1.1 Introduction
1.1.1 Purpose
The Purpose of this document is to describe the process flows of Coverage Hole Mitigation. This
document contains the description of identification, mitigation, tracking & data analysis of bad area in
the network.
1.1.2 Foresight
Foresight is a multi-vendor, multi-technology and multi-domain singular big data platform for the
telecom operators. Foresight is the next generation OSS platform and has features for all the network
functions like:
● Performance Management
● Fault Management
● Configuration Management
● Field Workforce Management
● RF Planning
● RF Optimization
● Capacity Management
● Customer Care
Geography-wise Coverage hole count will be visible on selecting the band layer from 500 Km to 5 Km
zoom level. Coverage hole polygon & its candidate cell will be visible from 3 Km to 100 m.
User can access the Coverage Holes layer through Layer Panel >> Analytics >> RF >> Band
Network Region: Network region wise coverage holes counts will be displayed at zoom level starting
from 500 KM onwards till 300KM.
Network City: Network City wise coverage holes counts will be displayed at zoom level starting from
200 KM onwards till 100 KM.
Kabupaten: Kabupaten wise Coverage Hole counts will be displayed at zoom level starting from 50
KM onwards till 30 KM.
Kecamatan: Kecamatan wise coverage hole counts with its severity will be displayed at zoom level
starting from 10 KM onwards till 5 KM.
Coverage Hole Level: The actual coverage hole polygons of the selected band will be displayed at
zoom level starting from 3 KM onwards till 100M. Polygon will be shown in Red color & candidate cells
will be shown in blue color.
Clicking on the icon available beside the selected band layer will open a setting window which
contains various options for the selection. Properties view has following options -
By Priority: Option to filter out the Coverage Holes for a particular priority from the available options
P1, P2, P3, P4, P5 & All will be displayed. User will select multiple options.
By Category: Option to filter out the Coverage Holes based on category like Customer verified &
others. For Customer Verified, if only NV samples (include samples only having <=-113) exists within
polygon boundary then mark this polygon as "Customer verified". The map will get updated based on
the selected category.
By Status: Option to filter out the Coverage Holes based on its Status Resolved & Not Resolved.
Resolved polygons will have <=1% bad area (<=-113dBm) on latest available smart network coverage.
The map will get updated based on the selected status
Display Sites: This will allow a user to show coverage holes & its candidate cells from the selected
zoom level.
Cell Coverage Patterns: This allows a user to plot a Bins & Best Server Plot of candidate cell based
on the selection. Multi-selection will be provided
Sample Bins based on: Given that the ‘Bins’ option is selected from the Cell Coverage Pattern, this
option governs the way the sample bins will be displayed.
Mouse-Over on Coverage Hole: This setting decides the message to be displayed on hovering the
mouse pointer over the coverage hole.
Mouse-Over on Candidate Cell: This setting decides the message to be displayed on hovering the
mouse pointer over the candidate cell.
Opacity - This will allow a user to increase/decrease the opacity of plotted Best server Plot on the
map of candidate cell.
● Bin Size - This will allow a user to show plotted Bins in selected bin size on the map.
● Label Font Size - This will allow a user to change the font size of labels (like counts) on the map.
● Label Color - This will allow a user to change the color of labels (like counts) on the map.
● Label Position - This will allow a user to change the position of labels (like counts) on the map.
● Label Expression - This will allow a user to change the expression of labels (like site name) on
the map.
There will be a Table View icon at the bottom of the screen (as given in the below image), the user will
see one of the tables, based on the zoom level:
Indonesia: On clicking the table view icon from zoom level of 500 KM to 300 KM a table window will
appear which shows the information like Network Region-wise coverage hole counts, Network region
name, Coverage Hole Area etc. Click on the network region name in the table view will allow a user to
navigate the centroid of the clicked network region with zoom level adjusted.
Network Region: On clicking the table view icon from zoom level of 200 KM to 100KM a table window
will appear which shows the information like City-wise coverage hole counts, Network City ID,
Coverage Hole Area etc. Click on the city name in the table view will allow a user to navigate the
centroid of the clicked city with zoom level adjusted.
