SPECIFICATIONS OF TOWER

The tower specifications are as per the following General


Requirements for 40 Meter Tower for Cellular Systems (upto 170
kmph Wind Speed only) GR No:GR/TWR-12/01, JUN 2005

PART-I

1.0 Scope : This document contains the generic requirements of 40


meter Narrow Base tower for Cellular Systems viz. GSM, WLL etc.
The tower shall be four legged and able to support antennae as given
below:

a) 6 panel antennae for GSM/WLL Systems at 1m below the top


b) 3 microwave solid dish antennae of 0.6m dia at 4 m below the top
c) 6 panel antennae for GSM/WLL systems at 6 m below the top

PART-2

2.0 FUNCTIONAL AND TECHNICAL REQUIREMENTS:

2.1 Type of Tower : Four legged 40m Narrow Base tower with square base of 2 m
sides & square top of 0.800 m sides

2.2 Height of Tower : 40 meters consisting of 10 segments, bottommost is of 4.5 m


and the topmost is of 3.5 m and, remaining 8 segments each
of 4 m

2.3 Foundations : The Raft type of Foundation of the tower has been designed
basically for three types of soils namely, hard/rocky, medium
and soft
These three types of soils in dry conditions have safe bearing
capacity as 200 KN/m2 (min) for hard/rocky soil, 100 KN/m2
(min) for medium soil and 75 KN/m2 (Min) for soft soil

1. The foundations design / drawings for tower given in the


GR may be considered for reference and actual found-
ation design / drawings may be as per the actual site
requirements

2. Guard against corrosion & soil erosion should be taken


care of. Soil testing is a must before foundation is cast
3. The back filling should be done by proper compaction of
soil in layers & should be done before erection of tower

Material M20 concrete shall be used. Material mixing & quality


: Control of concrete shall be as per IS 456 : 2000. High
strength Deformed steel bars of grade Fe 415 conforming to
IS:456 shall be used. Bending of bars shall be as per IS:2502
(1963)

Non-galvanizing steel structures such as Anchor bolts etc.


should be painted with red oxide coating. The base plates
should be galvanized as some portion of them may be
directly exposed to environment.

2.4 Super structure


: Tapered throughout with base width and top width as in
Clause 2.1
2.4.1 Legs/Bracings
Material
: MS angles of grade ‘A’ as per IS : 2062 (1999) and IS:8500
(1991) shall be used
Finish
All MS angles are to be hot dip galvanized as per IS:4759

Standard zinc for galvanizing should conform to IS 13229


(1991) or IS:209 (1992)

2.4.2 Gusset/Splice Plates

Material MS of grade ‘A’ as per IS 2062 (1999) and IS: 8500

2.4.3 Nuts, Bolts & Washers Nuts & Bolts of grade 4.6 as per IS 6639 (1972)/12427(2001)
& IS 1363 (part 3): 1992, IS:1367 and Plain washers as per IS
Material 6610 (1972) & spring washers Type B as per IS 3063:1994
shall be used.

: Technical supply conditions including hot dip galvanization
of Nuts, Bolts and Washers are to be As per IS:1367
Connection between Vertical legs and bracings shall be connected to each other at

Bracings design. The design of tower members and joints shall be in
accordance with the relevant provisions in BIS documents
IS:800 (1984) and IS 802 (Part-I)

3.0 : One cable rack for running feeder cables from the rear of the
Arrangement for feeder antennae to the base of the tower shall be provided. Suitable
Cable rack supports shall be provided for all the feeder cable runs as per
tower designs/drawings. Width of each rack shall be 350mm

4.0 : A ladder shall be provided externally for the entire 40 m


Ladder height of the tower. Hoops and runners shall be provided to
ensure the safety of the persons climbing the tower. Ladder
width/pitch shall be of 350 mm and 286 mm respectively.
The dia of safety hoops shall be 750 mm and Guard radius
should be 375 mm

