippine setting show that an additional year of
schooling increases by 7.5%. This should also allow greater access to higher
education for self-supporting students. Fifth, graduates could also now be
recognized as professional in other countries. Those who intend to studies
abroad will meet the entrance requirement of foreign schools. This is all

V. Methodology

This study will be done by using qualitative research showing how the
researcher came to the necessary data for this study, and how these data were
analyzed, interpreted and presented in the easiest way possible. This study
utilized so survey is the most important in order to achieve the purpose of this
study which is to determine and describe the opinions, thoughts and feelings of
parents of Grade 12 students from St. Andrew’s High School of Anini-y
Incorporated S.Y. 2019-2020. It is descriptive in a sense that the data obtained
were analyzed and described. The researcher will use this survey questionnaire
as their instrument

Research Design

The purpose of this study is to determine and describe the


understanding of parents of Grade 12 students from St. Andrew’s High School
of Anini-y Incorporated S.Y. 2019-2020. It is descriptive in a sense that the
data obtained were analyzed and described. The researchers will use
questionnaire, oral interview and observation as their instrument.

Research Instruments

The researcher will prepare a questionnaire to determine the


understanding of the parents and students regarding the Implementation of K –
12 Program. This can be determined such as the respondents’ profile
preparedness of parents in terms of emotional and financial aspect.

The primary instrument to be used in conducting the study is the


questionnaire; the second instrument to be used is an actual interview on the
respondent and third is an actual observation during classes in Grade 12
students.

Data Gathering Procedure

The data for the study will be collected using questionnaire and oral
interview. The researcher will follow certain procedures in conducting the
study:

1. Choose the certain title.

2. Oral interview and observation during classes in Grade 12 of St. Andrew’s


High School of Anini-y Incorporated S.Y. 2019-2020. The researcher prepared
some questions:

1) What are the parents’ sources of information on K – 12 Program?

2) What are the understanding of the parents and students on implementation


of K – 12 Program?

4. Securing permit to conduct the study. The permit to conduct the study was
requested field to the office of the school head master.
