Nature of Gender and Development

Gender and development aims to achieve gender equality and empower women through participatory, equitable and sustainable development. It views women as active agents rather than passive recipients of development. Gender and development focuses on how social, economic, political and cultural forces determine differing gender roles and access to decision making, resources and development benefits. It seeks to promote inclusive growth and greater equity and justice for all. Some key challenges to effective gender and development policy implementation include lack of understanding, accountability and commitment to gender equality, as well as imperfect organizational control and resistance to change. Cultural and social norms can also hinder implementation by viewing gender equality as conflicting or provocative.

Nature of Gender and development

Gender and development, it refers to the development perspective and

process that is participatory and empowering, equitable, sustainable, free

from violence, respectful of human rights, supportive of self-determination

and actualization of human potentials. It seeks to achieve gender equality as a

fundamental value that should be reflected in development choices and

contends that women are active agents of development, not just passive

recipients of development. (Department of Social Welfare and Development)

In addition, Gender and Development is focused on the social, economic,

political, and cultural forces that determine gender roles. Among others,

Gender and Development is concerned on how differently women and men

participate in decision-making, benefit from development programs, and

control resources. It shifts the focus from exclusive concerns on women, to

inclusive growth for women and men, as well as to their socially determined

relations. Considered as an important aspect of good governance for gender

mainstreaming is a comprehensive development approach that ensures

greater equity and justice for all ,NCDP( 2013).

Gender and Development (GAD) is a plan for development perspective

that recognizes the unequal status and situation of women and men in

society. Women and men have different development needs and interests as a
result of inequality, which is institutionalized and perpetuated by cultural,

social, economic and political norms, systems and structures (Albaladejo,

2016). Also, GAD focuses on the principle that development is for all.

Everyone in society, female or male, has the right to equal opportunities to

achieve a full and satisfying life.

Gender and Development Programs in Global Setting

Women in Bangladesh are extremely disadvantaged in terms of socio-

economic and human development. According to Braidotti et. al, (1998) stated

in Rouf (2016) research study, think that women are the carrier and bearer of

the nature. They think it is necessary for women environment development

and it is necessary for their total development. To address the issue of

feminization of poverty, it is necessary initiate income generating project for

them; create opportunities of business for them that cam enhance their

involvement engaging in business. These opportunities of women in business

can assist to increase their income that directly contribute to their children

nutrition, education and improve their lifestyles.

Gender And Development Programs in the Philippine Setting

According to Elreen Aguilar-Delavin (2017), obtaining lower level in

GMEF (Gender Mainstreaming Evaluation Framework) in self-initial

assessment calls for attention not only for the GAD office but for the
cooperation of every man and woman in the college and to be modeled by the

clienteles and replicate by other agencies. That the policy must be put in place

in all the colleges unit for continual development. Policies such as

recommended and highly required by oversight agencies.

Being a signatory to CEDAW, the Philippine has made the Convention a

part of the law of the lad. It is also one of few countries with gender equality

provisions in its Constitution. Section 14 of Article II states that “it recognizes

the role of women in nation-building, and shall ensure the fundamental

equality before the law of women and men.” Here are some law and policies

promoting gender equality : Philippine Plan for Gender-Responsive

Development (PPGD), the Anti-Sexual Harassment Act, Anti-trafficking in

Persons act and etc. (Harmonized Gender and Development Guidelines, 2010)

RA 9710 or Magna Carta of Women was enacted as a “landmark

legislation on women. MCW seeks to eliminate gender discrimination

through the recognition, protection, fulfillment and promotion of the rights of

Filipino women, especially those belonging to marginalized sectors of society.

In view of RA 9710 and RA 7192, government agencies are directed to

formulate their annual GAD plans and budgets, ad allocate at least 5% of their

respective budgets to mainstream GAD in organizational policies, programs

and projects. Gender and Development in NDCP: Interalizing the Meaning of

Mainstreaming (2013)

Challenges in Gender and Development Programs Implementation.

The research found that gender equality policy implementation challenges

stem from organizations and leaders not being accountable, responsible and

committed to gender equality initiatives. They also found that organizational

and leader’s beliefs, practices and behavior’s impact the implementation of

gender equality policies in organizations. The organizational environment,

culture and societal elements were also found to be influential in the

implementation of gender equality policies in organizations Styodana (2015).

The challenges in policy implementation relate primarily to the lack of:

understanding how to implement the policies, knowledge on how to measure

the impact of the gender equality policies, leadership responsibility in

ensuring that the implementation is carried out efficiently; clear guidelines of

what is expected and gender equality not being part of the organizations(Lee-

Gosseli et al.,2013).

In addition, according to Styodana (2015), the other challenges are

the imperfection organization control of changes agents,(Van den Brink &

Stobbe, 2014); and the view of gender equality programs as conflicting with

career management policies that emphasize merit and individual progression

(Noon,2010); the shallowness, poor application and fragmentation of gender

policies, (Van den Brink & Stobbe, 2014); gender equality being considered to

or provocative; concealed or open resistance as some might see little need for

such changes; and exclusive emphasis on the minority group are some the

limitations that hinder the effectiveness of gender equality policy

implementation effectiveness.