5.0 Platforms : Three Working platform with railing all around shall be
provided for mounting panels and microwave antennae. The
platforms shall be located as given below:

i) At 37.888 m height (external)


ii) At 34.933 m height (internal)
iii) At 33.041 m height (internal)

6.0 Wind Velocity Tower shall be operational and able to withstand the wind
velocity corresponding to wind zone 47 m/s (170 Km/hr) of
IS:875 (Part 3) (1987)

7.0 Lightning Arrestor Lightning Arrestor at the top of the tower [lightning rod made
of copper, as per IS:613 (2000)] with a spike on one end and
threading on the other shall be provided on the top of the
:
tower. The lighting spike is connected to ring earth directly
by 50 x 3 mm GI strip with suitable lugs at both ends and
suitably tightened along tower leg

8.0 Aviation Warning Lamps Fixing arrangement for twin type aviation warning lights on
diagonally opposite sides at the top level shall be provided.
Aviation Warning Lamps shall conform to ICAO regulation
Note: i) Screened PVC insulated twin copper wire of size
: 3/22 (IS Marked) with PVC conduit pipe (IS Marked) will be
used for connection of aviation warning lamp to the power
supply.

9.0 Antenna mounting : For GSM Antennae – GI pipes, conforming to IS: 1161
(1998) with 76.1 mm outer diameter 3.65 mm thickness and
of Yst22 grade and 3 meter length along with fixtures/clamps
for leg mounting should be provided

For WLL antennae – GI pipes, conforming to IS: 1161


(1998) with 76.1 mm outer diameter, 3.65 mm thickness and
of Yst22 grade with 2 meter length, along with fixtures/
clamps for leg mounting should be provided (min. 3 in Nos.)

Component details are given in the BOM

10.0 Verticality The verticality of tower shall be within the +/- 25 mm limit
as given in IS:12843:1989, Table iii (b) (i.e. the bottom of
the line joining the centre of the top of the tower and the
centre of the base of the tower should be within this limit)

11.0 Earthing For earthing of the tower, 50x3 mm GI strips should be
bonded to the all four tower legs at the termination of the
gusset plate of first joint and connected to ring earth at the
other end ( The maximum value of earth resistance shall
be 0.5 ohm.) Also refer to BSNL T &D circle E.I. No.1-001
issue 3 on Protection Earthing)

12. Welding Welding shall be done as per IS:9595 (1996) and test for
quality of welding will be carried as prescribed in the test
schedule/test procedure. Welding connections of Base Plate
are as per IS 800 :1984

13.0 Marking : Manufacturer’s identity marking and item marking shall be


provided on each section by punching & painting for enabling
easy assembly and traceability
Smaller elements, on which complete marking details are not
practicable, shall be supplied in suitable packing boxes and
each box shall bear clear marking details such as name of
site, height of tower and other details as given in above
para. However part No. / item No. shall be marked on all
tower elements.

The tower supplier shall also provide the tower component


manufacturer’s identity/source

A plate indicating the manufacturer’s identity / year of


manufacture, wind velocity and the maximum load capacity
of the tower shall be supplied by the manufacturer for
display at the bottom of the tower

The top horizontal members of the tower on all the four faces
should have centre clearly by visibly marked for each check of
verticality

14.0 Painting The tower shall be coloured with alternate bands of orange &
white or red & white paint as per ICAO recommendations.
The Ready mixed paint, primer, enamel etc., used for tower
painting may be as per the following IS codes

i) IS 2074 (1992): Ready Mixed Paint, Air Drying,


Red Oxide Zinc Chrome, Priming – Specifications;

ii) IS 2932 (1993): Enamel , Synthetic ,Exterior:


(a) Undercoating (b) Finishing – Specification;

ii) IS 2933 (1975): Enamel Exterior


(a) Undercoating (b) Finishing

The tower painting shall be done after tower erection

15.0 Documentation : Two hard copies and one soft copy of complete documents
along with installation details in English or Hindi shall be
supplied by the supplier

16.0 Weighty of Tower : 40 m Tower

(Tolerance in weight: + 3%) (i) Weight of Tower, inclusive of all parts of Superstructure
(excluding the weight of antenna mounting arrangement
i.e. antenna fixtures) as mentioned below as well as
Foundation ( including base plate, anchor bolts but
excluding RCC): 8623 Kg

(ii) Wt. of GSM antenna mounting arrangements (Per


antenna): 38 Kg.
(iii) Wt. of WLL antenna mounting arrangement (Per
antenna): 32 Kg.

