1 INTRODUCTION

1.1 General
(DICL) intends to carry out a Front-End Engineering Design (FEED) for the proposed
Energy Park. The purpose of this design is to ensure that the project requirements for
a complete engineering design package are well defined and properly outlined for the
execution of the integration of the components of the Energy Park.

1.2 Purpose
The purpose of this document is to specify minimum requirement for firefighting
equipment to be used within the Duport Energy Park facility.

1.3 Objective

The overall objective of this document is to ensure a safe and reliable plant based on
proven design practice and technology and with risks from potential fire hazards
detection. The main reason for the Firefighting Equipment Specification is to ensure
that an acceptable level of safety is achieved in order to protect personnel, installation
and environment against fire and explosion hazards.

2.2 Specifications, Codes and Standards


The design shall comply fully with the latest edition of the statutory laws and
regulations of Nigeria, relevant International Standards & Codes of Practice and
industry-published guidelines.

Unless the edition of any code, standard or document is specifically mentioned, the
latest editions shall apply and where conflict exists between requirements of these
documents, it shall be addressed to the CLIENT for clarification.

2.4 Order of Precedence

In case of a conflict, the regulations, codes and standards listed shall be applied in the
following order of priority:

 Nigerian National Standards

2.5 Definitions

For the purpose of this specification, the following definitions shall have the meanings
stated:
MUST/SHALL – Indicates a mandatory requirement.
SHOULD - Indicates a preferred course of action or strongly recommended to comply
with the requirements of this document.
MAY – Indicates an acceptable course of action.
CLIENT - The party who initiates the project and ultimately specifies the technical
requirements, which is ENERGY PARK.
CONTRACTOR - The party who carries out all or part of the engineering

3 VENDOR RESPONSIBILITY

The Vendor shall be responsible for the complete design, fabrication, supply, and
inspection/testing of equipment in their scope of supplies. Datasheets/ specifications
give the minimum requirements and would not override Local Government Legislation
and Regulations or applicable design codes and standards.
4 FIRE WATER SYSTEM
The fire water systems shall comprise of the following main items but not limited to:

 Fire water storage tanks.


 Diesel centrifugal fire pumps.
 One jockey pump (Electrical driven) to pressurize the fire ring main.
 Diesel driven Fire water pumps to supply the fire water storage tank from the
water source.
 Foam tank to generate the foam.
 Fire ring main distribution system complete with sectioning valves, hydrants,
water/foam monitors and hose cabinets.
 Pressure and flow calculation shall be performed to define line sizes for fire water
systems.

4.1 Fire Water Storage Tanks

The storage capacity is to be worked out as follows:

 2 hours minimum flow capacity from fire water storage tank is expected via the
fire water pump to fight fire.
 Tank capacity of 2 hours minimum shall be calculated, in accordance with the
requirements of NFPA 22.

4.2 Fire Water Pumps

Three by 50% fire water pumps (2 working one on standby) are to be leveraged upon
for the use of the Firefighting system at Duport Energy Park facility. The pumps are
all diesel engine powered pumps in operation, which takes suction from the fire water
storage tank.
Fire pump shall be configured for manual and automatic start. Automatic starting of
the fire water pump shall be as a result confirmed fire within the facility, Low
pressure in the ringmain.

Individual pressure sensors shall be provided for each fire pump. Stopping of the fire
pumps shall only be manually at the local control panel of the fire pumps.
A fire pump test line with flow meter shall be provided (with flow returned to the
storage tank) to allow for periodic testing of the hydraulic performance of the pumps.

4.3 Jockey Pumps

Two by 100% electrically driven jockey pump (One working and one on stand by)
shall be provided to pressurize the fire water ring main system and a backup should
also be planed for. Jockey pump shall be continuously operated to maintain pressure
of the ring main.

The jockey pump shall have a normal flow rate calculated in cubic meter as stated in
the firewater demand calculation: DMCL-IES-DEP-PRO-CAL-00003 Fire Water
Demand calculaton Report.

4.4 Fire Water Ring Main


A fire water ring main shall be sized to withstand the maximum pressure expected on
the fire water line. This shall be provided throughout the Duport Energy Park facility
to provide firewater to hydrants, monitors and hose-reels .
The fire water pump and fire water ring main system shall be capable of supplying at
most hydraulic water demand from the firewater storage as calculated.
Checks shall be made to ensure there is no significant performance degradation if
parts of the ring main are isolated.
All valves on the fire water ring main and on the lines leading to protected equipment
shall be FM/UL certify, suitable for maintenance, they will be isolation tagged locked
open valves on site.

4.5 Hose box


Hose box shall be constructed of galvanized CS painted and clearly marked as “Fire
Hose Box”. It shall be in appropriate place in the fire water ringmain area.

One Hose cabinet containing firefighting equipment for use shall be located adjacent
to hydrants or groups of hydrants. The equipment, contained shall be sufficient to
allow two hydrants hose streams to be operated and will be typically:
 2 off 65 ft of 1 ½” collapsible hose.
 2 off jet/fog/off nozzles.
 Quick connections system.
 Adapters and wrenches.
 Axe.

4.6 Hydrants
Hydrants shall be readily accessible from roads and be located in such a way that
possible damage by road traffic will not occur or will be minimized. Hydrant to hydrant
shall be located within 40-60 meters from each other. The total hydrant shall be as
stated on the layout drawing, for Fire Fighting Equipment Layout: DMCL-IES-DEP-

Fire hydrants shall be the wet barrel, two-outlet, or one-outlet in the facility and
generally fabricated from ASTM A 105 carbon steel and protectively coated internally
after all welding and inspection is completed.
Fire hydrants shall be suitable for a maximum working pressure of 15 barg and have a
4’’ diameter riser terminating with a 4" flange to suit the applicable piping class at the
bottom and 4" standard pipe cap at the top. Mating connections for hydrant valves
shall be of suitable size and rating for the application.
Each hydrant connection shall be provided complete with a blanking cap, which shall
be attached to the valve by a suitable non-corrodible chain.
Hydrants shall be located at least 15 meters from the buildings or process equipment
to be protected.
In tank areas, hydrants shall be located so that all parts of the tank can be reached
with a hose no longer than 150 meters and cooling can be provided to any tank from
two directions.

4.7 Firewater Hose reels


Hose reels shall be designed for operation by one person and consist of 30m (100
feet) of 1 ½ inch hard rubber hose on a rotating drum, complete with couplings and a
227 lpm (60 US gpm) or 360 lpm (95 US gpm) or COMPANY approved equal type.
Hose reels shall be designed for a maximum pressure drop of 0.35 barg when
operating with a firewater supply pressure of 10.4 barg. The hose reel assembly shall
be rated for 17.3 barg at 38°C.
Hose shall be non-collapsible and suitable for storage on the reel assembly for long
periods of time. It shall be mildew resistant, fire resistant, and suitable for exposure
to hydrocarbons, sunlight and a tropical marine environment.
The nozzle shall be made of chrome plated, solid brass.

The firewater mating connection shall be 1½" NPT to suit the applicable piping class.
The hose reel assembly shall include a quarter turn ball valve for isolation from the
firewater supply. The isolation valve shall be solid brass or bronze.
All firewater hose reel assemblies shall be supplied complete with a hot dip
galvanised steel pedestal.
The hose reel assembly shall be designed for manual rewinding of the hose. It shall
have a travelling hose guide for placing the hose correctly on the reel.
The entire hose reel assembly shall be hot dip galvanized to ASTM A123 prior to
painting.
The hose reel shall be equipped with a low point drain valve.
Hose reel assemblies shall have a heavy duty red canvas cover marked in white,
with 1" letters, "FIRE HOSE".
Hose reels shall be located such that process areas and manifolds are within 30
meters of two hoses. The location distance of hose reels shall not be closer than 6
meters from process equipment or the building being protected.

4.8 Firewater Monitors

Firewater monitors shall be designed for a minimum pressure drop when operating at
firewater supply pressure of 10.4 barg. The units shall be rated for 17.3 barg at 38°C.
Firewater monitors shall be designed for operation by one person. The operating
mechanism shall be a butterfly valve requiring one quarter turn to open or close. The
valve shall be located upstream of the monitor flange base.
Firewater monitors shall be operated by control arms and capable of 360 degree
rotation in the horizontal plane and +90/-45 degree elevation in the vertical plane.
The swivel joints shall be furnished with bronze balls and grease zerks for easy
lubrication and shall also be capable of being locked in all operating positions.
The inlet flange to the monitor shall be a 4" Class 150# flat face flange. The firewater
piping mating flange shall match the firewater monitor inlet flange.
The firewater monitor shall be equipped with drain valve at the flange base for
draining firewater after use.
The firewater monitor body shall be brass, leaded gunmetal or equivalent, control
arms shall be chromed brass.
The firewater monitor shall be equipped with constant flow straight stream to wide
fog. The nozzle shall be rated for 1325 lpm (350 US gpm) or more at an operating
pressure of 7 barg with an effective range of at least 50m when on solid stream
setting or any approved company ( DUPORT MIDSTREAM COMPANY LIMITED)
type.

4.9 Foam system


A foam system consists of a water supply, a foam concentrate supply, proportioning
equipment, a piping system, foam makers, and discharge devices designed to
distribute foam effectively over the fire hazard shall be provided.
The water supply to foam systems shall be from the firewater tank. There shall be
foam supply from foam tank to each protected area.
There will be quarterly inspections of all foam systems, where the systems shall be
thoroughly inspected and checked for proper operation. The inspection shall include
performance evaluation of the foam concentrate or premix solution quality or both.
Test results that deviate more than 10 percent from those recorded in acceptance
testing shall be discussed immediately with the manufacturer.
A foam system will extinguish a flammable liquid fire if operated within the proper
ranges of solution pressure and concentration and at sufficient discharge density per
square feet (square meters) of protected surface. The acceptance test of a foam
system should ascertain the following;
 All foam-producing devices are operating at system design pressure and at
system design foam solution concentration.
 Laboratory-type tests should be conducted, where necessary, to determine that
water quality and foam liquid are compatible.

4.10 Fixed Foam Systems Specification

Fixed foam system shall be designed to meet the requirement of NFPA 11, Standard
for Low Expansion Foam. The fixed system shall have a valve connection to enable
fire truck provide back up.
The foam system design basis shall be seal area fire. The foam discharge outlets
shall be located above the seal as described in NFPA 11.
Foam shall be generated by a diaphragm (bladder) pressure proportioning tank,
which uses water pressure as source of power.
The bladder tank shall be Ansul (vertical) type, designed and constructed in
accordance with the latest revision to ASME code, Section VIII for unfired pressure
vessel with a working pressure of 12 barg (175 psig) and tested to at least 18 barg
(262 psig)
The nominal capacity of the bladder tank shall be specified based on the minimum
design rate of solution for fire fighting areas and locations. The foam concentrate
specified for this duty shall be 3% AFFF resistant foam.
The bladder tank shall be sized to provide foam supply to the areas where product
tanks are in sequence. The foam application period shall be in accordance with
NFPA 11 requirement.
The bladder tank shall have a label specifying the type of foam concentrate designed
for the system, the quantity of concentrate and any other pertinent warnings. In
addition, the tank assembly shall be UL listed and FM approved.
The foam concentrate shall have mix flexibility from 1% to 6%. The system shall be
equipped to allow for adjustment of the foam mix to a desired preference.
The bladder tank assembly shall be equipped with a porous centre tube of PVC or
other material compatible with the foam agent. In addition, the tank shall have side
gauge level indicator to monitor the level of foam in the bladder
Connection piping for the foam system shall provide for inlet pressure between 5.0
barg and 7.0 barg (75 to 100 psig) at the foam generators.
Valved connections shall be provided at the suction and discharge ends of the
bladder tank to be used as back up by the terminal fire truck for foam proportioning
and re-filling of the bladder tank during response.
Unless otherwise specified, fresh water service piping shall be galvanized carbon
steel. For salt-water service if need be, piping shall be epoxy-lined.
The foam system shall be designed to accommodate periodic testing with water.
Suitable facilities shall be installed to direct water from the nozzles away from the
floating roof during testing.
Bladder tank connection point for the foam piping system shall be located at a
distance not less than 30 meters (100 ft) outside the tank berm area accessible by
the facility’s foam truck for back-up.
5 EXTINGUISHERS

5.1 Portable Dry Chemical Powder Extinguisher


Portable/handheld 9 kg DCP Fire Extinguisher shall be designed and constructed
fully in accordance with NFPA 10. The scope shall include mounting brackets and
handles. The cartridge shall be internal to extinguisher body and that shall be of
adequate size to meet the performance requirements listed in the code. The
extinguishers shall be placed such that travel distance between the extinguisher and
potential fire hazard is not more than 23 m (75 feet) as per NFPA 10.5.2.1.Fire
extinguishers shall be "listed", i.e., approved by a testing authority such as KITE
marked, EN3, UL or FM or equivalent to certify performance.
The operation of the extinguisher shall be through a controlled discharge of gas
cartridge through a lever and grip mechanism and pressurisation should be by CO2
or N2 cartridge.
The charge status shall be indicated on the Extinguisher. The grip mechanism shall
incorporate both - catch and telltale features to reduce the number of inadvertent and
/ or failed operations.
It shall have a short flexible discharge hose complete with nozzle. It shall be
complete with 9 kg of MONNEX powder and CO2 or N2 Cartridge.
The minimum discharge time shall be 16-20 seconds and effective range shall be 6-8
m.
Test certificates of the DCP cylinder shall form part of the final documentation.
DCP extinguishers shall be finished with Epoxy based paint with Red Colour with
blue colour band.
Mounting bracket of fire extinguished shall be of marine corrosion resistant material.

5.2 Wheeled Dry Chemical Powder Extinguisher


Wheeled Dry Chemical Powder Fire Extinguisher capacity of 45 Kg shall be designed
in accordance with NFPA 10. Wheeled Fire extinguishers shall be "listed", i.e.,
approved by a testing authority such as KITE marked, EN3, UL or FM or equivalent
to certify performance.
Extinguisher shall be two-wheeled, cart-type and each wheeled fire extinguishers
shall be provided with a suitable, quick removal, weather proof, UV resistant canvas
cover, which shall be red (RAL 3000).
5.3 Portable CO2 Extinguisher

Portable 5 kg Carbon Dioxide Fire Extinguisher shall be Designed and Constructed


fully in accordance with NFPA 10. They shall have suitable mounting arrangement
Fire extinguishers shall be "listed", i.e., approved by a testing authority such as KITE
marked, EN3, UL or FM or equivalent to certify performance.
The extinguishers shall give a controlled discharge using the stored pressure of
extinguishant affected by a simple lever and grip mechanism.
The grip mechanism shall incorporate both - catch and telltale features to reduce the
number ofinadvertent and / or failed operations.
It shall have a solid discharge horn suitably protected against cold burn to operator.
The cone of the horn shall be hard piped to the release mechanism and the material
of pipe shall be suitable for the ambient conditions indicated in this specifications and
attachments.
Extinguisher discharge time shall be minimum 13-15 seconds and effective range
shall be 4-5m.
Test certificates of the CO2 cylinder shall form part of the final documentation.
Extinguishers shall be finished with Epoxy based red paint with black colour band.
Mounting bracket of fire extinguisher shall be of marine corrosion resistant material.

