INTRODUCTION
The Anganwadi system is mainly managed by the Anganwadi worker. She is a
health worker chosen from the community and given 4 months training in
health, nutrition and child-care. She is incharge of an Anganwadi which covers
a population of 1000. 20 to 25 Anganwadi workers are supervised by a
Supervisor called Mukhyasevika. 4 Mukhyasevikas are headed by a Child
Development Projects Officer (CDPO).

There are an estimated 1.053 million anganwadi centers employing 1.8 million
mostly-female workers and helpers across the country. They provide outreach
services to poor families in need of immunization, healthy food, clean water,
clean toilets and a learning environment for infants, toddlers and pre-schoolers.
They also provide similar services for expectant and nursing mothers.
According to government figures, anganwadis reach about 58.1 million children
and 10.23 million pregnant or lactating women.

Anganwadis are India's primary tool against the scourges of child


malnourishment, infant mortality and curbing preventable diseases such as
polio. While infant mortality has declined in recent years, India has the world's
largest population of malnourished or under-nourished children. It is estimated
that about 47% of children aged 0–3 are under-nourished per international
standards.

Children from poor (Below Poverty Line) families, especially those from
Scheduled castes and scheduled tribes, are considered most at-risk. Anganwadi
means courtyard. Under the Integrated Child Development Scheme, one
anganwadi worker is allotted to a population of 1000. Anganwadi worker is
trained in various aspects of health, nutrition and child development. The duties
of anganwadi worker are - • Regular health check-up. • Immunization. • Health
education. • Non-formal pre-school education.
SOCIO-ECONOMIC PROFILE OF THE GRAM PANCHAYAT

Thuravoor is a town in the Chertala Taluk of the Alappuzha District in the south
Indian state of Kerala. Thuravoor lies exactly between Kochi and Alleppey. A
four lane NH47 passes through the town, which along with a railway station
gives it excellent connectivity with the rest of the state.

With a population of 28966 people, the Thuravoor Gram Panchayat has a fair
ratio of male and female villagers. The no. of males count up to 14038, while
female population remains higher at 14928.With a majority of the people
belonging to the middle-class, Coir Industries claim to be the biggest employers
in the area.
OBJECTIVES

 To evaluate the present infrastructural condition of Anganwadis at


Thuravoor.
 To identify the problems faced by the Anganwadis in concern with the
Panchayat.
 To ensure whether the assured facilities reach the Anganwadis or not.
 To undertake a comparative study on the Anganwadis of Thuravoor
Panchayat and that of the neighbouring Panchayats.

SIGNIFICANCE OF THE STUDY

The survey conducted is of immense importance in order to figure out the


real scenario that prevails in the Anganwadis of the states of Kerala. It is
helpful on the part of the Government to be aware about the allocation of
resources that are made available for the physical, mental and educational
progress of the kids of the state. Moreover, it’s vital to ensure that
whether other benefits available at the Anganwadis for adolescent girls
and pregnant women like hygiene training and pregnancy related
instructions respectively are properly imparted or not. The study gives the
Anganwadis an opportunity to mouth out the various shortcomings that
they are coming across in properly accomplishing their regular activities,
so that the loopholes thus discovered could be dealt with in the best
possible manner. Apart from that, a clear distinction could also be made
between the operations done in the Anganwadis of the Thuravoor
Panchayat and that of the neighbouring ones.

METHODOLOGY
The sampling units were the different Anganwadis of Pattanakad
Panchayat and also of the neighbouring Panchayats. The study was done
on the basis of a detailed questionnaire which was administered to a
sample size of 20+5=25(including that of neighbouring Panchayats).The
sampling method was convenient and contact method was personal
interview. Primary data was considered paramount.

This study was conducted with a sample size of 20 Anganwadis.

N.B:-
 Even though 13 out of the 20 Anganwadis rely on wells, but
some helpers have to go to distant wells to collect water.
 Rainwater Harvesting Systems need to be regularly cleaned and
the money required for that is spent by the Workers of the
anganwadis.
 Books are although present in all anganwadis need to be of
higher educational value and more in number.
 Charts are quite old and need replacement.
 Black-boards need to be replaced with white-boards due to the
chalk dust emitted out of the former.
 Indoor and outdoor games need to be of better quality and more
in number.
 More chairs are required for the kids, staffs, adolescent girls and
pregnant women.
 Shorts are needed to weigh the kids conveniently.
 Shelves are required to safely store the records and registers.
 First-Aid kit are required for all Anganwadis.

The study reveals that most of the anganwadis have self-owned land and
buildings. But there are also anganwadis who don’t have their own land
or building area.(anganwadi no. 91, 92, 94,96, 177,178 in Thuravoor
Panchayat).
Most of the anganwadis are not electrified. Only a few anganwadis are
electrified ( A.W. No.178, 84). Even though they are electrified, they
have only one bulb or tube light and a fan. No anganwadi in Thuravoor
panchayat has computer facility.
But coming to the food requirements, all anganwadis have sufficient food
stock with them. But the cooking utensils of all the anganwadis are
damaged, and now all the anganwadis requires more safe food containers
and cooking utensils such as plates, spoons, cookers etc. The food
patterns of all the anganwadis remain almost same. They alternatively
provide uppama, wheat, greengram, nuts and egg.
When coming to drinking water only limited number of anganwadis have
their own wells and rain water harvesting facilities. Others have to get
support from neighbour homes or wells, away from the anganwadis. But
all the anganwadis are providing boiled water to the children. There are
also anganwadis which are paying for water, especially in the coastal
areas.