Bill of Material : The Bill of Materials for the tower is at Annexe-iii

Notes:

(1) All the major components of materials for tower shall be procured from the IS
approved sources and certificate to this effect shall be given by the manufacturer

(2) All responsibility for tower erection shall lie with the erection agency which
would follow safety norms as per IS7205 (1974)

(3) At the time of publication, the editions of IS standards indicated were


valid. All IS standards are subject to revision and the most recent editions
of the standards indicated in this GR shall be applicable

(4) Transmission Tower Bolts IS:12427 (2001)

(5) The splicing connection of the leg members should have plates of sufficient
thickness and adequate number of bolts as specified for safe transfer of force
between connected members with minimum bolt spacing of 60 mm. The
bracing members are to be connected by at least two bolts of required diameter to
the leg

(6) The foundation bolts at the base of the legs should be monolithic with the concrete
in the foundation
Annex 1

Annexure for the reference of the purchaser

The following clauses are for the reference of the purchaser only and these clauses shall not
be tested during type approval testing.

a] [i] The umber of antenna fixtures required shall be clearly mentioned at the time of ordering

[ii] Details of anteanna fixture/mounts given in the GR are for reference only and purchaser
may clearly specify the details of Mount/fixtures at the time placing of purchase order as per
their needs. Further, if the actual side requirement is not decided at the time of placing
purchase order, the tower may be ordered without Antenna Fixture
.
b] Concrete and deformed steel bars for foundation are not in the scope of tower supplier [Ref.
GR Clause No: 2.3]

c] The 50x3mm GI strip for connecting the lightning spike to the ring earth is not in the scope
of tower supplier [Ref. GR Clause 7.0]

d] The aviation warning lamps are not in scope of tower supplier. Further, screened PVC
insulated twin copper wise as per 3/22 IS marked] and PVC conduit pipe [IS marked] for
connection to the power supply will be provided by the installer and they are also not in the
scope of tower supplier [Ref GR Clause 8.0]

e] Ring earthing material is not in the scope of tower supplier [Ref. GR Clause No: 11.0]

f] Paint and painting materials is not in the scope of tower supplier [Ref GR Clause No: 14.0]

g] The purchaser shall clearly specify the No. platform and their location in the purchase order.
In case there is no specific demand only one platform at the top may be supplied.
SPECIFIC CONDITIONS

1. The intending bidders are advised to visit the site to acquaint themselves of
the site conditions before quoting for the works.
2. Local taxes, octroi, sales tax etc, if any, will have to be borne by the agency
and the BSNL shall not be responsible for reimbursement of the same.
3. While quoting the item rate tender the intending tenderer need not quote
anything extra on account of Service Tax. If the successful tenderer paid any
Service Tax for this work, the same shall be reimbursed on production of
documentary evidence for having paid the Service Tax the Customs and Excise
Department Government of India, on 10th of succeeding month without fail.
This is mandatory for releasing the Security Deposit.
4. The Executive Engineer reserves the right to alter the scope of work after
issue of work order subject to exigencies and execute the work at any other
sites under the respective divisions at same terms and condition.
5. The rate indicated in the tender is net and is applicable to all locations
irrespective of the terrain and quantity. The rate shall remain firm during the
currency of the contract.
6. None of the contractor’s representatives/workers will be permitted to stay in
any of the working place beyond the normal working hours. In case where the
work has to be carried out beyond normal working hours prior permission
shall be obtained in writing from the competent authority.
7. All tools and plants required for the work will have to be arranged by the
contractor and shall readily be available at the site of work.
8. Adequate care shall be taken while executing the work at the working
exchanges/offices by providing safety precautions for men and materials
working thereon. The contractor shall ensure minimum inconvenience to the
staff/general public while carrying out the work assigned.
9. The Executive Engineer shall have the right to get tested the materials
according to specification and the contractor shall have to replace the
materials that do not satisfy the specifications at no extra cost.
10. The quantity indicated in the schedule annexed to the tender is approximate
and subject to change. No compensation is payable in case the quantity
indicated is not executed.
11. Contractor shall, as soon as the contract is awarded, submit a programme
chart of each item of work like Supply, Erection, Painting etc. and get it
approved by the Engineer-in-charge. The chart shall be reviewed after the
supply of tower materials and strictly adhered to till the completion of work.

