NOTE ON MEPMA ACTIVITIES

The Government has established “Mission for Elimination of Poverty in Municipal


Areas (MEPMA)” with an objective to promote, strengthen and nurture self-sustainable
institutions of the poor. MEPMA has been designated as a State Level Nodal Agency
(SLNA) for implementing National Urban Livelihoods Mission (NULM) activities in Andhra
Pradesh in all 110 ULBs.

Important Schemes / Activities (as on 20-12-2019):

I. YSR AASARA
As a part of implementation of “Nava Ratnalu” of Government of Andhra Pradesh it is
decided to reimburse Bank loan out standings of SHGs as on 11.04.2019 in four
installments.

Estimated:

 No of SHGs - 1,66,727
 YSR Aasara outstanding (as on 11.04.2019) - Rs. 5627.54 Cr
 YSR Aasara (1st installment for FY 2019-20) - Rs. 1406.89 Cr

II. YSR “0” Vaddi


The Government of Andhra Pradesh with a view to encourage better repayment culture
and to reduce interest burden on the rural and Urban poor on SHG Bank loans decided
to continue the interest Subvention programme as YSR “0” Vaddi.

 Release Period - April 2019 – Sep 2019


 Eligible No. of SHGs - 1,55,264
 Outstanding amount as on 11.04.2019 - Rs. 4773.82 Cr
 YSR “0” vaddi amount (April 2019 – Sep 2019) - Rs. 260.55 Cr

III. Self-Employment Program (SEP) &Bank Linkage:

 During 2019-20,
o Till Oct, 2019, Rs. 2443.80 Cr mobilised out of a target of Rs.2700.00 Cr
under Bank Linkage to SHGs
o 7,689 assisted under Self Employment Program (individual) out of a
target of 7500.
o 206 groups assisted under SEP(G) out of a target of 150

IV. Livelihoods / Income Generation Activities:
 Preparation of Family Business Plans (FBP) by 18.00 lakh SHG members
 5.44 lakh members undergone Entrepreneurship Development Program Trainings
(EDP) training
 11.30 lakh members have been assisted in establishment of Livelihood Units
 Web based monitoring with geotagging of units, which is 1st of its kind in the
country
 375 Micro Enterprise Community Consultant (MECC) have been positioned for
enhancing marketing and technical skills of small entrepreneurs
 2001 MEPMA (DWCRA) Bazars have been conducted with an average turnover of
Rs.1.50 lakh per bazar, totalling an average of Rs.30.50 Crs.
 47 City Livelihoods and Service Centers with 100 services,9442 service providers
 42 Production Centers, Working 5570 SHG Tailors with Additional income of
(Rs.10000-15000) per Month
 5 MEPMA Marts have been Established on pilot basis in 5 cities (Greater
Visakhpatnam, Kakinada, Tiruapthi,, Guntur and Vijayawada)
 100 generic / Jan Aushadhi Stores established and running successfully with
average sales of Rs.5,000 – Rs.30,000 per day.
 As of now 1600 SHG products have been registered in Amazon and Flip Kart Web
sites. Out of this, 900 products were sold.

V. Employment through Skill Training and Placement (EST & P):


 The main objective of the programme is providing an asset to the urban poor in the
form of skills for sustainable livelihood.
o 1,55,640 have been trained
 Self – Employment: 93,248 &Wage – Employment: 62,392
o 1,15,802 have been placed
 Self – Employment: 80,634&Wage – Employment: 35,168

VI. Support to Urban Street Vendors (SUSV):


 1,03,412 Street Vendors have been identified.
 73,555 ID Cards have been issued.
 Town Vending Committees were formed in 109 ULBs.
 Street Vending plans are prepared and implementing in
1) Greater Vishakhapatnam Municipal Corporation (GVMC)
2) Eluru
3) Tadipathri

 672 Common Interest Groups formed with6360 members.
 Rs.845.50 Crs under Mudra loans to 10,200 street vendors.
 Rs.2.58 Crs provided to 97 CIGs under Bank Linakge

VII. Shelters for Urban Homeless (SUH)


 The main objective of SUH is “Providing 24/7 all whether Shelter to Urban
Homeless with all amenities”
 So far 111 Shelters are sanctioned
 77 SUH are functioning covering over 3800 homeless
 CC Cameras and bio-metric devices installed in all functioning Shelters.
 Conducted Systematic Third Party Survey for identifying Homeless in all
Municipalities
 11,173 homeless identified.