All the anganwadis don’t have baby friendly toilets. Even though some
have such toilets¸ they are damaged. Anganwadi No. 84, 86, 100 etc are
15 such centres in urgent need of baby-friendly toilets. Some of the
anganwadis have baby-friendly toilets, but they don’t have toilets for
staffs and vice-versa.
Considering the pre-school education materials most of the anganwadis
are being provided with text books and charts. They are almost satisfied.
But there is a necessity for more knowledge-based books and charts that
are attractive for the kids at a number of anganwadis (approx. 85% are in
need).
All the anganwadis have the indoor play equipments but they are in need
of more quality equipments. The area of each anganwadi varies from 2.5
cents to 3 cents. That’s why many of them are devoid of play ground
facilities.
ICDC and Panchayat are providing seating facilities to the anganwadis.
95% of the total anganwadis in Thuravoor Panchayat require more
benches and desks Chairs not only for children but are also needed for
adolescents. These seating facilities including carpets that were provided
earlier are damaged.

All the anganwadis have all the registers and records such as food stock
register, attendance register, pregnant women register, age details
register, minutes of gathering registers etc.
Almost every anganwadi has its own weighing scales and growing charts.
When telling about first aid kit, some anganwadis have it. Earlier it was
kept and distributed by the anganwadis, but now the distribution of the
medicines is done by the ASHA centres. Thus the first aid kit availability
is problematic.

Coming to other details regarding the anganwadi workers and helpers,


every anganwadi has sufficient number of workers and helpers. All of
them are trained. The last training they got is a training program named
‘Mazhavillu’. This training aimed at improving the workers ability so as
to help in both mental and educational growth and development of the
children. The workers’ basic educational qualification is SSLC Pass. But
there are also workers who are PDC and even are graduates. The
prescribed helpers’ qualification is SSLC Failed or less. Yet most of the
helpers in the anganwadis have studied up to 7th or 8th class. Although all
the workers and helpers are very much satisfied with their jobs, the only
problem is the compensation paid to them. The beneficiaries viz. parents,
general public etc. are satisfied with the anganwadi services on the basis
of care and mental development etc provided. But a certain degree of
dissatisfaction prevails regarding the quality of education and
infrastructural facilities available.
In short, the important requirements for getting the minimum standard or
matching the benchmark of infrastructure at Anganwadis in Thuravoor
Panchayat are:
• Own land and building( anganwadis which don’t have)
• Electricity
• Drinking water facility
• Common wall
• Outdoor play equipments
• Shelves for keeping books, registers etc.
• Cooking utensils
• Increasing the number of gas cylinder they are getting per month.
• Toilets (including baby-friendly).

RECOMMENDATIONS
 Proper availability of Medicines needs to be ensured.
 Electrification which is a major issue in most of the Anganwadis,
needs to be worked upon with immediate effect to combat the ever-
rising heat of sun, especially during Summers.
 Food needs to be served ensuring proper cleanliness and hygiene.
 They require more nutritious food items to be served.
 Games which are inadequate need to be provided to match the
number of students.
 Basic maintenance activities like brooming and washing of the
place, cleaning of toilets need to be done.
 Awareness should be spread about the availability of training
facilities for adolescent girls and pregnant women at Anganwadis.
 Monthly health check-Ups need to be regularised.
 Most of the people are unaware of the fact that the medication
facilities are to be provided by the ASHA group and not by the
Anganwadis directly. This needs to be properly communicated to
the individuals.
 Compound walls are required to be built around the Anganwadis
which would ensure that 3cents of land are available per
Anganwadi.This would help them to get the rainwater harvesting
project implemented in their place.
 In order to safely store the different registers, shelves need to be
provided.
 Instead of the 4 LPG gas cylinders currently provided , 5 cylinders
should be provided a year to assure smooth functioning of food
facilities, that is getting hindered due to insufficiency of fuel.
 The existing toys which are in a dilapidated condition now, need to
be changed. Better quality toys need to be brought in instead.
 Sufficient sitting facilities need to be provided to all the students,
adolescent girls and pregnant women.

CONCLUSION
The above obtained data reveal that the philanthropic work accomplished
by the Thuravoor Gram Panchayat for the upliftment of the children of
the area is commendable as compared to that of the Panchayats
nearby.All the steps taken currently are although not adequate to meet all
the demands of the concerned anganwadis, but the shortcomings are
neither big enough to remain unsolved.A considerable degree of attention
would surely bring in satisfaction to all the Anganwadis in the Thuravoor
Panchayat within a short span.If the Local Government joins hand with
the Anganwadis of the region with a commitment to bring about a
transformation,then an all round progressive status in terms of physical,
mental and educational growth of the children could be surely achieved.