Specific Conditions (Tower)


1) All erection and electrical jobs shall be carried out as per various direction
issued by AT Wing of BSNL. The details are available in respective civil
division offices. The contractor has to provide necessary assistance to the AT
team in carrying out inspection.
2) Obtaining AT clearance for the tower shall be responsibility of the contractor.
An amount of Rs.15,000/each tower shall be retained until the AT is cleared
by AT wing of BSNL.
3) On completion of the tower erection and prior to the commencement of
painting, the contractor shall offer the tower for inspection by the Engineer-in-
charge or his representative for proper tightening of all the members, bolts
and nuts.
a) The contractor shall, after ensuring sufficient time and manpower, take such
suitable advance action that the progress of the work is not suffer5ed any set
back as a result of inspection/verification.
b) It shall be the prime responsibility of the contractor to make sure that the
tower assembly is properly carried out, each tower member is properly erected
and each bolt/nut is properly fixed/tightened. The Contractor shall bear the
responsibility for failure of the tower as a result of improper erection.
c) The Contractor shall, on completion of the erection of tower, also produce a
certificate under the letter head of the contractor to the effect that the erection
of the tower has been properly carried out and that each member/bolt/nut is
properly fixed/tightened as required under the relevant
specifications/guidelines.
d) The painting of the tower shall be resorted to only on completion of the
inspection/verification by the Engineer in charge/his authorized representative
and declaring the tower properly erected.
e) No claim whatsoever shall be entertained in the event of any delay to the
progress as a result of any corrective action directed by the Engineer in charge
on completion of the inspection.
4) The payment will be made on weight of the tower supplied as calculated from
the standard weight of the sections supplied.
5) Adequate care shall be taken while erecting towers at the working
exchanges/offices by providing safety precautions for men and materials
working thereon. He contractor shall ensure minimum inconvenience to the
staff/general public while carrying out the work assigned.
6) The time of completion for the individual work order shall be 1 month after
the 7th day of issue of work order.
7) The validity of contract (currency of contract) is for 6 months.
8) The required work is to be executed at various locations under the jurisdiction
of respective Civil Sub Division./ The work may have to be executed within
the jurisdiction of the Telecom Civil Division, Trivandrum at the same rate
and terms and conditions, if circumstance arise .
9) The Executive Engineer reserves the right to alter the scope of work after
issue of work order subject to exigencies.
10) The rate indicated in the tender is net and is applicable to all locations
irrespective of the terrain and quantity. The rate shall remain firm during the
currency of the contract.

ADDITIONAL CONDITIONS.