City: On clicking the table view icon from zoom level of 50 KM to 30 KM a table window will appear
which shows the information like Kabupaten-wise coverage hole counts, Kabupaten name, Coverage
Hole Area etc. Click on the network Kabupaten in the table view will allow a user to navigate the
centroid of the clicked Kabupaten with zoom level adjusted.
Kabupaten: On clicking the table view icon from zoom level of 10 KM to 5 KM a table window will
appear which shows the information like Kecamatan-wise coverage hole counts, Kecamatan name,
Coverage Hole Area etc. Click on the Kecamatan name in the table view will allow a user to navigate
the centroid of the clicked Kecamatan with zoom level adjusted.
Kecamatan: On clicking the table view icon from zoom level of 3 KM to 100M a table window will
appear which have a list of all the Coverage Hole Polygons visible in the viewport with the information
like Coverage Hole ID, Area, and Polygon Priority etc. Click on the polygon id name in the table view
will allow a user to navigate the centroid of the clicked polygon id with zoom level adjusted. Clicked
polygon will highlight.
A download icon will be available at the top right corner of the table view window, clicking on which will
download a report and the data in the report will be same as available in the table view.
In the 'Analytics' tab, on clicking on 'RF' Layer, a sub-layer called 'Coverage Holes' will appear. In
'Coverage Holes' sub-layer, there will be three child sub-layers - 2300 MHz, 850 MHz, Combined. On
any of the child sub-layers selection, let's say 850 MHz, at a zoom level where the individual cells are
visible, the user will able to click anywhere inside the polygon to get a view as shown in the below
image.
Now by clicking on ‘Candidate Cells’, one of the following three operations will be performed:
Best Server Plot: On Selecting from ‘Cell Coverage Patterns based on’ setting in Layer Settings, the
best server plots of all the candidate cells fetched from atoll and will be visible on the screen.
Bins: On Selecting Bins from ‘Cell Coverage Patterns based on’ under Layer Settings, the bins of all
the candidate cells fetched from NV & LSR data source and will be visualized on the map.
On selecting both ‘Bins’ and ‘Best Server Plot’: On Selecting Bins & Best Server Plot from ‘Cell
Coverage Patterns based on’ setting in Layer Settings, the best server plots of all the candidate cells
fetched from atoll will be visible on the screen.
To access the legends and filter click on the legends and filters icon available at the right bottom of the
screen. Legends will be visualized based on the selected ‘’Sample Bins based on” from setting window
of the selected band. For Cell ID selection no legends for samples will be shown. Only polygon
legends based on its status will show.
On selecting ‘Serving RSRP’ in the ‘Sample Bins based on’ setting, the legends & filters window will
get refreshed to display RSRP legends. Bins will show on a map according to RSRP legends. User will
able to filter samples by the slider in legend & filter panel.
On selecting ‘Serving SINR’ in the ‘Sample Bins based on’ setting, the legends & filters window will get
refreshed to display SINR legends. Bins will show on a map according to SINR legends. User will able
to filter samples by the slider in legend & filter panel.
At a zoom level where the individual cells will visible than on click anywhere inside the polygon will
open a spider view. Now, by clicking on ‘Properties’ a table window will get open as shown in the
below picture.
‘Polygon Information’ will be selected by default. Following will be the l the columns of this table are
Coverage Hole ID, Area, Morphology, No. of cells, Polygon Priority, Avg RSRP, Area Covered By
BSP, Unique User etc.
On selecting ‘Candidate Cells’ from the summary dropdown, the table will be displayed as given in the
below image. Following are the name of the columns in this table Cell name, Distance of Coverage
Holes, Avg. RSRP etc.
On selecting ‘Priority Factor' from the summary dropdown, the table will be shown as given in the
below image. Each column refers to each priority factors that are used to calculate the priority of
coverage holes like Area, Morphology, Bad samples, Traffic density, User density, Drop calls.
At a zoom level 3km, on clicking anywhere inside the polygon to get the spider view as shown in the
picture. Select 'Track Improvement' then the window of 'Polygon Improvement Tracker' will appear as
shown in the below image
Geography: The Geography dropdown will have the Polygon ID on which the user has clicked. The
other options in this drop-down will be the Network Region, City, Kabupaten & Kecamatan of the
coverage hole polygon which is clicked.
Band: The band dropdown will have the band name of the polygon which is clicked and will be greyed
out as long as polygon name is selected in Geography dropdown. Thus the band drop-down will be
active only at Network Region, City, and Kabupaten & Kecamatan.
Priority Icon: The priority of the polygon which is clicked will be displayed. On hovering over the
information icon beside the priority value, the values of individual priority factors will be displayed.
When any geography will select from the drop down then it will show the total polygon count of priority
P1, P2, P3 only of the selected geography.
Pre-Optimization window: In Pre-optimization window the master polygon will be visualized along
with the oldest available Smart Network Coverage layer since master polygon creation. Poor area (<=-
-113dBm) inside the polygon & its % will show on the top of the window
Post-Optimization: In Post-Optimization window all child polygons will be displayed (if exists) with
latest Smart Network Coverage layer available. Poor area (<=--113dBm) inside the polygon & its %
will show on the top of the window
Map view will show coverage hole polygon along with smart network coverage For the Map View, the
legends will be same as that of Smart Network Coverage RSRP. At Kecamatan level it will show the
entire polygon along with the SNC of the selected Kecamatan & at other geography levels it will show
the count of the polygons. Same has been shown in the mock-ups
This window will show the discrete % coverage distribution of the polygon according to the RSRP
ranges of the smart network coverage on the selected week in the drop-down in the form of the Table
view.

Legends & Filters also displaying beside the Pie chart in both the window.
It provides the information of coverage holes like its geography details, Lat-Long, its priority factor
information & along with this its candidate cells information, its mitigation type & its new site proposal
information (Macro & Microsites).
User will able to generate the Coverage Hole Analysis Unified report through Right grid Panel >>
Business Intelligence >> BI Menu >> Template >> Reports.
Search template of Coverage Hole Analysis Unified report and click on download request option from
action button.
There will be multiple options like Report measure, Report Category, Geography, Week selection,
Priority selection, and Bands. The user will able to select filters as per the convenience.
By clicking on the save a report will get created and available under the Repository section as shown
in the below image.
1.4.1.2 Download
User will able to download the created Coverage Hole Analysis Unified Report by clicking on download
option on the right of each row.
It provides the comparison of coverage hole on Smart Network Coverage on date for which report is
generated & current Smart Network Coverage, at different Average RSRP ranges through Pre & Post
optimization.

Coverage Hole Improvement Analysis report will be generate through Right grid Panel >> Business
Intelligence >> Menu >> Template >> Reports. Search template of Coverage Hole Improvement
Analysis report and click on download request option from action button.
Foresight user will able to create Coverage Hole Improvement Analysis report for any City or
Kecamatan only.
User will able to select geography, band, priority & date from which he/she wants to compare data with
the latest available smart network coverage.
By clicking on the save a report will get created and available under the Repository section as shown
in the below image.
1.4.2.2 Download
User will able to download the created Coverage Hole Improvement Analysis Report by clicking on
download option from the action button on the right of each row.
Coverage Hole On-Demand report provides flexibility to the User to create Coverage Holes for any of
the selected threshold value of RSRP which include all RSRP values within the range -95 dBm to -115
dBm for a single Kecamatan.
Coverage Hole On-Demand report will be generate through Right grid Panel >> Business Intelligence
>> Menu >> Template >> Reports. Search template of Coverage Hole On-Demand report and click on
download request option from action button.
There will be multiple options like Report measure, Report Category, Geography, Threshold, and
band. By clicking on the save a report will be created and available under the Repository section as
shown in the below image.
User can view the created Coverage Hole On-demand report by clicking on the action button on the
right of each row.
User can see the coverage holes created on (-113 dBm) threshold with Smart Network Coverage layer
and On-Air Sites.
Download polygon report provides flexibility to the user to fetch all polygon boundary of selected
geography in KML format with information like geography, priority, area, avg RSRP, macro/microsite
count etc.
Download Polygon report will be generate through Right grid Panel >> Business Intelligence >>
Menu >> Template >> Reports. Search template of Download Polygon report and click on
download request option from the action button.
1.4.4.2 Download
User can download the report in the form of KML format. This report provides the different attributes of
coverage holes like its morphology, clutter type, macro/microsite lat-long
2.1 Introduction
2.1.1 Purpose
The Purpose of this document is to describe the process flows of Coverage Hole Work Order. This
document contains the description of the generation of Coverage Hole Work Order and their process
execution flow.
It is used to provide Solutions to mitigate Coverage Holes in a sequential manner by creating work
orders of Coverage Holes. In work order to mitigate Coverage Holes it suggests to change existing
parameter values like E-Tilt, M-Tilt, and Antenna Height Or by recommending New Site on the poor
coverage area. There are total six tasks available in the Coverage Hole Work Order and can be
performed by PWO Requester, PWO Approver & PWO Admin of particular sales Cluster
2.1.2 Foresight

PWO Admin of a City will have access to create coverage hole work order. PWO Admin will
Create the work orders and assigned to PWO Requester of each Kecamatan, which falls within the
City
PWO Admin.
For each coverage hole, a separate work order should create. Work order creation will be done for
every Kecamatan of City.

Foresight - Coverage Hole
By performing the right click operation to PWO Admin's specific geography, "Create Work Order"
option should display. On clicking "Create Work Order" option, a pop-up window should get open
which having different options
Following parameters are taken in consideration while creating coverage hole work order -
City - By default, the City name should be selected in City drop-down and City name should be greyed
out.
Kecamatan - User will have to select required Kecamatan name from Kecamatan drop-down for
which Work Order should be created.
Priority - Use will have to select a priority from Priority drop-down. User can create work orders of
Priority P1/P2/P3 coverage holes. Priority for which coverage holes will available in selected
Kecamatan will show in the dropdown.
Band - All available bands will show in the dropdown. The band selections will mandatory for creating
Coverage Hole Work Order.
Due Date - While creating a work order user will have to select the due date for the work orders. Due
date is the period of the work orders execution. By default, 15 days from creation date of the work
orders will select in date picker. User can select an additional 30 days also for executing the work
orders.
After selecting all parameters in the pop-up window of work order creation and on clicking "Create"
button a pop-up message like "Work order count is in Progress" should get appears (here counts
means the number Of work orders).
Coverage Hole work orders homepage shows all work orders of coverage holes. Coverage Hole Work
order homepage contains the different columns like
Status: - it shows the current status of the work order, whether it New, In Progress, At Risk and
Completed
Category: - It shows the category of the work order, for coverage hole work orders its category is
Coverage Hole
Network Region: - It shows the network region name for which coverage hole belongs
Work Order: - It shows the work order id of coverage hole for which the work order is created
Planned Start Date: - It shows the work order creation date
Planned End Date: - It shows the due date for the work order.
Task Completion: - it shows the current ongoing task name
Coverage Hole work order process flow describes the Process execution of all tasks of the work order.
Workflow also get highlight according to current ongoing task execution in work order
Coverage Hole Work Order execution process flow describes the all tasks execution & their approval
with different users.
Following are the list of all tasks of coverage Hole Work Order
On creation of coverage hole work orders by PWO Admin are assigned to the PWO Requester of
Same geography (Kecamatan) of coverage holes for which work orders are created
On clicking any work order its Task list and work order general information visualizes.
In work order general information it shows it shows its category, Polygon Id, Template Name,
Coverage Hole Area, Work Order Creation Date, Due Date & Work Order Status
The first task of Coverage Hole Work Order is Coverage Hole Acceptance Task.
Task list shows the information of task like Task Status, Task Id, Task Name, and Assigned To,
Last Modified & Task Completion.
The name first subtask of Coverage Hole Acceptance Task is Coverage Hole Acceptance PWO
Requester & it is assigned to PWO Requester of the same geography.