5.4 Wheeled CO2 Extinguisher

Wheeled CO2 Fire Extinguisher capacity of 20 Kg shall be designed in accordance


with BS EN3, NFPA 10. Wheeled Fire extinguishers shall be "listed", i.e., approved
by a testing authority such as KITE marked, EN3, UL or FM or equivalent to certify
performance.
Carbon dioxide steel stored pressure fire extinguisher shall be suitable for test
pressure 250 bar with hose and horn discharged nozzle approved to BS
EN3/BAFEF.
Extinguisher shall be two-wheeled, compatible type and provided with a suitable,
quick removal, weather proof, UV resistant canvas cover, which shall be red (RAL
3000).
6 PAINTING, IDENTIFICATION AND MARKING

6.1 Painting

Protective coating of all carbon steel components and other equipment shall be in
accordance with the requirements of COMPANY Approval.
The VENDOR shall ensure appropriate painting and other treatment to afford
protection for the equipment during transportation and storage prior to erection and
during normal operation.
In general, the painting of equipment shall be as per COMPANY Specification.
VENDOR may suggest alternate painting system, however, they must prove /
guarantee that the proposed system is either equivalent to COMPANY recommended
system or higher.

6.2 Identification and Marking

Each piece of equipment shall be marked on a name plate with a permanently


attached, embossed stainless steel label.

The nameplates shall show at minimum the following information.

 Equipment Name
 Equipment Number
 VENDOR name
 Certified Weight
 Purchase order number
 Year manufactured
 Serial Number

Any additional information that is required by applicable Codes, Standards and


Regulation.
7 TESTING

7.1 Test Program

A test program shall be established by CONTRACTOR to demonstrate that items will


perform satisfactorily in service. The objective of the test programme is to ensure
that all the testing required is identified, performed and documented. It shall include
where applicable, equipment qualification test, pressure and proof tests,
functional/mechanical performance, pre-operational, start up and operational tests.

7.2 Test Procedures

Testing shall be performed during pre-shipment and commissioning in accordance


with COMPANY approved test procedures. Test procedures shall include provisions
for assuring that the pre-requisites for a given test have been met and that the test is
performed under suitable environmental conditions by appropriately trained
personnel using calibrated instrumentation.
Requirements and acceptance criteria shall be: Following the witnessing of tests and
prior to COMPANY approval, test results shall be documented and evaluated to
ensure that the specified requirements have been satisfied.

7.3 Equipment Testing

As a minimum, the following witnessed equipment and performance tests shall be


carried out prior to release for shipment:
 Hydraulic pressure test at 1.5 x Design Pressure for a period of 30 minutes
 Fire monitor "throw" test using water
 Water/ Foam hose reel functional test

7.4 Site Test Requirements

Each item of equipment shall be commissioned and performance tested at site by


the CONTRACTOR in the presence of COMPANY.
The test shall consist of a full flow test of each item of equipment to verify the
performance of the equipment in the field.
Visual inspection of nozzle spray patterns and throw shall be checked against design
requirements.
Shortfall in the functional and performance test of the equipment shall be the
responsibility of CONTRACTOR and shall be rectified at CONTRACTOR's expense.
8 DOCUMENTATION

The VENDOR shall submit to CONTRACTOR / COMPANY all drawings and


technical documents (Specific as well as standard) as defined in scope of supply /
Material Requisition.
The submission of drawings and data shall be in accordance with the instructions
contained in the Purchase Order documentation. All fixings details and dimensions
critical to correct installation of the equipment shall be provided by the VENDOR.
All plans, elevations and sections shall be fully dimensioned including closing
dimensions and each sheet should certain a linear scale to allow for reduced size
reproduction.
All dimensions critical to correct installation of the equipment shall be shown.
Drawings and documents shall be clear and completely legible with all text in the
English language.
Work carried out by the VENDOR before the receipt of the PURCHASER's approval
of documents / drawings where required shall be rectified at the VENDOR's expense
VENDOR shall submit along with the bid the following technical documents as a
minimum:

 General arrangement and Dimensional drawings


 Details of the equipment accessories being provided
 Certification from regulatory authorities, if any
 List of spare parts for commissioning and start up
 Deviations, if any
 SUB-VENDOR list
 Experience list
 Estimated man-days for supervision of Erection, Pre-commissioning,
Commissioning, Start-up, performance test at site, as applicable.
 Size and Weight (Empty, Operating & Test) of the skids / equipment
