CITIZENS’ CHARTER
This Charter is a statement of the mission of the Micro, Small and Medium
Enterprises Department, Government of Tamil Nadu, to accomplish and fulfil the
Government's commitment to make Tamil Nadu the most preferred State for investments
in India and to improve the competitiveness of this sector and thereby to create gainful
employment for the people.
MISSION
COMMITMENT
Encourage the Micro, Small and Medium Enterprises in the State and enable them
to become competitive in a WTO compliant global market and become world leader
in select segments.
Reduce regional imbalances in the industrial development within the State and
facilitate setting up of Micro, Small and Medium Enterprises in backward areas of
the State.
Encourage modernisation and upgradation of technology in traditional sectors for
having competitive edge in the wake of liberalisation and globalisation.
Create employment opportunities particularly to the vulnerable sections of the
society and rural people, ensuring inclusive development.
Provide skill development and training for educated youth to develop
entrepreneurial skills and make them self-employed.
Create infrastructure facilities, provide incentives and marketing as well as technical
support to the Micro, Small and Medium Enterprises.
Cater to the quality testing requirements of industries in general and Micro, Small
and Medium Enterprises in particular.
Simplify procedural formalities to speed up industrialisation.

TRAINING INSTITUTIONS
Three Technical Training Institutes are functioning under the Department of
Industries and Commerce.
In the Government Technical Training Centre, Guindy, Chennai. two courses are
conducted. i.e. Diploma in Mechanical Engineering (Tool& Die), Refrigeration & Air
conditioning. In this Institute 408 students are studying now. All the courses run by the
Institute with approved by the AICTE New Delhi.

Electrical and Electronic Wing
Electrical and Electronic Industrial Estates
For the growth of Micro, Small and Medium Enterprises in the Electrical and
Electronics sector, Government had established eight industrial estates exclusively for
Electrical and Electronics industries in Chennai (Thiruvanmiyur), Kancheepuram
(Perungudi), Thiruvallur (Kakkalur), Madurai-(Kappalur), Salem (Suramangalam),
Coimbatore (Kalapatti), Krishnagiri (Hosur), and Tiruchirappalli (Thuvakudi) Districts. The
above said eight industrial estates consists of 517 Developed Plots and 140 Sheds.
To cater to the needs of Micro, Small and Medium Enterprises in the Electrical and
Electronics sector and Quality Marking Organizations, Central Electrical Testing
Laboratory (CETL), Kakkalur has been established. This Laboratory has facilities to test
160 Electrical Products as per relevant Indian Standard Specifications.
The services of this Laboratory have been accredited by the National Accreditation
Board for Testing and Calibration Laboratories (NABL), Department of Science &
Technology and recognised by the Bureau of Indian Standards (BIS), Ministry of
Consumer Affairs, Government of India.

1. Activities of SIDCO
Suitable lands are identified taking into consideration the various factors such as
location, availability of power and water, transport facilities etc., for the formation
of new Industrial Estates.
The lands are either acquired if they are private patta lands or alienated if they are
Government lands.
SIDCO has developed 78 Industrial Estates on its own since its establishment in
1970 and totally 113 industrial estates (Annexure-I) are functioning under the
control of SIDCO at present.

3. Special Features:
Tiny plots measuring 5 cents to 15 cents are developed and allotted exclusively for
Micro Enterprises.
Now industrial plots measuring 0.25 acre to 1 acre and above are allotted to Micro,
Small and Medium Enterprises depending on their project requirement.
Multi-storeyed industrial complexes with modules of area 500 sq.ft,1000 sq.ft and
1500 sq.ft have been constructed and allotted to Electronic and Readymade
Garment industries in Thiru-Vi-Ka Industrial Estate, Guindy.

4. Allotment Procedure
• Advertisements are released in news papers notifying the availability of plots
and sheds every year. The same are made available in website
www.sidco.tn.nic.in.
• Application for allotment can be had either from 19 branch offices in various
districts or from Corporate Office. Application can be downloaded from
website www.sidco.tn.nic.in. also.
• The application may be filed either with Branch Manager of the respective
district under whose jurisdiction the Industrial Estate falls or with the
Chairman and Managing Director, SIDCO, Chennai.
• A Screening Committee constituted with the Officials of SIDCO, Directorate
of Industries and Commerce, Tamil Nadu Industrial Investment Corporation
Limited and representatives of TANSTIA scrutinizes the applications and
selects the eligible entrepreneurs based on criteria like financial strength,
viability of project etc.
• When there are more selected applicants than available vacant plots/sheds,
they are allotted by way of lot system.

6. Shifting of existing Industrial units to the outskirts of town / city.
The Industrial units functioning in proximity to human habitations residential areas
are causing pollution and lack of space had made the expansion of units impossible. The
Hon’ble Chief Minister of Tamil Nadu under rule 110 has announced a special package of
incentives to entrepreneurs to shift their units outside the town areas by offering all
necessary assistance and other facilities. The Government would provide 75% grant of
the total development cost upto a maximum of R.15 crore for getting electricity, water
connections and to have other infrastructure like conference halls, common facility
centers etc.,
Similarly Government would also provide 50% grant with maximum grant limited to
Rs.10.00 crores to the entrepreneurs association coming forward to setup new clusters in
the outskirts of town / cities.
The Hon’ble Chief Minister of Tamil Nadu under rule 110 has announced special
package of incentives under which SIDCO will participate upto 11% equity with the
Private Industrial associations for formation of new Industrial Estates through Joint
Venture mode.

Government of India, Ministry of MSME and also the State Government have
adopted the cluster development approach as an important tool for enhancing the
competitiveness and productivity of the Micro and Small Enterprises. Clustering of units
also enables providers of various services to them, including banks and credit agencies, to
provide their services more economically, thus reducing costs and improving the
availability of services for these enterprises.
This scheme is being implemented to support the sustainability and growth of
Micro and Small Enterprises by addressing common issues, building their capacity for
common supportive action through formation of self-help groups, consortia etc. and to set
up common facility centres (for testing, training centre, raw material depot, effluent
treatment, complementing production processes, etc.)
The funding pattern of MSE-CDP (CFC) scheme is as follows:
SIDCO has been nominated as the implementing Agency for establishing Common
Facility Centres in Tamil Nadu under MSE-CDP scheme.

10. Raw Material Distribution
The raw materials such as Iron & Steel, Wax, Potassium Chlorate and TNPL paper
(direct and agency) are distributed through various depots situated in Ambattur,
Coimbatore, Madurai, Trichy, Sattur, Sivakasi and from its Branch Offices located at
Erode, Salem, Thanjavur, and Vellore.
• The units which require assistance under this scheme have to enroll under the
Marketing Assistance Scheme.
• The units having EM Part-II / UAM are eligible to register under this scheme.
• The registration fee for enrolment is Rs.200/-
• The units who want to enroll under the scheme may contact the respective
Branch Managers of SIDCO’s branch offices or the Deputy General Manager
(Marketing and Raw Materials).