On Clicking subtask of Coverage Hole Acceptance Task, the Map is visualized covering coverage hole
with Smart Network Layer. Along with map view coverage hole, general information also visualized like
Polygon id, Band, Area, Morphology, Planned Site Counts (if it is available), Average RSRP(Smart
Network Coverage) & its geography like City & Kecamatan
It also provides Measured Statistics information of coverage hole like Unique Users, Call Drop Counts,
and AVG RSRP & AVG SINR.
In addition to that, it also provides the priority factor information of coverage holes & its priority.
In priority factors, it shows the values of priority factors like Morphology, Area, User Density, Traffic
Density, and Drop Calls & Poor RSRP Samples.
PWO Requester can Accept/Reject the first subtask of Coverage Hole Acceptance Task. On
Acceptance of subtask then the current task and subtask will get complete and new task Coverage
Hole Optimization will get created and assigned to PWO Requester.
On Rejection of the first subtask of Coverage Hole Acceptance task then the second subtask namely
Coverage Hole Acceptance PWO Approver will get created and assigned to PWO Approver of the
same geography.
Now PWO Approver can also Accept/Reject the second subtask of Coverage Hole Acceptance Task.
On Acceptance of subtask then the current task and subtask will get complete and new task Coverage
Hole Optimization will get created and assigned to PWO Requester.
On Rejection of the second subtask of Coverage Hole Acceptance task then the third subtask namely
Coverage Hole Acceptance PWO Admin will get created and assigned to PWO Admin of the same
geography.
Now PWO Admin can also Accept/Reject the third subtask of Coverage Hole Acceptance Task.
On Acceptance of subtask then the current task and subtask will get complete and new task Coverage
Hole Optimization will get created and assigned to PWO Requester.
On Rejection of the third subtask of Coverage Hole Acceptance task then current subtask and the
task will get completed and along with this the status of work order also get completed.
The second task name of coverage hole work order is Coverage Hole Optimization Task and it is
assigned to PWO Requester of same geography.
In Coverage Hole Optimization Task defaults subtasks of parameters E-tilt for the cells are created
which are recommended by Mitigation algorithm.
PWO Requester can create the RET work order for the cell which is used to mitigate the coverage
hole by changing its E-Tilt parameter value.
In the Coverage Hole Optimization Task ADD Cell functionality is provided to mitigate the coverage
holes. On clicking ‘+’ icon available at the top right corner of the window Parameters like E-Tilt, M-Tilt,
and Antenna Height & Azimuth will get appears. On clicking any parameter, one of the parameter out
of four should get selected and a window appears of Add cell with options like By Sap ID, File Upload
& Select on Map. By default By Sap ID window should get selected
PWO Requester can add the new cell by using three ways.
1. By SAP ID
2. File Upload
3. Select On Map
1. By SAPID
In SAP Id window it provides its city, Kecamatan, polygon id, cell name dropdown
And along with all this, it provides an old value of the parameter for which user wants to add a new
cell.
In cell name drop down it provides cell list which falls within that Kecamatan along with its old value
according to parameter selection.
On selecting a cell from cell name drop down user will have to provide new according to its old value
and click on the ADD button. On clicking add button its cell row will get created.
2. File Upload
On selecting file upload window user will have to download the input template by clicking on
Download Input Template. It will provide an excel template where a user will have to provide a city,
Kecamatan, Polygon Id, cell name & new value corresponding to its old value according to parameter
selection.
On entering required details in the template and uploading it then corresponding cell row will get
created.
Here in File Upload functionality, a user can add multiple cells.
3. Select on Map
In select on map window, a map is provided with coverage holes and candidate cells. The user will
have to click on that candidate cells on a map which taken into consideration to mitigating that
coverage holes.
On Clicking candidate cells on the map the clicked cell will get highlighted and the NEXT button will
get enabled.
On clicking next button a window appears where clicked cell name is provided with its geography
details and the old value of the selected parameter for that cell.
User will have to provide new value and click on add button then that cell row will get created
On Clicking menu button of default subtask of parameter E-Tilt, the options will appears like Accept &
Reject. On clicking Accept button a RET work order is created for that cell and status of that cell
changes from Not Started to In Progress.
On Completion of RET flow for that cell then its status is changed from In Progress to Completed.
On clicking menu button of the non-default or newly added cell of parameter M-Tilt, Antenna Height &
Azimuth the options appear like Mark As Complete & Delete

Following are the conditions of enabling the submit button to complete the Coverage Hole
Optimization task.
● If the status of all the default or newly added subtask of the cell is Completed.
● If there is no subtask available or added
● If user reject all the default subtask of parameter E-Tilt and status of all subtask is Rejected
On completion of Coverage Hole Optimization task then the new task namely Coverage Hole
Optimization Validation Task is created.
Coverage Hole Optimization Validation having two subtasks. In Coverage Optimization Validation task
PWO Requester and PWO Approver can validate the actions performed by PWO Requester in the
Coverage Hole Optimization Task. The name of two sub-task of Coverage Hole Optimization
Validation is following:
The first subtask of Coverage Hole Optimization Validation task is assigned to PWO Requester of the
same geography. PWO Requester can validate its own actions in this subtask.
In subtask, window remarks are available for that coverage hole based on its progress at top of
subtask window.
A map view appears in the form of Pre and Post optimization maps which shows the improvement in
coverage hole by comparing it on coverage hole generated SNC and current SNC.
On Clicking Toggle button of table view available next to map view toggle button Table view format
pre-post comparison will get appears & it shows the poor coverage area values at different RSRP
ranges in Pre and Post optimization comparison.
On clicking Toggle button of Pie Chart view available next to Table view toggle button Pie chart view
will get visible & It shows the pre-post optimization in the form of the pie chart and also provides its
legend and filter
On scrolling down the window, it shows its KPI performance table. In KPI performance table it shows
its KPI values in the form of Pre and Post optimization and its impact
PWO Requester will have access to Accept or Reject the first subtask of Coverage Hole Optimization
subtask. On Accepting the subtask then current subtask will get completed and new subtask namely
Coverage Hole Optimization validation PWO Approver is gets created and assigned to PWO Approver
of the same geography.
On Rejection of subtask then the current task and subtask will get completed and its previous task
namely Coverage Hole Optimization task goes in In Progress and PWO requester will have to
perform some actions on it.
On completion of the first subtask of Coverage Hole Optimization Validation Task then second sub
task is get activated and assigned to PWO Approver.
The window of the second subtask is the same as the first subtask.
PWO Approver can validate the actions performed in the Optimization task and approves the second
subtask.
PWO Approver will have access the to close the work order or request a new site based on the
coverage hole progress.
On clicking submit ten options appear like Close the Work order or Request New Site.
On Selecting a Request New Site then current subtask and the task will get complete and new task
namely New Site Requisition will get create and assign to PWO Requester of the same geography.

In New Site Requisition task there is only one subtask and it is assigned to PWO Requester user of
the same geography. The name of the subtask is New Site Requisition PWO Requester.
In this subtask, the defaults new sites nominals are provided which are suggested for coverage
through mitigation algorithm.
The user can see the defaults sites on the map also by clicking on View on Map button.
PWO Requester will have access to add new sites to mitigate coverage hole. PWO Requester can
add the new site by clicking on ‘+’ icon available at the top right corner of the window and adding the
sites details like its lat-long, name and site type (Macro/Micro).
The row of newly added sites nominals would get created and PWO Requester will have access to
delete the newly added and defaults sites.
The user can see the newly added sites on the map also by clicking on View on Map button.

It is the first subtask of New Site Requisition validation task and it assigned to PWO Approver of the
same geography.
PWO Approver will have the access of only view the defaults sites and newly added sites on the map.
It also provides the previous task information like the Last Action, Stage, Assigned By, date & time in
Conclusion box
On clicking submit button then current subtask will get completed and new subtask namely New Site
Requisition Validation PWO Admin is gets activated and assigned to PWO Admin of the same
geography for the further approval process.
It is the second subtask of New Site Requisition Validation task and it is assigned to PWO Admin of
the same geography.
PWO Admin will have access only to view the sites nominals on the map by clicking on View on Map
button.
In conclusion box, it provides the previous subtask information with last actions which validated by
PWO Approver user.
On clicking submit button then the current task and subtask will get complete and with this, the main
status of work order also gets completed.