1) All works shall be carried out on the basis of Contract Agreement made on
Forms BSNL W7/8.
2) However, if the said conditions differ from the additional conditions given
hereunder, the later shall prevail.
3) While the civil work shall be in general; be carried out in accordance with
CPWD Specifications 19996 Volume I to VI with up to date correction slip
No.1 to 14 and Revised Specification 2002 for mortar, concrete and RCC and
the work of steel towers shall be carried out as per the Specifications
contained in this contract.
4) The intending tenderer shall not that the work is of urgent nature and is to be
positively completed within the stipulated period. Therefore, only those
contractors who are confident and capable of carrying out the work within the
stipulated period should apply for the work.
5) To ensure good progress, the contractor shall, within 7 days of the award of
work, submit programme to the Engineer-in-charge for completing the work
within the stipulated period. Due to the urgency of the work, failure to
commence the work within 7 days of the award of the work would result in
forfeiture of the amount of Earnest Money Deposit without any notice to the
contractor. The Engineer-in-charge shall at his discretion have the authority
to cancel the work and get the work executed by any other alternate means
for which n o claim shall be entertained from the contractor.
6) However, if the commencement of the work is held up on account of reasons
beyond his control it shall be the sole responsibility of the contractor to bring
the matter to the notice of the Engineer-in-charge and obtain permission in
writing for delay in commencement of the work.
7) The work is of specialized nature. Therefore, the agency entrusted with the
work shall get the steel towers manufacture (fabrication and galvanizing) only
from firms approved by the Engineer-in-charge. This condition shall, however,
not be applicable to approved specialized agencies by the Chief Engineer.
8) Failure to start/complete the work as per the time schedule of work order shall
result in forfeiture of the corresponding amount of END/SD without any
notice.
9) In case of emergent situation/special circumstances, the department will have
full right to get any sub-work through some other agency and the term
contractor (under this agreement) shall have no claim on this account. The
decision of Engineer-in-charge in this regard will be final and binding.
10) In case of delay in completion of work beyond stipulated period, the agency
shall be liable for levy of compensation not exceeding 10% of value of sub-work
order.

11) Normally, no departmental materials shall be issued to the contractor for the
work. The contractor shall arrange himself all materials conforming to
prescribed specifications. However, whenever the Engineer-in-charge may, at
his discretion, issue materials to the contractor for the work, the materials so
issued shall be got insured against loss/damage etc. the Contractor shall also
ensure that only the required quantities of the departmental materials are
used for the work. In the event of excess consumption beyond the required
quantities, the Engineer-in-charge shall have the right to recover at the
market rates for which, the certificate of the Engineer-in-charge shall be final
and binding.
12) Whenever the work site is in non-BSNL Building, the contractor shall take
extra precautions for avoiding damages to the building/premises. The
Engineer-in-charge shall be indemnified against any claims on account of
damages to the building /premises of the landlord and shall legally responsible
for compensating the landlord as may be assessed by the Engineer-in-charge.
The decision of Engineer-in-charge in this regard will be final and binding.
13) The items not provided for in the Schedule of quantities, the Engineer-in-
charge shall have the discretion of either getting them executed under clause
12 of the contract or though another agency for which no claims shall be
admissible.
14) Clause 10C of the Agreement has been deleted. No payment shall be
admissible under this clause.
15) The contractor shall also employ necessary watch and ward establishment for
the purpose at his own cost.
16) The Electrical items of work shall be carried out through Licensed Electrician.
17) The contractor shall make his own arrangements for obtaining electric
connections, if required and make necessary payments directly to the
department concerned.
18) Other agencies doing works related with this project will also simultaneously
execute the works and the contractor shall afford necessary facilities for the
same. The contractor shall leave such necessary holes, openings etc. for
laying./burying in the work of pipes, cables, conduits, clamps, boxes and hooks
for fan clamps etc. as may be required for other agencies, conduits for
electrical wiring/ cables will be laid in away that they leave enough space for
concreting and do not adversely affect the structural members. Nothing extra
over the agreement rates shall be paid for the same.

19) It is likely that the work shall be executed in restricted areas and therefore, a
few restrictions may be in force for security purpose. The contractor shall be
bound to follow all such restrictions and nothing extra shall be payable. The
tenders shall make necessary enquiries relating to such instructions before
quoting their rates and nothing extra will be payable on this account.

20) Any cement slurry added over base surface (or) for continuation of concreting
for better bond is deemed to have been in built in the items and nothing extra
shall be payable (or) extra cement considered in consumption on this account).

21) The structural drawings shall at all times be properly correlated before
executing any work. However, in case of any discrepancy in the item given in
the schedule of quantities appended with the tender and the drawings relating
to the relevant item, the former shall prevail unless and otherwise given in
writing by the Engineer-in-charge.
22) In case of non-standard section shown in the drawings may be changed to
equivalent available one from the approved manufacture by getting prior
approval from the Engineer-in-charge.
23) All safety precautions are to be taken by the agency for the working labourers
and inspecting offices by taking appropriate actions (Insurance, Safety helmet,
Safety belt, glues etc).
24) The contractor shall take instruction from the Engineer-in-charge for stacking
of materials in any place. No excavated earth or building material shall be
stacked on areas where other buildings, roads, services of compound walls are
to be constructed.
25) The tenders shall take into consideration the Drawings and Specifications
and quote the rates accordingly.
26) The quoted rates shall be comprehensive complete including all charges such
as insurance, transportation, taxes fixed by the Central/State Government etc.
Nothing extra shall be payable over the quoted rates.
27) Royalty at the prevalent rates shall have to be paid by the contractor on all
the boulders, metals, shingle, sand and bagel etc. collected by him for the
execution of the work direct to the Revenue authority or authorized agent of
the State Government concerned or Central Government.
28) The manufactured materials used on the works shall have ISI mark. In case
of materials for which no manufacture has been licensed to manufacture, the
materials with ISI marking, the materials shall conform to the provision of the
CPWD Specifications. In the case of non-ISI marked materials tests
shall be conducted to ensure that they conform to the CPWD Specifications or
relevant IS Codes.
29) All materials that are tested for use in the work shall be procured well in
advance so that enough time is available for testing and approval of these
materials by the Engineer-in-charge.
30) The cost of sample and all other incidental charges such as packing,
transportation to the laboratory etc. shall be borne by the contractor. The
testing fee, if any, shall be borne by the BSNL.
31) The “Acceptance Testing Unit of the BSNL shall inspect the completed work
for approval. It shall be the responsibility of the contractor to offer the
completed work for inspection and approval of the A/T in co-ordination with
and as per the directions of the Engineer-in-charge and nothing extra shall be
payable on this account. If the completed work is not found satisfactory as per
the prescribed specifications, the contractor shall carry out corrective
measures ordered by the Engineer-in-charge immediately, without any
additional expenditure liability to the BSNL.
32) Wherever roof top towers are erected, the contractor shall take adequate
precautions for ensuring that no damage is caused to the existing water
proofing of the terrace. In the event of any damage caused by the contractor to
the water proofing of the terrace, he shall be responsible for rectifications.
The contractor shall also be responsible for such all those defects to the water
proofing which may come to the notice of the Engineer-in-charge during the
next monsoon for which an amount of 10% of the Security Deposit for the work
shall be retained until the next monsoon and shall be refunded thereafter.

GENERAL GUIDELINES FOR ERECTION OF TOWERS.

1. Before tower erection reconfirmation shall be made of foundation dimensions


according to the drawings.
2. The tower members shall be arranged member-by-member and quality
checked according to drawings supplied/bill of quantities etc. before start of
erection work.
3. In tower erection, work, erecting order shall be observed and tower orientation
accurately carried out. In assembling, members shall be successively fitted on
the position shown in the details of tower. Precaution shall be taken so that
lifting weight may not exceed the weight limit.
4. Bolts and nuts should be fitted in position (as shown in drawings) as assembly
progresses. Bolts in horizontal level shall be inserted from inside of towers
with nuts applied on the outside of the tower. Bolts in a vertical line shall be
inserted in such a manner that the bolt head shall always remain on top while
the nut shall remain at bottom.
5. During the erection, work it shall be confirmed by means of measurement
(with a transit theodolite) that the tower is accurately assembled for
redressing possible twist and bend etc. on the tower.
A transit theodolite shall be set along each of the two lines crossing
perpendicularly at the tower centre and measurement made to see that
connecting line between centre of bolts or faces of sections already assembled
are perpendicular against the ground. In case this is not so, the portions shall
be redressed before assembling upper part.
“The erection work should be governed by safety code for construction of
towers as applicable for electric towers. The agency executing the work should
provide all his workers with safety kit like helmet etc.”
6. This contract to cover the erection of self-supporting steel towers. The work
shall include the following:
a) The erection of the tower and painting shall be done through specialized
agencies only and all safety precautions shall be taken in accordance with
safety code for erection of structural steel work (IS:7205-1974) & as per the
directions of the Engineer-in-charge.
b) The towers should conform to all the relevant standards of BIS.
c) Whenever no mention has been made in the specifications, the work shall be
carried out as per relevant BIS standards or as per the directions of the
Engineer-in-charge given in writing based on sound engineering practice and
local usage & that shall be final and binding on the contractor.
d) The erection of tower shall be carried out strictly as per the approved
drawings for the tower and as per the directions of the Engineer-in-charge.
e) The tools and equipments required for the erection/dismantling of the tower
and temporary obstruction lights will not be supplied by the BSNL. The
contractor shall provide all the necessary erection tools and erection gang
within the quoted rates and shall use such methods and appliances for the
performance of all the operations connected with the work envisaged under
the contract as well as ensure satisfactory quality of work and rate of progress.
f) Assembly of tower members including platforms, guard rails, ladders guard
wires etc. all complete as per drawings of tower. The contractors issued with
Structural Drawing of Towers dose not any way confer him the right to use
these drawings in any other places without approval of competent authority.
g) During the installation of tower, arrangements will have to be made by the
contractor(s) for providing temporary obstruction lights as required under
Aviation Regulation.
h) The erection of towers should be carried out during normal working hours
i.e.9.00 a.m to 6.00p.m. as laid down by factory rules.
i) Verticality of the tower- The deviation of the tower from the vertical should be
within specified limits. To confirm after erection of the tower that the tilt,
twist and rotation of the tower are within the specified limits. To check the
verticality of the tower.
j) To make over the tower to the concerned telecom Authority after acceptance
testing etc. complete.
MEASUREMENTS

1. Unless otherwise specified, for item of erection, the payment shall be made on
weight basis. The weight shall be calculated as under:
2. The weight of all the structural members including tees, angles, channels,
flats, rods, bars, tubes, gusset plates, splice plates, chequered plates, cleats,
brackets, antenna holding pipes, lightening arrestor pipe etc. shall be
measured.
3. The actual weight of nuts and bolts, washers, packing pieces etc. shall be
measured for payment purposes.
4. The actual dimensions (length & width) of the members shall be measured in
running meters correct to a centimeter & the thickness shall be measured
correct to a millimeter.
5. For calculation of weight, the coefficients as given in the standard tables of
B.I.S. codes shall be followed.
6. In case the coefficients are not available neither in B.I.S.codes, then the
coefficient available in other standard tables shall be followed.
7. In case the coefficients are neither available neither in B.I.S. Codes nor in
other standards, then the coefficients shall be derived based on actual weight
taken at site.
8. In case none of above is possible, the actual weight shall be measured at site
before erection.
9. No deductions shall be made for rivet or bolt holes made as per drawings and
no additions shall be made in weight due to galvanizing of the members.

RATES

The contractor shall pay octroi wherever applicable. The Form “C’/’D’, octroi
exemption certificates will not be issued by BSNL for any materials required in
the work. The contractor shall quote rates including all charges. Nothing extra
shall be paid over the quoted rates.

DISCIPLINATY CONDITIONS:

1. The contractor may be removed from the approved list of contractors if he;
a. Has failed to execute a contract; or execute it unsatisfactorily, or is proved to
be responsible for constructional defects; for more than once.
b. Is no longer in possession of adequate Plants and machinery.
c. Is litigious by nature or
d. Has repeatedly violated any important conditions of contracts; or
e. Has failed to abide by the conditions of Enlistment ;or
f. Is found to have given false information at the time of Enlistment; or is
declared or is in process of being declared bankrupt/insolvent, winding up,
dissolved or partitioned; or Repeatedly violate the labour regulations and rules
(more than two occasions)
