Background & was conceptualized as a two?part BOOT (Build, Own, Operate and Transfer)
Summary: project with two concession periods. Underground and the overland portion of
Commercial Complex were converted into a pedestrian plaza.

Objective(s): Street, Kolkata on BOOT (Build, Own, Operate and Transfer) basis.
To provide commercial complex at same place.

There are two levels of basement in the system


Upper basement (Level 1) has been utilized for commercial
development.
Lower basement (Level 2) was exclusively used as a car parking area.
This was a double?concession BOOT project.

Commercial Complex (Level 1):


Methodology: Kolkata Municipal Corporation granted permission to SimplexProject Pvt. Ltd
to construct and lease out the commercial blocks on a long-term basis.
Simplex pays the lease rent as well as basic rent.

Parking System (level 2):


The Kolkata Municipal Corporation and SimplexProject Pvt ltdentered into a
BOOT (Build, Own, Operate and Transfer) agreement for 20 years for the
parking system.

Level-1: Market complex with 200 shops on lease


Level-2: 250 parking slots in the underground parking system
The overland portion was converted into a pedestrian plaza.
The Kolkata Municipal Corporation has prohibited 'on-street parking' in
the 'zone of influence' around the system and within a radius of 100
meters.