VIII. Social Security


 Rs.49.34 Lakhs covered under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)-
YSR Bima
 9.60 lakhpersons covered under Social Security Pensions
 3.03 lakhs persons covered under Abhaya Hastham (co-contributory pension
scheme)
 40,758 persons covered under YSR Pelli Kanuka

IX. Health & Nutrition (H&N)


 MEPMA AP is implementing different health initiatives for creation of awareness to
the urban poor on prevention of communicable and non-communicable diseases,
water, sanitation and Hygiene.
 MEPMA has formed and strengthened 10,440 Mahila Aarogya Samithies (MAS) with
1.00 lakh members to act as bridge between urban poor and health service
providers, line departments, NGOs for optimum utilization of services to reduce out
of pocket expenditure.
 MEPMA is organizing Health camps, health checkups for the urban poor in
coordination with line departments
o 3091 Health camps conducted so far
 MEPMA is promoting kitchen and terrace gardens (4,98,468) for low cost locally
available nutritious food to the urban poor.

 MEPMA has conducted 1,73,111SHG Members to Health Check -ups to SHG
members covered in with e-Urban Primary Health Centers (e-UPHCs) and Govt.
Hospitals under controlled by Medical, Health and Family Welfare Dept.

HOME COMPOSTING:
 An innovative concept initiated by Municipal Administration and Urban
Development Dept., to inculcate knowledge in urban communities on source
segregation of their waste and in turn wet waste into compost with home
composting technique at their household.
 Identified and trained Paryavarana Mitra/ RP for each Micro Pocket and
provide a demo home composting kit to each RP/PM practices for 15,640
Home compost Bins.

Monthly Calendar of activities

1. MEPMA has created awareness to 1.77 Lakh SHG women on Menstrual


Hygiene Breast and Cervical Cancer (MHBCC).
2. As part of POSHAN ABHIYAN program MEPMA is being organizing different
activities to create awareness & sensitize the Urban poor on importance of
nutritious food in their daily diet and inculcate the habit of taking Nutritious
food & its impact on poverty reduction. MEPMA is organizing the training
programs like SHG Caterer training program, & conducting Town level
counseling sessions and orientation programs through Mahila Arogya
Samithi (MAS), Women Health Clubs (WHC) and Health Resource Persons
(HRP). Total 2.80 Lakhs Members participated.
3. MEPMA have been conducted wide range of rallies, walks, 1K/2K/ Runs,
meetings to create awareness on prevention of single use plastic as part of
SWACHHATA HI SEVA in all ULBs on 11th Sep 2019.
4. SHG Women have also made rangolis depicting the importance of
Environment. Throughout the state MEPMA brought a momentum by
planting WORLD ENVIRONMENT DAY 2019 10.23 lakh plants through
1,81,110 SHG Women and 499 field Functionaries as a part of World
Environment Day Awareness Programs.
5. MEPMA conducted Global Hand wash Day on 15, October’2019 SHG women,
Municipal School Students, Public representatives and stake Holders a part

of awareness programs to prevent Communicable diseases among urban
poor around 2.53 lakhs member participated
6. World Breast feeding week is celebrated every year from 1st to 7th August
to encourage breast feeding and improve the health of babies. The
awareness programs in all ULBs across the state during first week of August
2019 promoting health for mothers and children decreasing the risk of
mothers developing breast cancer, ovarian cancer, type 2 diabetes and heart
diseases. More than 2,03,525 Self Help Group Women were reached through
various activities undertaken during breast feeding week.
