E. RATIONALE:

Barangays being the smallest political units in local governance play significant
role in the delivery of social services, sustaining civic infrastructures and
organizations, and maintaining peace, order and safety to communities within
their areas of jurisdiction.

On the part of officials representing the youth of barangays and their respective
youth leaders in every community of each barangay discharge their respective
functions not simply as individuals. Team work is essential in terms of managing
and implementing executive, legislative and social functions and in doing so, it is
important to constantly sharpen teamwork among youth officials and their
sectoral constituents.

The team-building activities inclusive in this BARANGAY SAN JOSE SK AND KK TEAM-
BUILDING ACTIVITY program of works are designed to provide the salient
requirements in strengthening the Sangguniang Kabataan (SK) and the
Katipunan ng Kabataan (KK) as a dynamic political unit of Barangay San Jose
while allotting some time for relaxation and forging camaraderie among the
participants.

F. WORKSHOP DESCRIPTION:

This teambuilding program, a 2-day STRUCTURED TEAM ENHANCEMENT and


LEADERSHIP WORKSHOP, consisting of combined indoor and outdoor activities will
be done in order to attain its set objectives. The team-building workshop is aimed
at reinforcing commitment to their public service direction of the SK and KK
leaders of Barangay San Jose and strengthening camaraderie among its present
organizational structure.

This is undertaken through the establishment of strong leadership model and


language shared by every individual in the SK and KK and the facilitation of
mobility for the whole youth administrative structure as one team, with the end in
view of providing enhanced convenience to internal and external clients to
whom services are directed.

On top of it all, the activities incorporated in this program is designed to enable


the participants in contributing their individual significance for the development
of youth programs, projects and activities in the barangay, all of it in an
atmosphere of activity and fun.

G. WORKSHOP OBJECTIVES

At the end of the 2-day event, the participants would have been able to:

 Identify pointers to improve working relationships, coordination, and


teamwork.
 Recognize actions that can diffuse stress toward more productive ends.
 Realize the importance of leadership and leading a team for utmost
output.
 Spend time to relax and have fun.

I. LEGAL BASIS

The BARANGAY SAN JOSE SK AND KK TEAM-BUILDING ACTIVITY is pursuant to the provision
of the Local Government Code of the Philippines, in Title Three - Human Resources
And Development, Particularly Section 77 (Responsibility for Human Resources
and Development), which states that “every local government unit shall be
responsible for human resources and development in his unit and shall take all
personnel actions in accordance with the Constitutional provisions on civil service,
pertinent laws, and rules and regulations thereon…”

Likewise, it is in consonance with the strategic thrusts of the barangay as detailed


in the Development Administration of the BARANGAY Agenda for Governance
And Development (BARANGAY AGAD) as mandated by and submitted to the
Department of the Interior and Local Governments (DILG), particularly in the
Human Resources and Development section, which states: “Initiation of staff
development activities/conduct of trainings,” among which is Team-Building
Workshop for barangay officials and employees, aimed at upgrading of delivery
of social services through improved teamwork among barangay officials and
staff.

J. BUDGETARY REQUIREMENTS:

Budgetary requirements for the BARANGAY SAN JOSE SK AND KK TEAM-BUILDING ACTIVITY
includes expenses for the following:
